1 JOB OPPORTUNITY Community Development Officer Western Sydney Migrant Resource Centre (MRC) is seeking to employ a Community Development Officer to develop and coordinate community development projects and initiatives, develop and maintain strong connection with communities, and facilitate ongoing needs analysis. This role will be equivalent to SCHCADS Level 4, with salary sacrifice options available. This is a full-time position of 35 hours per week. 2 Selection Criteria Essential POSITION DESCRIPTION 1. Hold a qualification relevant to community development or community services, minimum Certificate IV. Applicants with tertiary qualifications in a relevant field are encouraged to apply. 2. Experience in project management showing demonstrated ability to develop, implement and evaluate community development projects 3. Demonstrated high level written and oral communication skills 4. Demonstrated ability to engage and communicate with a broad range of stakeholders, including individuals and groups from culturally and linguistically diverse backgrounds, government agencies and community sector agencies 5. Skill and experience in advocacy 6. Demonstrated ability to effectively coordinate volunteers including recruitment, training and management 7. Demonstrated experience in reporting and data collection and well developed computer skills 8. Compliance Checklist a. Ability to work flexible hours, with some weekend event attendance required. b. Ability to travel as required. c. Able to provide a clear Working with Children Check and Police Clearance (to be supplied before starting) Desirable 9. Bi-cultural and/or bi-lingual background 10. Possess industry knowledge and insight into current sector trends, particularly issues affecting CALD people 11. Driver s licence and access to comprehensively insured personal vehicle

All applicants are assessed under the same criteria and via the same process. An employment subcommittee will convene and follow the following process: 1. Cull the applications according to the identified selection criteria. Applicants will not be interviewed if they do not meet the essential criteria. Depending on the number and quality of applicants, the desirable criteria may be considered. In cases of an extremely large number of applicants meeting the desirable and essential criteria, the panel will select the applicant who meet the criteria best. 2. Applicant selected will be interviewed. All selected applicants will be asked the same questions.

4 3. Depending on the position, each candidate may be asked to participate in a short test assessing specific criteria (for example a typing test, writing skills or computer skills). 4. Referees of the best applicant/s will be contacted. 5. Employment panel will identify successful candidate and conditions of offer of employment (i.e. wages, probation period). 6. Convener of the panel will make an offer of employment to the successful candidate, initially by phone and subsequently in writing. 7. Unsuccessful candidates will be informed in writing.

5 Position Overview Position Title Community Development Officer Current Position Holder Organisation Vacant Western Sydney Migrant Resource Centre (Western Sydney MRC) Remuneration SCHCADS Level 4 Employment Status Full-Time until 30 June 2018, with high likelihood of extension The Role of the Western Sydney MRC The Western Sydney MRC works with refugees and migrants, including second generations, where their social conditions render them disadvantaged, and to help them take part in their local community life. The Western Sydney MRC has a strong ethics base and is committed to working to ensure that capacity is built with individuals, families and communities. The Western Sydney MRC works with individual clients by providing direct assistance on issues and challenges that are barriers to full participation in the local community. The Western Sydney MRC also assists communities and groups with support, assisting them to build capacity and manage their own affairs. The Western Sydney MRC supports communities by representing their needs to planning bodies, non-government organisations (NGOs) and services, through its involvement in networks such as the Migrant Interagency Network, Families, Children Network, and Youth Network, and by contributing to public discussion and debates on policies and programs as these affect the Western Sydney MRC s constituents. Organisational Purpose The Western Sydney MRC is a community based non-profit organisation established to actively and directly relieve the situation of immigrants and refugees whose social condition renders them disadvantaged. Organisational Goals To actively and effectively assist in the successful settlement of migrants and refugees and to enhance the well-being of all CALD and its catchment area.

6 Organisational Objectives POSITION DESCRIPTION To ensure the quality of Western Sydney MRC services and programs through the efficient and effective management of the service and its projects. To develop and promote the role of the Western Sydney MRC to culturally and linguistic diverse background (CALD) community groups, individuals and workers in the Liverpool area. To promote principles of access and equity for people from CALD backgrounds. To identify and promote the needs of particular disadvantaged CALD groups. Position Purpose This position provides capacity to the Western Sydney MRC for the development and coordination of various community development projects and initiatives that foster capacity-building and mainstream access for our target group, aiming for engagement & integration into society at large and for sustainable structures & enhanced social capital. This is to be undertaken in alignment with the strategic direction of the organisation, and at the direction of the Community Engagement Manager, and ultimately by the CEO. The role will encompass a range of community development activities from understanding the needs and capacity of communities, (co-)designing intervention strategies, resource planning, implementation, external stakeholder engagement, ongoing coordination of existing programs, on-going monitoring, and assessment. (Internal) Organisational Relationships Reports to Community Engagement Manager and the CEO Provides information and advice as requested to CEO/Western Sydney MRC Staff and Clients Works collaboratively with other members of the Western Sydney MRC External Relationships Develop and maintain partnerships with clients and relevant stakeholders Attend external network meetings, forums, committees, conferences and consultations as required

7 Duties and Responsibilities Needs identification Participate, plan and /or help undertake needs analysis and interpretation of data to assist with the planning of activities to support Community Development activities in the organisation. This will involve identification of emerging issues and issues that enable key outcomes to be achieved. Run and coordinate existing projects. Develop new projects and activities Coordinate and facilitate Western Sydney MRC s existing community development projects, including forward planning, liaising with partners and external stakeholders, ad-hoc facilitation of group sessions, ongoing monitoring & evaluation, timely reporting and coordination of project volunteers. Develop strategies, projects and other interventions to support communities needs in alignment with the organisation's strategic direction. These activities will promote the values of inclusiveness and equity amongst disadvantaged groups. Support and develop networks with community organisations, groups and leaders Develop links and networks within target communities. Support groups, organisations and leaders within communities through capacity building activities, collaborations and consultation. This may include engagement in community events and undertaking ad-hoc activities as required. Support community organisations to develop and deliver community development projects and initiatives. Provide information and facilitate connections for external stakeholders seeking to collaborate with, consult and support local communities. Take part in organisational planning and management functions Record and Database Management Take part in organisational planning days, team meetings, staff meetings and other internal events as required. Consistent to Western Sydney MRC Policies, develop and maintain record management systems, ensuring that information is up to date, accurate, accessible and secure. Volunteer Coordination Report Writing Recruit, train and coordinate project volunteers to support with delivery of community development projects. Assist with reporting and evaluation activities, including database reporting, outcomes focused reporting and written reports and evaluations. Assist with the compilation of evidence and statistics for reports and promotion as required. Engage and strengthen relationships with clients, staff, and Government and NGO Communicate effectively with internal and external personnel.

10 Key Performance Indicators Key Performance Area Indicator Percentage Needs analysis are conducted employing various methods including desk based data review, focus groups and consultations are comprehensive, with findings effectively communicated. Intervention strategies and innovative projects are (co-)developed and implemented, with demonstrated relevance to communities alongside strong planning and organisation skills. Coordinate, deliver and expand the community development projects and initiatives Existing Western Sydney MRC projects are coordinated, developed and reviewed to meet current needs of CALD communities. Strong organisational and interpersonal communication skills are demonstrated in volunteer coordination and delivery of projects. Positive outcomes are achieved in developing the capacity of ethnic community organisations, and linkages between community services and CALD community members. Electronic and hard copy client information and program documentation are accessible, recorded, stored, maintained, and archived accurately. Proven professionalism and ethics are demonstrated with a high regard for privacy and confidentiality. Compliance with WSMRC Policies and Procedures is undertaken. 50% Report Writing High quality, accurate reports for contractual, internal and promotional requirements are compiled and submitted before the due date. 15% Stakeholder Engagement Client and stakeholder relationships are strengthened through various means including event attendance. Existing partnerships are continued and advanced. New partnerships are developed. New partnerships and relationships are developed in line with WSMRC's strategic direction towards building the capacity of and engagement with communities. Timely and strategic facilitation of connection and collaboration between communities and external stakeholders is undertaken. 30%
