2 Outline Progress (Bureaucratic Reform) Challenges Next strategic agenda.
3 Progress on Bureaucratic Reform Some strategic change on Human Resource Management: 1) Moratorium of Civil Servant Recruitment ( ) 2) Legislation of a new law on Civil Servant Management (or known as UU ASN). 3) Open recruitment for Senior Executive Positon. 4) Open recruitment system of Civil Servant (online registration dan utilization of computer assisted test (CAT)
4 Progress on Bureaucratic Reform Institutional building and restructurization: 1. Ministry of Administrative Reform, LAN, BKN and ANRI more ministries /institutions are still on going evaluation. 3. Abolishing 6 (six) unproductive agencies. 4. Establishing 2 (two) new ministries and merging some ministries and government agencies (Ministry of Forestary, Ministry of Environment, Ministry of Land Use, Ministry of Housing and Setlement, etc)
5 Progress on Bureaucratic Reform Strengthening accountability and integrity: 1. Developing Whistle Blower Systems 2. Reporting the Wealth (of high level officers and some strategic positions in government agencies). 3. Developing Integrity Zone (implementing the concept of island of integrity via pilot project of Zona Integritas menuju Wilayah Bebas KKN and Wilayah Birokrasi Bersih dan Melayani ). 4. Improving Performance management in Ministries and government agencies).
6 Progress on Bureaucratic Reform Public Service Management: 1. Implementing the new act in public services which gives an obligation to all government institutions to comply with the principles of good public service, such as : introducing more transparency and accountability (eg, standard of services, complaint handling system, IT supported services, etc.) 2. Fostering innovation in public service management, by promoting one agency one innovation program.
7 Challenges The scope of reform should be broadened, not only the area of reform that mainly related to the authority of Ministry of Administrative Reform (Kementerian PANRB). Bureaucratic reform has not reached issues that need involvement of key ministries (e.g. Regulatory reform). Each government agencies has concerned only their interest, and lack of interest on the whole national government. Regulatory reform, revising existing regulations, reducing red tape, integrating and aligning some policies in performance management and integrating some functions in a slim government organization.
8 Challenge Quick wins: mismatch between quick wins and medium-term strategic objectives, and unsustainable improvement. Leadership issues: lack of commitment and role model, lack of competencies in implementing reform, and low capacity in managing change.
9 Challenges The cost of reform Personnel Expenditure and Total Expenditure (Billion Rupiah) Efficiency BR has not put efficiency as the first priority
10 Challenges Performance allowance The continuity of employee performance allowance that given as an advantage for those ministries/government institutions who implement the reform Applicability the performance allowance for local government Level of Government Central Government (Ministries/Institutions) Total Number of Employees Provinces Cities/Regencies
11 Challenges Ease of Doing Business Rank IFC
12 Next Strategic Agenda Implementing merit system (as said in civil service law), espesially in: (1) Improving Performance management; (2) Improving remuneration and pension plan. Increasing efficiency in public sector management, by using IT in making public service better; reviewing mission and business processes of all government intitutions and their organizatinal structure (to assure that they are in the right size and efficient). Strenghtening integrity and accountability in public sector management through the Revolusi Mental (Mental and Culture Revolution to change behavior, mind set, and culture set of public servents and citizen). Financing reform efforts adequately.
