1 Position Reports to Direct Reports Band Director Procurement & Value Delivery Chief Executive Heads of Procurement (3), Sustainability Officer (1), Head Procurement Operations (1), Head Clinical Engagement (1), Head Supply Chain Productivity Government Sector Executive Remuneration Panel GSERP Position summary The Director Procurement & Value Delivery is responsible for the delivery of HPV s value benefits delivery program; implementing a clinical engagement framework to improve clinical outcomes associated with the acquisition of goods and services, and transforming the procurement division to ensure future strategy and operating model options are successfully implemented. The Director Procurement & Value Delivery is accountable for the leadership and successful delivery of the value benefit program which includes: Implementation of the Collective Sourcing Strategy of goods and services, including all aspects of the Confirmed Annual Sourcing Program (CASP) and the Long Range Collective Sourcing Strategy Identification and delivery of value benefits through strategic supplier management, clinical engagement and supply chain efficiencies The Director Procurement & Value Delivery is responsible for actively supporting and driving cross functional collaboration with other HPV divisions. This will be achieved by improving stakeholder relationships in support of the HPV Customer Engagement Strategy, facilitating and participating in meetings, forums and activities across the state, which will then assist in the implementation of key initiatives of the Customer Engagement and Procurement strategies. The Director Procurement & Value Delivery, as part of the Executive Leadership Team is expected to support the Chief Executive in growing the capacity, capability, culture and maturity of HPV, by taking part in the broader strategic development of HPV, delivering the annual business plan as well as organisational reporting on deliverables within the Procurement division. This will include but is not limited to reporting against the Business Plan, Statement of Priorities, Organisational Key Performance Indicators (KPIs), people development and strategic objectives. Specific Duties and Responsibilities A. Value Benefit Delivery Assist the Chief Executive and the HPV Board to redefine HPV s value benefit beyond cost savings to focus on: Patient Outcomes Productivity savings through operational/supply chain efficiencies between suppliers and health services Delivery of Sustainable initiatives Delivery of the targeted value delivery set out in each year s Statement of Priorities as well as establishing and maintaining a rolling 3 year roadmap B. Procurement Transformation Assist the Chief Executive and the HPV Board to implement the HPV procurement strategy in conjunction with the Heads of Procurement and health service stakeholders to: Drive procurement strategy development Develop our category-led approach to manage procurement throughout the entire contract lifecycle

2 Implement Strategic Supplier Relationship Management Develop and Implement clinical engagement lead strategic procurement Enhance our current Strategic Procurement core-competencies Implement value proposition benefit delivery; eg. supply chain efficiency improvements Assist in the deployment of a new, segmented operating model to maximise health service synergies and category benefits that: Leverages the scale of Victorian health services where appropriate Scales and tailors procurement outcomes according to category specific value drivers Leverages state-wide requirements and drive best value outcomes where appropriate Adopts a cluster-based or local health service approach where appropriate Drive the overall procurement strategy implementation programme from pilot through deployment and embedding of new capabilities; define, refine and prioritise sequencing of initiatives over the course of 3 years. The programme overseen by the Director is to deliver: A comprehensive set of value levers appropriate for the Procurement division that includes 1) Commercial Management: Securing cost savings, risk reduction and supply security 2) Relationship Management: Engaging internal customers and partnering with suppliers to reduce cost and risk, improve service and access new value and 3) Organisational and Finance: Utilising organisational objectives and financial techniques to reduce cost and risk, customise financial profiles and increase revenue All strategic goals via the execution of the HPV Annual Business Plan in conjunction with the ELT and broader HPV team Monitor the financial position and status of the Procurement division budget providing accurate and timely advice to key stakeholders Work closely with Executive Leadership Team in the preparation and analysis of mutually agreed KPIs and implement action plans to address improvements Drive and oversee the development of quality sourcing proposals and outcome briefs for the Chief Executive, Procurement Committee and the HPV Board, which provide quality information and risk analysis to enable sound decision making processes Represent HPV at forums with other procurement bodies, Victorian Government and others, to identify areas for continuous improvement including greater alignment within the sector and ways to improve HPV efficiencies Engage inter-jurisdictional counterparts to collaborate in procurement strategy and activities to maximum value outcome C. Clinical Engagement Establish and implement clinical engagement framework to embed a collaborative and strategic approach to maximise value outcomes throughout the contract life cycle Identify key opportunities and engage with key clinical influencers in the public health sector to prioritise and deliver outcomes D. Customer Service and Stakeholder engagement Support the Customer Engagement (CE) division enabling and fostering a customer service culture that makes HPV a unique customer service oriented organisation ensuring readiness of information on category management activities and further opportunities so customer benefits are maximised Foster the participation of other division s staff in the execution of the procurement

3 strategy from planning to contract deployment Establish and maintain strong working relationships with key individuals and groups across HPV s stakeholder organisations and develop and apply appropriate engagement and consultation strategies Develop in conjunction with the Communications Manager procurement communications to enable consistent, meaningful and efficient communication with HPV stakeholders that meets their needs E. Governance Ensure adherence to the HPV risk and governance framework within the Procurement division driving compliance with legislative and statutory obligations and process integrity Contribute to, and implement changes to procurement governance across the state Oversee the implementation and communication of all procurement policies and procedures within the Procurement division Support and assist the Chief Executive, HPV Board and Procurement Committee in developing risk mitigation strategies and addressing risk associated with collective sourcing Oversee the management of risk governance by ensuring probity compliance within the Procurement division Provide input for the effective management of any external complaints within the Procurement division and the implementations actions for continuous improvement Support and assist the health services via education and guidance (where requested) to ensure adherence to the procurement governance process F. Reporting Take overall responsibility for reporting within the Procurement division. This will include but is not limited to reporting against the Business Plan, Statement of Priorities, Organisational Key Performance Indicators (KPIs), Benefits, Opportunities, Victorian Industry Participation Program (VIPP), Exemption, Board, Procurement and Audit and Risk Committees Drive performance reporting for the Procurement division through collaboration with other divisions to ensure timely and quality reporting inputs Drive the agenda for the Procurement Committee reporting outcomes for the division and / or any other sourcing activity G. Relationship Development - Communication Manage a team of direct report(s) and take responsibility for team members recruitment, performance and development Manage own and direct reports time to ensure targets are achieved and negotiate to address conflicts in priorities Participate in performance review and management sessions Identify and undertake relevant training and development as agreed with the Chief Executive Identify and make recommendations on opportunities for HPV to improve processes, workplace health and safety, quality and service delivery outcomes H. Relationship development - Cross functional collaboration: Establish and maintain strong working relationships with key individuals and groups across HPV s stakeholder organisations (internal and external), and develop and apply appropriate engagement and consultation strategies Represent HPV in appropriate forums to strengthen relationships and improve mutual understanding Place a priority on effectively working with stakeholders from other divisions within the

4 organisation for mutual benefit by seeking and incorporating feedback that will benefit organisational objectives Value the contribution of our internal and external stakeholders and contribute beyond our own tasks to achieve organisational goals and demonstrate this in goal setting I. Management J. Leadership Contribute to the Executive Leadership Team, Procurement division and broader HPV through participation in formal meetings and other activities Perform senior management responsibilities as agreed with the Chief Executive Maintain and develop open and transparent lines of communication with other Executive Directors and Senior Managers including participating in meetings at the individual and divisional levels, communication and other regular interpersonal communication Provide oversight and direction to a team of direct reports, supporting them in the successful delivery of their business plan deliverables and overseeing project delivery, workload prioritisation, performance, and professional development needs Drive the performance review process and the development of direct reports through performance management and development processes providing timely feedback through a context and framework that encourages employee contribution and encompasses goal setting, feedback and development planning Identify and make recommendations on opportunities for HPV to improve processes, workplace health and safety, and quality and service delivery outcomes Assist People and Culture to recruit, interview, select, and hire new employees related to the position and oversee new employee on-boarding, induction and development planning Provide direct management support to employees on matters relating to their employment including but not limited to training, leave and complaints Responsible for Procurement budget preparation and management Deputise for the Chief Executive and or any other Executive if and when called upon to do so Support the delivery of the HPV LEAD Program supporting all learning and development activities Undertake other tasks or responsibilities as agreed with the Chief Executive from time to time Develop and communicate a vision for the Procurement division in conjunction with the Board and Chief Executive setting clear strategic direction for direct reports, enhancing their leadership capacity and capability, and delivering strong management support and advice Foster a workplace culture that is consistent with overall culture of HPV emphasising the values of HPV: integrity, achievement, respect, communication, collaboration and team work Role model and coach direct reports in the application of an appropriate work ethic to their daily activities Maintain strong lines of communication, both formal and informal, with the ELT, Senior Managers and key HPV stakeholders to ensure the smooth operation of the organisation Facilitate organisational change and growth to assist HPV in fulfilling its legislative functions in line with its Strategic Plan Empower employees to take responsibility for their roles through the delegation of tasks and encouraging accountability and regular feedback

5 Qualifications and Experience Academic Relevant tertiary or post-graduate qualifications, preferably encompassing business, procurement and supply chain (preferred) Knowledge and experienced in the public health sector procurement, supply chain and clinical engagement (highly preferable) Demonstrated experience At least 10 years of senior supply chain and or procurement experience with operational accountability for a division or organisation In-depth understanding with hands on experience and demonstrated successes in Health services management and clinical engagement (Highly preferable) In-depth understanding of the health sciences supplier market Proven experience in driving cost and service improvements in a multi-divisional, decentralised organisation (desirable) Experience successfully changing an organisation or division from being transactional to transformational Demonstrated experience successfully leading a team through significant change Demonstrable and significant executive leadership experience and capability with a commitment to actively working as part of an executive leadership team Senior management experience with a strategic focus including high level management reporting Working understanding of finance or accounting skills with a proven track record managing divisional budgets Experience in investigating, developing and delivering strong business cases to secure funding Proven experience in developing and implementing leading procurement strategies and capabilities across a range of direct and indirect categories Experience leveraging modern procurement systems, and delivering value via their application Experience working with governance requirements and risk management systems within a statutory authority Personal Strong business acumen, with high level of understanding of the broader business issues as well as the inner working in the public health services Articulate communicator. Demonstrated success in influencing supplier business and clinical decision outcome highly preferable. A determined, yet cooperative style with the ability to manage a number of competing priorities and be prepared to roll up their sleeves to achieve tight timeframes Outstanding problem solving skills and sound judgement to resolve complex business issues that is underpinned by a strong analytical mindset Superior negotiation skills that have been applied to large commercial contracts Proven ability to identify and sell procurement s value to our client base Demonstrated ability to successfully lead and implement change resulting in measurable improvement with multiple stakeholders Knowledge of the health sector, clinical spend categories and supply chains is desirable Understanding of Victorian public health environment and procurement policy and

6 regulatory frameworks Strong team builder with the ability to develop and maintain positive working relationships with people at all levels within and outside the organisation; ability to lead a team to best practice outcomes Superior communication skills in providing information and advice to external and internal stakeholders both written and verbal Excellent interpersonal skills, including an ability to negotiate and influence others with diplomacy, tact and discretion Enthusiasm, energy, inquisitiveness, initiative and innovative thinking Able to comply with the inherent requirements of positions at HPV: of good character and a fit and proper person to perform the position; able to uphold the HPV Code of Conduct and the Code of Conduct for Victorian Public Sector Employees; able to perform the position without posing an unacceptable risk to the occupational health and safety of other workers, or to oneself; able to perform the functions or tasks that are necessary to achieve the outcomes of the position; free of conflicts or prejudices that would prevent one from performing the duties of the position in an impartial way.
