1 POSITION DESCRIPTION Intelligence Analyst POSITION DETAILS Business unit Investigations Position number TBA Position reports to Positions reporting to this role Salary range Team Leader Investigations Nil $78,773 - $89,375 + superannuation plus 10% allowance VPS Grade 4 Location Melbourne CBD Date approved June 2017 About IBAC IBAC is an independent statutory authority, established to identify, expose and help prevent public sector corruption and police misconduct in Victoria. We do this principally through complaints from members of the public and notifications from public sector entities, as well as through intelligence and research. We also have an important role in informing the public sector and community about the risks of corruption and misconduct and ways it can be prevented. Our jurisdiction covers state and local government, police, parliament and the judiciary. Purpose of the position The Operations Division actively contributes to the prevention and exposure of corruption through the Assessment and Review, Investigations, Digital Forensics and Collections and Surveillance teams. 2 Responsible for investigating certain allegations within the Victorian public sector and Victoria Police, Investigations have multi-disciplinary teams consisting of investigators, intelligence analysts, support officers, forensic accountants and embedded lawyers. Reporting to the Team Leader Investigations, the Intelligence Analyst plans and produces intelligence outputs and outcomes. The role works within a multi-disciplinary team environment to inform proactive or investigative lines of enquiry. The Intelligence Analyst will work within an investigative team informing lines of enquiry. The Intelligence Analyst proactively researches, evaluates and conducts detailed analysis to inform a variety of operational customers in a timely manner. Interpersonal skills, including the ability to liaise and negotiate productively with internal and external clients on sensitive matters is essential. The Intelligence Analyst is capable of identifying and locating new sources of information using their excellent written and verbal communication skills. It is expected the successful applicant will have demonstrated experience working in law enforcement and/or relevant experience in an intelligence or law enforcement environment. Formal qualifications in intelligence or a related discipline is highly desirable. KEY ACCOUNTABILITIES Identify public and confidential sources of information relevant to the work of IBAC Research, analyse and present relevant information orally and in writing to operational staff, management and other members of IBAC, as required Assess the relevance and strength of intelligence information and recommend avenues for further investigation into identified persons and organisations of interest, as appropriate Manage information collection and handling within guidelines and relevant legislation Monitor and evaluate incoming information to assist in the identification of trends and patterns, and prepare detailed reports and graphical or other representations of data, as required Effectively use intelligence and corporate IT systems (including databases and analytical software), ensuring that all relevant intelligence is appropriately recorded Productively liaise with operational staff and other members of IBAC, to ensure the appropriate sharing of information Engage with other intelligence practitioners, internally and externally, to maintain awareness and understanding of contemporary and innovative analytical techniques. Participate in quality assurance assessments of team performance and outcomes Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and IBAC s occupational health and safety (OHS) policies and procedures Other duties as required. 3 KEY SELECTION CRITERIA Technical expertise 1. Possess contemporary knowledge related to the collection, collation, analysis and controlled dissemination of information in respect to complex investigations and operations 2. Demonstrated high level written and verbal skills in policy and report writing, analysis and briefing 3. Experience in a tactical and operational intelligence and/or investigative environment is essential 4. Formal qualifications and/or training in Intelligence or a related field is highly desirable Knowledge and skills 5. Written Communication - produce a range of complex technical reports and recommendations on relevant issues which are evidence based and provide a sound basis for decision making 6. Interpersonal Skills - builds strong relationships and develops an understanding of others in order to motivate them and confidently address conflict situations 7. Influence and Negotiation - negotiates and implements a wellplanned course of action to achieve a specific impact 8. Organising and Planning - plans complex project and work programs aligned with business objectives, identifies and secures resource requirements and anticipates and addresses barriers to achievement 9. Verbal Communication - understands and meets the needs of target audiences and confidently conveys ideas and information in a clear way 10. Self-Management - addresses conceptual and specialist skills, using own strengths and managing weaknesses to mitigate obstacles and advance difficult or unpopular decisions that are based on a clear understanding of how outcomes should be achieved 11. Service Excellence - builds strong customer relationships based on superior service, plans and implements service improvement initiatives and effectively addresses service issues, and fosters a collaborative team spirit focused on service delivery Personal qualities 12. Team Work - cooperate effectively with the team and work collaboratively to achieve work plan and goals Important information People who work for IBAC must comply with the Independent Broad-based Anti-corruption Commission Act 2011 and the Code of Conduct for public sector employees of special bodies. Candidates must be an Australian citizen or immediately eligible for Australian citizenship Checks will be conducted on recommended candidates against IBAC s holdings in relation to any circumstances which exist that may conflict with the candidate s employment at IBAC Appointments will be subject to a National Police check Successful candidates will be required to undergo vetting which includes an assessment of the candidate's probity, financial position and any circumstances that may conflict with employment at IBAC to satisfactorily attain and maintain a security clearance that further determines suitability for employment with IBAC (Negative Vetting 1 Clearance). In accordance with the Independent Broad-based Anti-corruption Commission Act 2011, prior to commencement, IBAC employees are required to take an oath or make an affirmation Employees of IBAC will be required to sign a conflict of interest and declarable associations form Some positions may be subject to psychometric testing Some positions may be subject to medical testing Some positions may be required to undertake defensive equipment training A probationary period may apply to the appointment Some positions may be required to work non-standard hours Please note: You may be precluded from consideration for this position if any private interest or relationship constitutes a conflict of interest under the Conflict of Interest Policy that cannon be reasonably managed.
