1 EMPLOYER: JOB TITLE: RESPONSIBLE TO: RESPONSIBLE FOR: CLIENT GROUPS: The London Diocesan Fund Director of Human Resources and Safeguarding General Secretary Senior HR Adviser (HR Adviser and Administrator) Safeguarding Advisers (Safeguarding Administrator) General Secretary, Bishops and Archdeacons, employees and employed chaplains (c.100) and ecclesiastical office holders (c.1000 stipendiary and non-stipendiary office holders) and the parishes. JOB SUMMARY The Director of Human Resources plays a critical role in the Senior Management Group (SMG) and in enabling the work of the diocese and our mission to grow the church in London. The role covers a diverse brief with a need for safeguarding excellence in addition to the wide scope of the HR services that we provide. Customer service, integrity, emotional intelligence, professional excellence and adaptability are vital to the delivery of this role. This is not merely a strategic level functional role, it is a leadership role, a culture-setting role, a partnership role with the General Secretary, senior clergy and governing bodies. HR SERVICES Provide leadership, advice and support in respect of employed staff, ecclesiastical office holders and volunteers in the Diocese. To develop, advise on and implement human resources to support the strategic goals of the LDF.
2 SAFEGUARDING SERVICES In co-operation with the Diocesan Safeguarding Steering Group (DSSG), deliver safeguarding support and best practice in the Diocese ensuring it is done to the highest standard of care and practice. SENIOR MANAGEMENT GROUP (SMG) As part of the SMG the Director of HR and Safeguarding is responsible, together with the General Secretary and other members of the SMG, for the organisational health and development of the LDF. S/he should contribute creatively to the organisational development of the wider Diocese, working alongside those responsible for ministry development and training. KEY RELATIONSHIPS The Director of HR and Safeguarding works closely with the General Secretary, Bishops, Archdeacons and Diocesan Registrar. Contact and liaison takes place at all levels within the Diocese. The role requires regular liaison with the both HR and Safeguarding teams in the National Church Institutions, and in other dioceses of the Church of England. The postholder is a member of the Diocesan Safeguarding Steering Group. PRINCIPAL DUTIES AND ACCOUNTABILITIES OF THE ROLE STRATEGY AND LEADERSHIP Participate fully in the leadership of the LDF and Diocese as a member of the Senior Management Group, Joint Operations Team, and other bodies, through: Contributing to and, with others, shaping the overall strategy for the Diocese and the LDF.

Supporting the General Secretary in his leadership role. Provide an HR perspective at strategic level including strategic planning. HUMAN RESOURCES Support the SMG and senior clergy Advise senior staff, trustees and colleagues on the operation of employment law, HR policy and ecclesiastical terms at a strategic level Develop the organisation, setting up systems, training and policies/procedures in the diocese, including adapting national policies to local needs where appropriate. Keep senior staff up to date with new legislation and thinking, advising on applicability, implications, and implementation of necessary changes. Support and advise senior staff on use of the capability and disciplinary measures and use of other tools such as occupational health. Run an effective organisation Lead and manage the delivery of all personnel processes, procedures and systems including recruitment, compensation and benefits. Lead thinking on the management of performance and development for LDF staff Identify the training needs of staff to improve the overall performance of the LDF; develop and lead on the learning and development offering for each year.
4 Manage employee relations issues. Ensure compliance with UK Border Agency (UKBA) in regard to prevention of illegal working and LDF obligations as a Sponsoring Body. Advise all staff on matters relating to terms and conditions of employment. Developing new and enhanced services to support our clergy and parishes Lead and manage our tripod of HR services to parishes; HR audit, HR helpline, HR webpages. HEALTH AND SAFETY Overall responsibility for provision of advice, training and guidance on Health and Safety ensuring compliance with relevant legislation and implementation of Health and Safety Policy. SAFEGUARDING Lead the Diocesan Safeguarding Team to manage and advise on safeguarding concerns, safer recruitment practices (including DBS) and training. Work closely with the Archdeacon who is the Bishops nominated representative for safeguarding. Coordinate the overall safeguarding practice, ensuring that the Diocese has up to date policies and procedures in place that reflect changes in best practice nationally. Coordinate the Safeguarding Steering Group, ensuring it is administered and its membership is maintained; advise the group appropriately. Liaise with and respond to the national inquiry into non-current child sex abuse. Ensure that safeguarding is afforded utmost priority at the most senior levels.
5 Ensure that appropriate safeguarding mechanisms and expertise underpin the Diocese s recruitment and risk assessment procedures. Ensure the proper provision of safeguarding advice, information and support to all those in our parishes working with children, young people and vulnerable adults. Lead and manage the services we offer to parishes; DBS Checks, Training, Safeguarding Helpline and Case Management. 6 PERSON SPECIFICATION EXPERIENCE, KNOWLEDGE, TRAINING AND QUALIFICATIONS Chartered membership of the CIPD. Up-to-date knowledge of employment law. Experienced manager and leader. Technical and applied skills: Employee relations: awareness of key employment legislation; health and safety matters; grievance and disciplinary policies; employee communication and consultation processes; redundancy; application of skills to provide best-fit solutions; reason judgement; negotiating and influencing skills. Reward: knowledge and understanding of good terms and conditions of employment; understanding and application of good principles of performance management and good policies and practices. Training and development: able to develop training and development proposals, prepare training materials and deliver training, provide coaching. People management skills: performance management and development. Resourcing: resource planning; recruitment techniques including advertising, use of recruitment agencies, search agencies; selection methods and skills including interviewing skills; induction. Business planning skills in relation to the vision, values and business goals of the LDF. Be able to contribute to these and to convert them into proposals, departmental and individual objectives. IT skills: knowledge of the range of Windows and Internet applications. Written skills, including s, reports, proposals, policies.
7 Safeguarding: Knowledge and experience of the management and operation of safeguarding practices. Strong commitment to the promotion of safeguarding children and adults. Politically astute and aware with the ability to communicate clearly and concisely, particularly sensitive matters. Values and attitudes that promote safeguarding and a respect for individual rights. Willingness to engage in continuing training and professional development in the area of safeguarding. APTITUDES AND ABILITIES Able to identify problems and opportunities, shape solutions, successfully implement, with colleagues and stakeholders on board. Excellent communications skills, written and oral. Personal authority to liaise with all levels in a complex environment, relating with confidence to Bishops and Archdeacons. Able to challenge within context of collegiate relationships. Able to work on own initiative as well as part of a team when required. Given the nature and context of the work and particularly the work the role in question will undertake, that it is an occupational requirement that the post holder is of the Christian religion.
