3 What are NAMAs Nationally Appropriate Mitigation Actions NAMAs refer to any action that reduces emissions in developing countries and is prepared under the umbrella of a national governmental initiative. They can be policies directed at transformational change within an economic sector, or actions across sectors for a broader national focus. NAMAs are supported and enabled by technology, financing, and capacity building and are aimed at achieving a reduction in emissions relative to 'business as usual' emissions in 2020

4 Background to NAMAs Negotiations pursuant to the Bali Action Plan concluded at COP 18 in Doha, 2012 As a part of the agreed outcome at COP 18, developing country Parties will take Nationally Appropriate Mitigation Actions (NAMAs) in the context of sustainable development. They are a result of UN Framework Convention on Climate Change(UNFCCC) negotiations agreed by parties as one of the ways of achieving the objective of the UNFCCC convention Reducing GHG emissions.

5 Unilateral NAMAs Unilateral NAMAs to be financed domestically Domestic MRV in accordance with guidelines developed under the climate convention Parties not obligated to report them in their Biennial Update Reports(BURs).

6 Supported NAMAs Supported NAMAs to receive international support, MRV according to international guidelines developed under the climate convention Parties that receive international support are supposed to report the actions and their mitigation contributions in the BURs

7 NAMA Registry The publicly available online platform operated by the UNFCCC Secretariat. Its purpose is to increase opportunities for implementation of and recognition for Nationally Appropriate Mitigation Actions (NAMAs) in developing countries. The registry allows developing countries to record NAMAs seeking support for development or implementation Parties are also encouraged to enter information for NAMAs that they have implemented without external support in order to be recognized for their mitigation efforts. Another essential purpose of the registry is to facilitate Financial, Capacity Building, and Technology support for NAMAs by providing Annex I Parties and Organisations a mechanism to publicly announce their available resources.

8 Support For Preparation Preparation The action is in the conceptual or drafting phase towards a formal proposal that describes the activities, estimates cost, identifies support needs, assesses potential GHG emission reductions, and provides a time frame for the actions. Preparation also involves coming up with MRV Framework

9 Support For Implementation Implementation The action has been approved by the national government and is either ready to begin operation or is awaiting the resources to do so. The registry may play the role of matching of finances

10 Transformational Change A shift in the business culture of an organization resulting from a change in the underlying strategy and processes that the organization has used in the past. A transformational change is designed to be organization wide and is enacted over a period of time. All NAMAs should demonstrate that there will be Transformational Change after the action has been completed.

11 Institutional Framework and MRV for NAMAs National Coordination is important because some actions depend on cooperation of other sectors MRV helps on coming up with indicators It is also important to note that NON GHG benefits are important indicators for NAMAS. Sustainable development co benefits have to be clear before implementation and they should form a strong component of indicators

14 NAMA Proposals Submitted Solar Water Heating Cook Stoves Efficient Lighting Biogas The project developers are currently engaging with UNFCCC NAMA facility on preparation of the above mentioned NAMAs Working on a transport NAMA to be submitted again to UNFCCC NAMA registry again seeking support for preparation.
