2 Qualifications Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience etc: Each candidate must, on the latest date for receipt of completed application forms: a) Hold a relevant third level Degree; b) Have at least five (5) years satisfactory experience of working in or working with small and micro businesses and be familiar with the broad range of supports and agencies available to support local businesses; c) Have the experience and skills to be able to critically evaluate business proposals and make recommendations on their implementation to both their promoters and to the Local Enterprise Evaluation Committee; d) Have the skills and experience to be able to actively engage with small and micro business promoters and to advise them on the implementation of their plans and strategies; e) Have experience and skills in relation to marketing and publicity; f) Be computer literate, be familiar with the use of digital marketing platforms and have good verbal and written communication skills and be comfortable speaking in public; The candidate should have a positive attitude to work, be enthusiastic in their approach to learning new skills and practices, and committed to achieving outputs and outcomes. They must be able to work on their own initiative and as part of a team and be available to work outside of core working hours. Competencies demonstrated track record of - Ability to engage pro-actively with businesses and to advise them on appropriate development strategies and actions; Ability to critically evaluate business proposals and make recommendations as to their viability and most appropriate development path; Ability to communicate an agreed message publicly and in stakeholder meetings; Ability to both manage and work with others to achieve agreed outcomes; Ability to manage publicity and marketing to generate positive outcomes and outputs; Capacity for innovation in thinking and delivery.

3 DRIVING LICENCE/CAR: The successful candidate will be required to hold a full valid driving licence for Class B vehicle and shall drive a vehicle in the course of their duties and for this purpose, provide and maintain a vehicle to the satisfaction of Donegal County Council. Note: The post-holder will be required to ensure that he/she has Business Class cover and Employer Indemnity on their Insurance Certificate to allow for the payment of any travelling expenses due. THE POSITION: The Local Enterprise Office within Donegal County Council delivers a diverse range of business and enterprise development supports as required under the Service Level Agreement between Donegal County Council and Enterprise Ireland. The Senior Enterprise Development officer working closely with the Head of Enterprise, will be a key executive staff member of the Local Enterprise Office and will help drive the delivery of an integrated range of actions and programmes to promote entrepreneurship, enterprise and economic development within the county and increase the number of micro businesses with ambition and development potential within the county. There is one permanent position to be filled. The Council also intends to create a panel of qualified candidates from which future appointments, arising during the lifetime of the panel, may be made as and when required. RESIDENCE: The successful candidate shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. HOURS OF WORK: The working week will be 37 hours. Your weekly work pattern will be notified to you by your line manager. All hours worked will be subject to and recorded in accordance with the provisions of the Organization of Working Time Act, 1997 and the Organization of Working Time Act (Regulations) SALARY: SEDO (analogous to Grade V11) currently 48,013 to 62,418 (LSI 2) as per Circular EL04/17. SUPPERANNUATION: Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 5% of their pensionable remuneration; Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). All persons who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension)

4 Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). PERIOD OF ACCEPTANCE OF OFFER: The local authority shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and, if they fail to take up the appointments within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. THE BASE: The Local Enterprise Office, Letterkenny, Co. Donegal. Based in the Local Enterprise Office, the Assistant Business Advisor will report directly to the Head of Enterprise (or their assigns). ANNUAL LEAVE: Annual Leave entitlement for existing LA staff is 32 days. Annual Leave for new entrants is 30 days.

5 DUTIES: The main duties and responsibilities are as set out in the job description outlined hereunder: a) The provision of one-to-one business advice and guidance to anyone thinking about starting a business or to any existing business in Donegal. This will include making monthly presentations on the supports available through the Local Enterprise Office; b) Pro-actively engaging with local businesses, especially the Local Enterprise Office portfolio clients - providing advice, evaluating their plans and strategies, recommending actions and engaging in regular review meetings; c) Evaluating and processing applications for grant aid. This will include meeting clients, evaluating their applications, preparation of written appraisals, presentation of appraisals to the Evaluation Committee, and the oversight and management of the subsequent grant drawdown process for approved projects and client progress review; d) Managing the on-going awareness campaign of the Local Enterprise Office. This will involve both managing staff internally and working with and managing appointed delivery agents to achieve this objective. This will include the active promotion of the services of the Local Enterprise Office through its website and digital platforms; e) Representing the Local Enterprise Office, the Head of Enterprise and the views of Donegal businesses at stakeholder meetings, public and business events and meetings, locally, regionally and nationally, and communicating the message of the Local Enterprise Office Donegal at such events and meetings; f) Contributing to the development and managing the delivery of new and existing training and management development programmes in response to the needs of small businesses. This will include the preparation of programme specifications, processing of tenders/quotes, client recruitment and engagement, ensuring the recording of all outputs and deliverables and managing the allocated budgets; g) Managing the delivery of sector and cohort specific programmes, e.g. food, creative industries, female entrepreneurship, youth entrepreneurship; h) Managing the content and delivery of the events such as the Business Week, Business Awards and other pilot events, both internal and external to the Local Enterprise Office; i) Working with the Head of Enterprise to maximize and manage the Local Enterprise Office budgets to maximize the delivery of services and quality of service provision; j) Oversight of the delivery of the Local Enterprise Office Mentoring programme; k) Oversight of the delivery of the Second Level Schools Enterprise programme; l) Contribute to the development, resourcing and delivery of new initiatives and programmes within the Local Enterprise Office in support of enterprise and economic development in Donegal; m) Engage on cross border and EU programmes as required by the Head of Enterprise; n) Promote and implement innovation and continuous improvement in the processes and programmes of the Local Enterprise Office; o) Contribute to the delivery of national initiatives within the Local Enterprise Network and participating on national committees; p) Under the direction of the Head of Enterprise to carry out any other duties that may be assigned to the position by the Head of Enterprise.

Selection methods: These may include: shortlisting of candidates on the basis of the information contained in their application to reduce the number of candidates to a more manageable number for interview; a competitive interview. Short-listing: In the event of a short-listing exercise being employed, an Expert Panel will convene to examine the application forms and assess them against pre-determined criteria based on the requirements of the position. It is therefore in your own interest to provide a detailed and accurate account of your qualifications / experience on the application form.

7 Right to Information and Review: The Council is committed to offering feedback and information to candidates. Any candidate, who wishes to have a decision or the process reviewed, may request same. Any such request must be submitted in writing, stating the grounds of the request and this must be submitted to the HR Dept, 3 Rivers Centre, Lifford, Co. Donegal within 5 working days of the date of notification of a relevant decision.
