1 Page 1 of 5 CITY AND COUNTY OF BROOMFIELD invites applications for the position of: Water Quality Technician SALARY: $ $27.05 Hourly OPENING DATE: 07/27/15 CLOSING DATE: 08/06/15 05:00 PM DESCRIPTION: This is a part-time position regularly scheduled 32 hours/week and includes part-time benefits and the employer-sponsored health plans. Please see the benefits tab for details. Regularly scheduled Monday-Thursday 8:00 a.m. - 4:30 p.m. and may include some evenings and weekends as needed for public education events. This position is split between the Wastewater Lab and Environmental Services (Public Outreach and Education). The time spent in each assignment will vary depending on the work load and time of year. This class consists of para-professional technical work in conducting planned water or wastewater quality monitoring programs. Provide holistic services to the public by seeking ways to integrate programs or services provided by other departments, divisions and agencies. The incumbent works in partnership with other employees, departments/divisions, agencies and the public in delivering effective and innovative services. ESSENTIAL REQUIRED TASKS/EXAMPLES OF DUTIES: (Persons hired in this position must be able to perform all the essential tasks required by the position. The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. Broomfield retains the right to modify or change the duties or essential and additional functions of the job at any time without notice.) General Duties: The Water Quality Technician performs manual chemistry and routine microbiological analyses with precision and accuracy using established procedures. Prepares various chemical reagents, analytical standards, and microbiological media. Performs basic laboratory computations needed to calculate volumes and concentrations, and to convert raw data to required format. Conducts basic chemical and/or microbiological analyses with precision and accuracy, using standard written procedures or as directed by supervisor. Evaluates results for reasonableness and conformance with acceptance criteria and follow-up appropriately. Cleans glassware, sample bottles, and equipment in accordance with EPA protocols for intended use. May include acid washing, sterilization, or other special preparation procedures. Puts cleaned equipment away in designated storage areas. Washes/disinfects working surfaces, clean sampling equipment, refrigerators, fume hoods, and instrumentation. Performs various Quality Assurance/Quality Control procedures to ensure validity of laboratory data. Performs maintenance on laboratory glassware, facilities and equipment. Collects samples from various locations such as reservoirs, streams, ponds, wells, water distribution systems, water and/or wastewater plant unit processes, wastewater plant influent and discharge, manholes, and industrial wastewater discharge. Operates boat to collect reservoir samples (WTP). Performs field measurements as needed; processes and preserves samples from various analyses. Operates City vehicle for the purpose of collecting samples, investigating consumer concerns, delivering samples to contract laboratories, and running miscellaneous errands related to City business. Operates personal computer using basic data management, spreadsheet, word processing and software to enter data, maintain communications and schedules, and prepare summaries and reports.
2 Page 2 of 5 Maintains records, putting data in useable format; includes computer data entry, file maintenance, and related clerical tasks. Assists in maintaining and ordering chemical and equipment stock. Prepares reports as required. Performs special assignments, such as stream quality monitoring and sewer flow measuring, as assigned. Assignment in Environmental Services (Public Outreach and Education) performs the following additional duties: The incumbent is responsible for effectively and efficiently researching environmental regulations and drafting or revising educational materials for public and internal outreach, events, tours and classes. Assures all materials are reflective of all federal and state regulations and revisions and are drafted in a format the public will understand. The incumbent will provide assistance for Broomfield Recycling Center activities and interact with the general public utilizing the center. Administrative Duties: The incumbent is responsible for effectively managing his or her workload to achieve departmental goals. Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code. Maintains confidentiality of information consistent with applicable federal, state and county rules and regulations. The incumbent may confer with employees, supervisory, and administrative personnel regarding departmental policies and procedures. Contributes to the preparation and review of departmental policies and procedures as necessary to maintain the effectiveness of departmental programs. Advises applicable administrators or departments of potential problems or concerns. Compiles, interprets, and prepares data for studies, reports and recommendations; coordinates departmental activities with other departments and agencies as needed. Budget/Resource Management: The incumbent is responsible for partnering with other staff members in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Works with the team to avoid duplication of service and to ensure that customer expectations are recognized and resolved thereby maximizing customer satisfaction. Public Relations/Communication: Attends meetings, workshops, and conventions as necessary for the maintenance of effective services. Responds to requests for information and advises City and County departments on assigned programs. Maintains liaison with other departments. Provides verbal and written information to departments. Maintains the accuracy of any program materials posted on the Intranet/Internet. Miscellaneous Duties: The incumbent keeps operational records and makes required reports. Operates a personal computer including associated software programs. Operates a motor vehicle in traveling to and from work sites. Assures that facilities and equipment are maintained properly and coordinates maintenance and repair functions. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment. Performs related duties as required. MINIMUM QUALIFICATIONS: Training - Successful completion of 60 semester hours including three laboratory science courses at an accredited college or university. Experience One year experience working in a water or wastewater laboratory. OR Any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits and can perform the Essential Required Tasks. Necessary Special Requirements - Must possess and maintain a valid driver s license and safe driving record for continued employment. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is frequently required to stand, sit, walk, talk or hear, climb or balance, stoop, kneel, crouch, crawl, use hands to finger, handle, or feel objects, tools, or controls, and reach with hands and arms. Employee must drive a van/truck to reach sampling sites, which may include the water/wastewater treatment process points, various collection or distribution system locations, residences or businesses; streams or ditches which may have obstacles or difficult access; or manholes of varying depths into which the employee must climb using confined space entry techniques. Employee must handle sample carboys (15-liter or 20-liter containers weighing approximately pounds when full), including lifting the carboys to counter height, mixing sample, and pouring contents into other containers. Employee must use carboys to collect large samples in the field including carrying the full container approximately 50 feet over uneven terrain. Employee may be exposed to hot, cold, wet, humid, or windy weather conditions during sampling tasks. Must negotiate hillsides, rocks, or other obstacles while carrying sampling equipment. Hazards include possible exposure to toxic, corrosive, or flammable chemicals. Physical demands are described as medium (exert up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and up to 10 lbs. of force constantly to move objects) to heavy (exert up to 100 lbs. of force occasionally, and/or up to 50 lbs. of force frequently, and/or up to 20 lbs. of force constantly to move objects).
