1 MINISTRY OF THE PUBLIC SERVICE, INFORMATION AND BROADCASTING VACANCY NOTICE Applications are invited from suitably qualified persons for appointment to the post of CHIEF FORESTRY OFFICER, in the Applications are invited from suitably qualified persons for appointment to the post of CHIEF FORESTRY OFFICER, in the Ministry of Sustainable Development, Energy, Science and Technology A. RELATIONSHIPS AND RESPONSIBILITIES 1 Under the general supervision of the Permanent Secretary, directs, coordinates, controls, plans and supervises the affairs of the Forestry Division, with the view to advancing the mission of the Forestry Division. 2 Develops strategies and programmes that would allow the Forestry Division to fulfill its mandate under the Soil and Water Conservation Act, the Wildlife Conservation Act and any other relevant pieces of regulation for the protection of the life, health and safety of consumers and the environment. 3 Plays a leading role in the development of silvicultural prescriptions and other technical forestry matters. B. DUTIES AND RESPONSIBILITIES 1 Assumes responsibility for the overall administration of the Forestry Division. 2 Advises the Minister responsible for Forestry on matters concerning forestry, crown lands, conservation and wildlife policies. 3 Prepares five-year plans for the management and conservation of the forests, lands, and wildlife of Saint Lucia. 4 Prepares annual, quarterly and other reports of the activities and expenditures of the department. 1

2 5 Evaluates the performance of Heads of Sections of the Division. 6 Establishes linkages with all relevant stakeholders (local, regional and international), for fulfilling the mandate of the Forestry Division. 7 Advises the general public on matters of conservation and forestry and serves as a resource person in the public education programme. 8 Provides direction and support for the identification of necessary and appropriate training for all staff, to ensure a competent, effective and motivated working team. 9 Assists and advises the conservation and wildlife officer in the prosecution of violators of the department s ordinances. 10 Monitors all incoming and outgoing correspondence and responds accordingly. 11 Liaises and/or interacts with other Ministries and Departments on forestry matters. 12 Ensures continuous revision of the Agency s infrastructure, performance and procedures for the smooth and effective operation of the Agency. 13 Executes the policies of the Forestry Division. 14 Monitors, reports on, and provides periodic updates on the performance of the Division to the Permanent Secretary. 15 Maintains professional standards of all work performed by officers of the Division. 16 Performs other related duties within the mandate of the Agency and as may be assigned by the Permanent Secretary from time to time. C. CONDITIONS 1. Accommodation provided in a general administrative office. 2. Institutional support is provided through appropriate Civil Service Regulations and Development Guidelines.

3 3. Opportunities exist for personal development and career advancement through established orientation and in-service training. 4. Salary is in accordance with the terms stipulated by the Government in the Estimates of Expenditure/Collective Agreement. 5. This post is a travelling post and the officer is required to maintain a motor vehicle for the performance of his/her duties and will receive basic travelling and mileage in accordance with the approved rates. 6. Travel overseas on official duties from time to time. 7. This post is non-pensionable and may be designated a contractual post, subject to specific terms and conditions of work. D. EVALUATION METHOD Work performance will be evaluated on the basis of the following: 1. Professional and technical capabilities and demonstrated competencies in the execution of duties. 2. Ability to work effectively as part of a team in a leadership capacity. 3. Effective supervision of staff. 4. Timely and effective completion of projects, main programme activities, assignments and meeting task deadlines. 5. Report quality as indicated by clarity, accuracy and timeliness. 6. Proven knowledge and understanding of, and effective application of Civil Service Rules and Regulations. 7. Sense of responsibility as regards to compliance with rules, regulations and operating norms of the Agency and the Public Service as may be promulgated from time to time. 8. Administrative problems handled and the efficiency of appropriate solutions. 9. Effective implementation of duties, responsibilities and assignments as defined in the job description. 10. Any other special job-related accomplishments.

4 E. SKILLS, KNOWLEDGE AND ABILITIES 1. The ability to maintain team spirit among employees and other agencies. 2. The ability to demonstrate superior interpersonal and public communication skills. 3. The ability to convey detailed knowledge of the laws, ordinances and regulations governing forest, land, wildlife and water resources in Saint Lucia. 4. Have an in-depth understanding of the social ecological and economic conditions found in Saint Lucia. 5. Sound knowledge and ability to interpret the Civil Service Rules and Regulations and Operating Procedures, Staff Orders and operational Collective Agreements. 6. A comprehensive knowledge of the structure of the Public Service and the machinery of government administration, policies and procedures and the ability to interpret and apply the Civil Service rules and regulations. 7. Exercise a high degree of responsibility and professionalism in the execution of duties. 8. Work with teams of multi-disciplinary individuals and co-operate fully with other officers within the Division and designated national, regional and international agencies, with a view to carrying out the mandate and programmes of the Division. 9. Respect the confidentiality of information, documentation and decisions of the Division. 10. Strong leadership and interpersonal skills. 11. Ability to manage staff in order to meet set objectives and targets. 12. Decisiveness, soundness of judgment and clarity in issuing directives. 13. Functional interpersonal, management and organizational skills. 14. Working knowledge of budgeting and accounting procedures.

5 F. QUALIFICATIONS AND EXPERIENCE: 1. Master s Degree in Forest Management or related field of study, plus three (3) years experience in a post at grade 15 and above or four (4) years experience in tropical forest, with training at both the field and supervisory levels. OR 2. Bachelor of Science Degree plus Post Graduate Diploma in Forest Management plus four (4) years experience in a post at grade 15 and above or four (4) years experience in tropical forest, with training at both the field and supervisory levels. SALARY Salary is at the rate of EC $77, per annum (Grade 18 step 1) Applications should be made on the prescribed Government application forms along with certified copies of documents pertaining to qualifications, plus two (2) recent references.
