Background UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women s goal in Indonesia is to promote the rights of women and ensure inclusion of women s participation and leadership as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to its five corporate priority areas: increasing women s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing women s economic empowerment; and making gender equality central to national development planning and budgeting. UN Women also coordinates and promotes the UN system s work in advancing gender equality. Indonesia has made great strides in establishing national gender equality commitments, such as its ratification of the Convention for the Elimination of All Forms of Discrimination against Women (CEDAW) by Law 7/1984. A quota of 30 percent women as candidates for membership in national, provincial and local parliament and in party candidates lists are stipulated by Law No 12/2003 on General Elections and Law No. 10/2008 respectively. Significant progress has been made to respond to violence against women after the 1998 reform. A national Commission on Violence against Women (Komnas Perempuan) was established in the same year. The Ministry of Women s Empowerment has initiated the establishment of district based integrated women s crisis center called P2TP2A since

2 Through years of advocacy by the women s movement and other advocates led to the adoption of the Law No 23. On Elimination of Domestic Violence in UN Women Indonesia will provide support to the Government and civil society partners to strengthen coordinated implementation, monitoring and evaluation of the Law on Elimination of Domestic Violence and is investing in efforts to stop violence before it begins. This will focus around schools using a whole-of-society approach to prevention. The CO will design and implement a pilot school-based intervention on the prevention of violence against women and girls, that connects and addresses risk factors contributing to violence within the family, in and around the school environment and as tolerated by the broader community. UN Women Indonesia seeks to hire a Consultant to design a pilot prevention 1 intervention based around primary schools and their communities, which will contribute to changing individual and community knowledge, attitudes and practices related to gender equality and tolerance of violence as well as the enabling environment in and around schools which perpetuates gender-based violence. II. Objectives of the assignment To design a GBV Prevention Strategy for UN Women and specifically a Programme Document on Zero Tolerance to Violence in Schools for primary and junior secondary school-aged children (aged 10-15), based around the school and its surrounding community, and gather baseline data to support monitoring and evaluation of the intervention. III. Scope of Work/Duties and Responsibilities Under overall guidance of the UN Women Country Manager a.i for Indonesia and under direct supervision of the Programme Specialist, the consultant will perform the following tasks: Review relevant Prevention documentation, programme evaluations and reports; and other materials as necessary (education statistics, etc.). Consult with all relevant stakeholders (national level and within select communities), including from the Ministry of Education, principals, teachers, students, parents, religious and local leaders, NGOs, GBV service providers and development partners. UN Women EVAW team will participate in these meetings as relevant. Design framework for prevention intervention targeting primary school children aged 10-15, their parents and other influential adults. This should include a theory of change, recommendations for potential responsible parties and other partners, logframe and monitoring and evaluation plan. Validate programme design with relevant stakeholders in collaboration with UN Women. Prepare guidance to inform the preparation and implementation of the programme Gather baseline data as per the M&E framework in collaboration with UN Women. 1 For this assignment, the term prevention refers to primary prevention or preventing violence before it starts. 2

3 IV. Duration of the assignment The total duration of the contract assignment will be 30 working days between 10 September and 30 November. The tentative schedule of missions is 20 days which covers, one mission for consultation for development and, one mission for validation of the final draft. Mission to Indonesia should take place between 10 September until 13 November and will involve up to 10 days of possible travel to the provinces. V. Expected Deliverables The consultant is expected to work with the deliver the following results: # Deliverables Approximate number of days 1. Draft Strategy and Programme Design, including consultation summary, theory of change, recommendations for partners, logframe and M&E Plan (with possible travels to the provinces) 2. Draft VAWG Prevention Strategy and Prodoc on Zero Tolerance to Violence in Schools presented through validation workshops with key stakeholders 3. Final VAWG Prevention Strategy and Project Document on Zero Tolerance to Violence in Schools with a results framework 20 Days (with possible travels to the provinces) Deadlines 30 September 5 Days (in Jakarta) 23 October 5 days 20 November All the documents, including the interview tools, presentations and reports should be submitted in written in English language. Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission. VI. Inputs UN Women will provide the Consultant with background materials. UN Women will also cover the costs of daily subsistence allowance (DSA) for Jakarta and the provinces as per standard UN rate) The consultant is expected to work using her/his own computer, accessing the UN Women office in Jakarta as required. UN Women will also cover the costs for translation of printed materials as required throughout the duration of the assignment. 3

4 VII. Performance evaluation: Contractor s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. VIII. Required experience and qualifications The consultant should fulfill the following requirements: Education - Master s degree in Gender Studies, law, social science or other related fields Experience and skills At least 7 years of experience of relevant work in the field of gender equality and/or education. Proven expertise in gender equality and violence against women programming, particularly related to programme design. Proven experience in conducting formative research on women s human rights and violence against women at the community level, including participatory research with children. Past experience in primary prevention or education-sector initiatives would be an added advantage. Knowledge of Indonesia s context or experience in the country would be an added advantage. Language and other skills Good command of English both written and oral; Knowledge of Indonesian would be an added advantage. Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and . IX. Submission package CV Letter of Interest containing the statement on candidate s experience in the field of recruitment Financial proposal. The financial proposal shall specify a total lump sum amount breaking down days proposed for home-based work and days in country to complete the assignment, a daily professional fee and international travel expenses (from the country of origin to Dili and back), visa and other travel related costs. All applications must include (as an attachment) the CV and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment. 5 X. Evaluation Applications will be evaluated based on the Cumulative analysis. Technical Qualification (100 points) weight; [70%] Financial Proposal (100 points) weight; [30%] A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. Technical qualification evaluation criteria: The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria: Technical Evaluation Criteria Obtainable Score Education 20 % Experience and skills 60 % Language and other skills 20 % Total Obtainable Score 100 % Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate. Financial/Price Proposal evaluation: Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated. The total number of points allocated for the price component is 100. The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price. 5
