1 POSITION DESCRIPTION COMPANY: NEWPORT UTILITIES DATE PREPARED: 5/2015 JOB TITLE: OCCUPATIONAL HEALTH, SAFETY, AND SECURITY MANAGER REPORTS TO: GENERAL MANAGER I. PURPOSE OF THE JOB (WHY IS THE JOB PERFORMED?): Must demonstrate the ability to satisfactorily perform the following essential duties and responsibilities: Administer and coordinate the safety and loss control program of NU including helping to identify, eliminate, and control hazardous conditions that lead to possible injury or property damage by implementing or enforcing safety standards, best management practices, security safeguards, and analytical techniques. To assist in the coordination, development and communication with all NU departments, outside agencies, and other entities regarding safe work practices, established safety procedures, safety programs, security processes and public safety education. Administer and coordinate the environmental compliance and regulatory requirements as required by jurisdictional authorities. II. ESSENTIAL DUTIES AND RESPONSIBILITIES The following sets forth the principal duties required for the job of Occupational Health, Safety and Security Manager with the degree of supervision normally given. It is not intended to limit the assignment of work or degree of supervision under normal operating conditions. The Occupational Health, Safety, & Security Manager may perform miscellaneous, related, and incidental type work in addition to that specifically outlined below. The Occupational Health, Safety, & Security Manager will work in the areas of safety and environmental compliance, procedures, reporting, standards, policies and will perform the following essential duties and responsibilities (no level of importance has been assigned to this list): 1. Responsible for compliance and enforcement of all applicable safety, security, and environmental rules and regulations, and company policies and procedures, including but not limited to EPA, OSHA, TOSHA, TDEC and Homeland Security. 2. Establish effective working relationships with employees, other companies, and the general public. 3. Administer and coordinate a safety incentive and awareness program; 4. Develop and propose for approval safety procedures, rules, policies as required and maintain the Safety Management (SM) Manual; 5. Conduct and document job safety hazard analysis and personal protective equipment assessments; 6. Direct the safety program for the entire NU including the interface with the JT&S Job Training & Safety Program; 1 of 5

2 7. Conduct safety meetings; 8. Administer TN Drug free Workplace Program 9. Administer Security Processes for all NU Facilities, Utilities and Grounds. 10. Conduct crew visits and perform on-site safety inspections; 11. Identify and evaluate hazardous conditions and practices in the workplace. Conduct and coordinate on-site inspections, document findings, and implement corrective actions. Provide advice and counsel concerning compliance regulations; 12. Coordinate independent safety and loss control inspections; 13. In coordination with the Human Resources Manager, develop employee safety training goals and schedule employee training as required; 14. In coordination with the Human Resources Manager, assist in the development and administration of employee safety performance evaluations; 15. Administer and coordinate commercial driver license (CDL) records, documentation, including scheduling necessary medical examinations and testing for new CDL drivers; 16. Maintain and complete government and regulatory reports, worker s comp administration and documentation including OSHA Form 300A. 17. Coordinate annual inspection and review of loss control with current insurance carrier; 18. Assist and cooperate with Human Resources Manager in workers compensation audits, cases, and reviews; 19. Administer and coordinate a Hazard Communications Program; 20. Administer and coordinate an Employee Right-To-Know Program; 21. Participate with and assist the Water, Sewer, and Electrical Departments in public safety training and educational programs, including conferring in the further development and research of NU s public safety and education programs; 22. Administer and coordinate the environmental programs related to hazardous wastes and community right-to-know programs including maintaining and submitting Tier II and Tier III compliance documents; 23. Complete and submit required state and national environmental reports including hazardous waste reports; 24. Administer and coordinate necessary documentation and testing of all underground fuel storage tanks; 25. Maintain, update and coordinate NU s Spill Prevention, Control and Countermeasure Plan including necessary employee training; 26. Administer and coordinate the disposal of transformers, obsolete equipment, and other possible hazardous waste, preparing specifications, bidding services and tracking all documentation; 27. Administer and coordinate the Automatic External Defibrillator Program, maintaining appropriate records, routine maintenance to AED s and recommending changes or modifications as needed; 28. Conduct Personal Tool Inspections, equipment inspections and recommend the purchase of safety equipment and supplies. Research and recommend for purchase safety equipment, tools, and supplies; 29. Attend and participate in the monthly East Tennessee Safety Roundtable; 30. Attend safety conferences and training; 31. Serve on applicable TVPPA committees; 32. Maintain all site required documentation related to safety and environmental issues, accident reports, inspection reports, and safety training logs; 33. Administer and coordinate all accident/incident investigations including research of the root cause of the incident, conducting training and review of incidents with employees and proposing procedural or work place changes as needed to mitigate such incidents in the future, including filing appropriate claims and reports for insurance and records as 2 of 5

3 required by law and policy and participating with legal counsel on litigation actions; 34. Serve on the Accident Investigation Committee; 35. Chair the Employee Safety Committee; 36. Maintain general knowledge of applicable Occupational Safety and Health Administration (OSHA) 1910 General Industry and 1926 Construction Industry regulations; 37. Maintain general knowledge of applicable Environmental Protection Agency (EPA) compliance regulations; 38. Maintain general knowledge of the National Electrical Safety Code (NESC); 39. Maintain general knowledge of the American Public Power Association Safety Manual; 40. Maintain general knowledge of applicable laws and regulations of the Department of Transportation (DOT); 41. Administer and coordinate the continuing development and updating of the Emergency Action Plan; including conducting employee training as required; 42. Assist in the continuing development and updating of the Emergency Restoration Plan; 43. Assist in representing NU and participate as needed in the Local Emergency Planning Committees of the counties served by the NU; 44. Conduct and administer fire extinguisher and first aid/ blood borne pathogen kit inspections, seeing that all equipment/kits are maintained, checked and serviced before expiration; 45. Administer and coordinate agreements, specifications, contracts and services related to the routine testing, replacement and servicing of the NU s rubber goods, safety equipment and hot line tools; 46. Assist in coordination and updating of NU s Arc Hazard Assessment, including coordination of arc rated clothing for applicable employees; 47. Develop forms and encourage use to meet compliance regulations; 48. Maintain confidentiality of applicable records, documentation and other sensitive information in compliance with NU policy; 49. Drives appropriate company vehicle (as qualified and directed) to and from specified locations during the work process; inspects assigned vehicle for proper operating conditions (tires, oil, etc.); and observes all safe driving practices to insure safe job performance; 50. Develop and maintain a safety related budget; 51. Assists in the training of apprentices and other associated classifications; 52. Performs all duties in accordance with established safety practices; 53. Reports and takes necessary measures to correct system deficiencies; 54. Performs duties as prescribed during abnormal, emergency, or outage conditions, and works overtime as required; 55. Must be able to report to work for emergency purposes in 30 minutes or less. 56. Utilizes NU s voice radio system to communicate to the appropriate departments or supervisor; 57. Participate in courses, seminars, and special meetings to improve skills and knowledge, including occasional out-of-town and overnight trips. 58. Performs other miscellaneous, related, and incidental duties as required. 59. Reports to work on time, as scheduled; 60. Maintains an insurable driving record; III. QUALIFICATIONS 3 of 5

The requirements listed above are representative of the knowledge, skill, and/or ability required IV. EDUCATIONAL REQUIREMENTS A. Minimum Specifications 1. High school diploma. 2. A minimum of two (2) years of post-high School Training from an accredited school in occupational safety and health or other comparable degree curriculum, or completion of an equivalent course of study from an accredited vocational/technology school, with emphasis on occupational safety and health. 3. Completion of the OSHA 30-Hour General Industry Course. 4. Any equivalent combination of experience and training which provides the required skills and abilities. B. Required Skills and Abilities 1. Thorough knowledge of the standard practices, tools, and terminology of the electrical power industry. 2. Thorough knowledge of occupational safety standards, practices, and terminology as related to the electric industry. 3. Basic knowledge of mathematics including: addition, subtraction, multiplication, and division 4. Ability to assess safety hazards, develop solutions or work process improvements and communicate and/or train employees in prevention of work place injuries. 5. Highly organized with excellent skills in grammar, business writing, and verbal communication. 6. Ability to conduct work efficiently in an independent, self-directed manner with limited supervision. 7. Working knowledge of computers and their operating systems in Windows. 8. Possess adequate computing skills to prepare forms, reports, correspondence via , prepare Word documents, etc. 9. Strong customer service and communication skills, including problem-solving and conflict resolution. V. CERTIFICATES, LICENSES, REGISTRATION Must possess a valid Tennessee Driver s License. Must be able to obtain OSHA 500/501 Qualification within one year of hire. VI. Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. 5. Ability to deal with problems involving several variables in standardized situations. VIII.
