2 The Chief Probation Officer Position The Chief Probation Officer, under broad policy direction from the Superior Court and the Board of Supervisors, is responsible for the administration and management of the Probation Department. Pursuant to the Fresno County Charter, the Chief Probation Officer is exempt from civil service, and is selected by and serves at the pleasure of the Superior Court. The compensation for this position, however, is set by the Fresno County Board of Supervisors. In addition, the position and department are governed by the County of Fresno ordinances, rules, regulations and procedures as set forth by the Board of Supervisors and the County Administrative Officer. Within this setting, the Chief Probation Officer, in consultation with the Superior Court and the Board of Supervisors and working through subordinate managers and supervisors, formulates, implements, and evaluates all departmental functions, activities, policies and procedures, goals and objectives, budget and finances, and staff. In addition, the incumbent will be responsible for interpreting applicable and appropriate laws, ordinances, regulations, and rules. The Chief Probation Officer is expected to develop and maintain effective relationships, provide leadership to as well as interact and collaborate with multi-disciplinary groups, organizations/entities including community and special interest groups, justice system departments, commissions, the Fresno County Grand Jury, community groups, educational institutions, law enforcement agencies, Superior Court and County departments. Unique Position Challenges Continue to build on the department s strategic plan for service delivery with special attention to a balanced approach including prevention, intervention, community based corrections, and incarceration with treatment; Continue the successful development and implementation of the mandates of AB 109 legislation in the county; Enhance service delivery to victims of crime; Identify and secure viable federal and state funding sources; Effectively administer department functions and operations working in collaboration and harmony with the Superior Court and the Board of Supervisors. The Ideal Candidate The ideal candidate will be a strong and experienced professional with exceptional leadership, organizational and managerial skills and will possess the following attributes: Strong knowledge of: Principles of public administration, organization, and management; Federal, state and local criminal justice laws, rules, and regulations applicable to the delivery of probation services, adult and youth detention and probation work, the operation of juvenile detention and commitment facilities and treatment programs; Criminal justice and legal terminology; Federal, state and local judicial procedures; Legislative and budgetary responsibilities as Chair of the Community Corrections Partnership (CCP) Personnel management practices including staff development, leadership, mentoring and effective employee supervision including interviewing, selecting, training, evaluating, promoting, and discipline; Fiscal and operational financial administration on federal, state and local levels; Administrative and judicial law procedures and processes; Principles and practices of organization and administration including methods and techniques used in project management, program analysis and evaluation, and strategic planning; Current issues affecting the community and criminal justice agencies; Process and procedures of County budget preparation, review, and control. Skills/Abilities to: Plan, organize, administer, manage, and direct staff pertaining to the functions of the department; Formulate and implement departmental policies, rules, and procedures; Page 1 of 4
3 Communicate, monitor, and analyze department goals, objectives, policies, procedures, and practices; Represent the County of Fresno and the Probation Department on a statewide level including legislation and fiscal presentation; Promote and foster mutual trust, respect, and cooperation among team members; Analyze complex regulatory and administrative problems, evaluate alternatives, and adopt effective courses of action; Prepare clear and concise correspondence and reports; Organize and manage time and staff, and work effectively in a fast paced environment; Exhibit strong administrative, organizational, and managerial aptitude; Direct, prepare, and/or supervise the preparation of the departmental budget; Select, motivate, and evaluate staff and provide for their training and professional development; Make presentations to the Board of Supervisors, other agencies and the public; Chair and provide guidance and direction in collaboration with the Community Corrections Partnership (CCP); Exercise analytical and critical thinking; Act decisively in emergency situations; Present ideas and complex material clearly, concisely, logically, and persuasively both verbally and in writing; Establish and maintain effective interpersonal relationships with all levels of the organization and with the public; Display and maintain the highest degree of initiative, maturity, integrity, ethics, vision, and good judgment; Maintain the County s commitment to provide excellent customer service. License: Possession of a valid Class C driver s license, or equivalent. Other: Under California Penal Code Section 830.5, the Chief Probation Officer classification is defined as a Peace Officer. Therefore, candidates must be able to meet all pre-employment as well as ongoing peace officer status requirements pursuant to federal, state and local legislation. Benefits Package Paid time off /Annual Leave Plan. Car Allowance Option of using a County car or if privately owned vehicle is used, a $ per month allowance will be provided. Retirement Plan Under the County Employees Retirement Law of The Plan has reciprocity with the California PERS Plan. Employees are also covered by Social Security. Health Plan Choice of health benefit plans for employees and dependents that include medical, dental, vision and prescription coverage. Holidays Eleven paid holidays. Position Requirements Education: Possession of a bachelor s degree that is acceptable within the United States accredited college or university system. Experience: Three (3) years of full-time, paid work experience in a County Probation Department, or parole or correctional agency, that is equivalent to that gained as a Probation Division Director or above with the County of Fresno. Substitution: Possession of a master s degree that is acceptable within the United States accredited college or university system may substitute for one (1) year of the required experience. Long Term Disability and Life Insurance. Optional Deferred Compensation Plan County sponsored taxsheltered savings plan. Flexible Premium and Spending Account Program Employees may pay for certain expenses with pre-tax dollars. County Government Fresno is a charter County. The County of Fresno employs over 7,500 employees and has a budget of approximately $3 billion. Under this structure, the County Administrative Officer (CAO) heads the executive branch of County government. The CAO administers County affairs and enables the County s 19 departments (headed by appointed department heads and elected officials) to conduct business in the most efficient and cost effective manner, consistent with Board of Supervisors policy and other legislation. The Board of Supervisors is the legislative branch or policy-making body of this charter County. The Board performs its executive role when it sets priorities for the County. The Board oversees most county departments and programs and annually approves their budgets; supervises the official conduct of county officers and employees; controls all county property; and appropriates and spends money on programs that meet county resident s needs. 5 The Superior Court The Superior Courts in California are operated under the State of California Judicial Branch, which is headed by the Chief Justice of the Supreme Court. The Mission of the Fresno County Superior Court is to serve the community and enhance public trust and confidence in the administration of justice by the impartial and timely resolution of disputes, ensuring compliance with Court directives, and by fostering a vital court-community relationship. The Superior Court currently has 43 judges (one vacancy) and 6 commissioners. The Court is led by the Presiding Judge overseeing all courts. There is a Juvenile Court Presiding Judge overseeing both Delinquency and Dependency Courts, and a Superior Court Executive Officer overseeing more than 500 employees. The Community Located in the central San Joaquin Valley, and with a population of nearly 1,000,000 people, Fresno County is the 10th largest county in California and houses the 5th largest city (Fresno). Fresno County has 15 incorporated cities and 132 special districts of which 91 have independent boards of directors. The two largest cities are Fresno and Clovis with a combined population of over 628,000. This dynamic region is rich in heritage, resources, and people. Over 80 different nationalities are represented by its residents. Fresno enjoys a competitive cost of living figure, which brings the good life very much within reach. Housing costs are favorable with a wide selection of fine homes in urban, suburban, rural and foothill locations. The public schools enjoy an excellent reputation and Fresno is the site of a California State University campus. The region is number one in agricultural production in the nation, known for an abundance and variety of produce and a rapidly growing export oriented food processing industrial base. Fresno's location, very near the geographical center of California, places the city a comfortable distance from several of the major recreation areas and urban centers in the state. Just 60 miles south of Yosemite National Park, it is the nearest major city to the park. Likewise, there are three other National Parks within 75 miles of Fresno, making it a great place for outdoor enthusiasts. The Probation Department As an integral member of the justice system, the Probation Department s mission is to provide protection for the community, support victim advocacy, and deliver essential services to the courts. The mission is accomplished through collaboration and partnerships which encompass a continuum of sanctions including prevention, intervention, programming, investigation, supervision, and incarceration. Responsibilities include preparing presentencing evaluations of adult and juvenile offenders, pre and post-sentencing supervision of both populations to include preventive services, juvenile detention and commitment facilities and conducting evidence-based practice assessments. Fresno Probation Officers supervise just under 20,000 adult and juvenile offenders on courtordered probation or under other diversion programs. The Probation Department maintains an active presence in schools, diversionary programs, and specialized units that work in collaboration with other law enforcement agencies. As a result of the Public Safety Realignment Act (AB 109), the Probation Department has implemented the Post Release Community Supervision (PRCS) of inmates released from state prisons, Mandatory Supervision (MS) and the Adult Compliance Team (ACT) to provide an additional level of supervision for offenders currently supervised under AB 109 legislation. The Probation Department has 650 allocated permanent positions and an annual budget of approximately $84 million. Organizationally, the department has the following direct service programs under the administrative oversight of the Chief Probation Officer: Adult Probation Services, Juvenile Probation Services, Juvenile Justice Campus Services (JJC) with both detention and commitment facilities, James Rowland Crime Victim Assistance Center and an Administrative Services Division. These divisions are supported with fiscal, clerical and information technology services within the oversight of the Chief Probation Officer. Lice Page 4 of 4
