4 Introduction As the International Year of Volunteers came to a close in December of 2001, the federal government announced the establishment of a permanent program to celebrate and to enable volunteerism. The Canada Volunteerism Initiative (CVI) took shape under Volunteer Canada s leadership and in partnership with what is now Imagine Canada. The two worked closely with local communities and advisors. The goals of the Canada Volunteerism Initiative are to encourage Canadians to volunteer; to improve the capacity of organizations to involve volunteers; and to enhance the experience of volunteering. The Initiative encompasses three major elements: promotion and capacity building, delivered through the Information, Capacity Building and Awareness Centre (managed by Volunteer Canada); research, delivered through the Knowledge Development Centre (managed by Imagine Canada); and local learning, delivered through the Community Support Centre (managed by Volunteer Canada, in partnership with Imagine Canada). Thirteen Local Networks in each province and territory guide the implementation of the CVI in their part of the country, keeping in mind their identified needs and their respective and unique contexts for volunteerism. The Strategic Management and Coordination Committee, made up of representatives from government, the three national centres and Local Networks, provides overall leadership and oversight to the CVI. Combined together, the work of the CVI produces new ideas, practical guidelines, statistics and analysis, resources to recognize and honour volunteers, opportunities for discourse, best-case studies and more. The program delivers across Canada, in countless communities, to different parts of the voluntary sector and with a variety of people and organizations a full and rich gamut of work and thought dedicated to fostering and strengthening volunteerism as a fundamental Canadian value. During the four years of the Canada Volunteerism Initiative, much information has emerged, resulting in the production of a substantial array of tools, resources, manuals and reports. This Catalogue has been developed to provide a comprehensive listing of those products. It has been divided into four distinct sections to identify where the products originated. As well, the topic(s) the resource addresses has also been identified. The Information, Capacity Building and Awareness Centre promotes volunteering and supports organizations with effective volunteer program management practices. It has produced a number of national resources to address current trends or hot topics in the area of volunteerism and volunteer development. The Knowledge Development Centre is mandated to build the body of knowledge on volunteering and to promote the effective transfer of this knowledge to voluntary organizations. The Centre funds research on volunteers and volunteerism through community-based and national projects. The reports from these research projects, some of them identifying promising volunteer management practices, are listed in this catalogue. While national leadership, objective analysis and the development of intellectual capital are vitally important aspects of the CVI, in the end it is in local communities, in grassroots organizations, and with volunteers themselves that the big ideas have to take hold, and where the reality of day-to-day volunteerism plays out. The Community Support Centre supports the development and testing of new and innovative methods for sustaining volunteerism and has funded a substantial number of community-based projects that have allowed organizations to try out, evolve and assess a range of approaches to volunteer management and development. The products described in this catalogue have been developed by some of the organizations that have received funding through the Centres. The CVI Local Networks lead the implementation of the CVI at the provincial/territorial level, based on the needs and priorities of their areas. Many Networks have developed tools and products or have funded projects in their communities that have resulted in new resources. These resources are shared with you through this Catalogue. In most cases, the specific URL address has been provided to allow you to access these resources electronically. As well, the Volunteer Resource Centre (VRC) is a component of the CVI which provides a one-stop access to information. The products identified in this catalogue are all available on the VRC (through with an easy-to-use search function. 6 Information, Capacity Building and Awareness Centre Resources Information, Capacity Building and Awareness Centre (ICBA) Resources Making a Business Case for Employer-supported Volunteering Contributory Behaviours of Medical Health Professionals (Abridged version) This research study examines the contributory behaviour of individuals who work in the health sector in Canada, specifically medical doctors and other health professionals, as well as medical technicians, aides and orderlies, and examines how their contributory behaviour compares with the rest of the occupational structure. Using data from two large national surveys, it documents the extent and manner in which individuals in this occupational category engage in formal volunteering, charitable donating, direct personal helping and giving, and participating in civic organizations and activities. Centre: ICBA Developing Employer-supported Volunteerism Policies In many cases, employer-supported volunteer (ESV) initiatives have grown organically within businesses. Often, this means that the practices associated with ESV are not formalized and that there is no method in place to clearly demonstrate a company's commitment to community involvement. To facilitate the sometimes daunting task of policy development, Volunteer Canada, drawing on a wide range of corporate experience with ESV implementation, has produced this resource in an attempt to present a standardized approach to ESV policies in Canada. Centre: ICBA Category: Volunteering Employer-supported; Management of Volunteers Employer-supported Year produced: 2003 This resource highlights the mounting evidence of the significant payoffs to employers who support and encourage their employees to do volunteer work. Benefits to employers include, but are not limited to, increased employee motivation and loyalty, increased investment, more media attention, lower absenteeism and higher productivity all of which makes good business sense. Centre: ICBA Category: Volunteering Employer-supported; Management of Volunteers Employer-supported The National Survey of Non-profit and Voluntary Organizations: Highlights and the implications for those who promote and enable volunteerism The results of the National Survey of Non-profit and Voluntary Organizations (NSNVO), and the Satellite Account of Non-profit Institutions and Volunteering have recently been released. The results reveal just how large, wide-ranging and important the sector is in Canada, as well as some implications for those who work to promote and enable volunteerism. Volunteer Canada has developed a 1.5 hour PowerPoint training session as a tool to initiate discussion within your organization and among voluntary sector agents in your community. 7 Information, Capacity Building and Awareness Centre Resources Ontario Law and Social Policy: Implications for screening Screening in Ontario is subject to the same criminal, common and constitutional laws that apply in other provinces in Canada. In addition, several provincial laws in Ontario touch on the issue of screening, either directly or indirectly. Taken together, these laws form a regulatory regime that is relevant to those organizations and individuals who work with children and other vulnerable persons, and who carry out screening as part of their risk management responsibilities. The provincial statutes relevant to screening are summarized in this resource. The manual presents both the challenges and the benefits of using family groups within an organization, and provides a series of valuable tools for organizations that are considering opportunities for family volunteers. Strategic Information on Volunteering and Donating Across Canada A series of five reports from Canada s principal regions that detail the most recent information available from Statistics Canada about the levels of volunteering and donating by different types of individuals and for various kinds of non-profit organizations across Canada. The information is based on the 1997 and 2000 versions of the National Survey of Giving, Volunteering and Participating. The reports include results of sophisticated statistical analyses revealing the unique characteristics of the volunteers and donors who made the greatest contributions of their time or money in each region, and explore the significance of these findings from a target marketing perspective. All five regional reports have been prepared in collaboration with Statistics Canada and the Centre for Applied Social Research at Carleton University. The resource is designed to be easily reproduced and distributed according to the particular needs of an organization, and deals with topical issues such as recruiting volunteers effectively, involving youth, avoiding burnout, and screening. 8 Information, Capacity Building and Awareness Centre Resources Centre: ICBA Category: Management of Volunteers Planning; Management of Volunteers Recruitment; Management of Volunteers Risk Assessment and Screening Volunteering and Mandatory Community Service: Choice Incentive Coercion Obligation This resource, the first of its kind in the country, explores mandatory community service and its relationship to volunteering. The resource is comprised of four separate parts. Exploring the Theme is an overview that highlights central concepts connecting mandatory community service and volunteering. A Discussion Paper takes an in-depth look at mandatory service, the evolving definition of volunteering and the importance of language. Implications for Volunteer Program Management suggests some of the modifications that should be made to volunteer management practices in order to effectively engage mandatory community service participants. And finally, Views and Opinions presents some of the current thinking on mandatory community service and is based on input from Volunteer Centres and networks across the country. 9 Community Support Centre Resources Community Support Centre (CSC) Resources Best Practices in Volunteer Management: An action planning guide for small and rural non-profit organizations This Guide was created to help strengthen volunteer management practices within small and rural non-profit organizations. The Guide is organized into ten sections based on the ten best practices of the Canadian Code for Volunteer Involvement s Organization Standards. Created by the Yukon Volunteer Bureau, the guide will help these organizations create a framework for ongoing work with volunteers. The assessment questions allow organizations to determine their priorities and to ensure the best approach for their specific group. CSC Tip Sheet Focus Groups A focus group is a guided discussion used to explore people s thoughts, feelings and opinions on a specific topic. This tip sheet explains what a focus group is, when it should be used and how participants should be selected. It lists the steps to take before conducting a focus group session, during a session and after a session to ensure reliable and useful results. A checklist and a list of additional resources are included. Organizations will discover effective ways of communicating, assigning tasks, managing initiatives, networking, consulting and preventing risks. This tip sheet provides an overview of how to conduct interviews for research purposes. It provides an introduction to various types of interview methods and explains how to choose the right method for your project. Author(s): Imagine Canada for CSC CSC Tip Sheet Project Evaluation CSC Tip Sheet Survey Research Methods To develop a survey that meets their needs, researchers need to understand the basics of sampling and survey research. These topics can be intimidating, so this tip sheet explains, in easy-tounderstand language, common sampling techniques and survey research methods. It also discusses concepts such as sampling frame and sample size, and explains the main steps to take before, during and after conducting a survey. A checklist and a list of additional resources are provided. Project evaluation is a process of collecting and analyzing information in order to understand the progress, success and effectiveness of a project. This tip sheet provides practical information on project evaluation and the effective use of evaluation results. It summarizes the main steps in planning and conducting an evaluation, analyzing data and reporting results. A checklist for completing a project evaluation and a list of additional resources are included. Author(s): Imagine Canada for CSC Culturally Diverse Youth and Vo l u n t e e r i s m : H ow to recruit, t r a i n, and retain culturally diverse youth volunteers Author(s): Imagine Canada for CSC CSC Tip Sheet Questionnaire Design This handbook was created by the Calgary Immigrant Aid Society (CIAS) and reports on the findings of a re s e a rch project on culturally diverse youth volunteers. It offers Canadian organizations information to help recruit, train and retain culturally diverse youth. By offering guidelines based on re s e a rch findings, as well as templates to help with the assessment and implementation of culturally diverse youth volunteer programs, the handbook will help organizations adapt their policies and pro c e d u res so that their volunteer programs become inclusive of immigrant youth. Inexperienced researchers often think that all they need to do to gather information is to write a questionnaire, send it out to a large number of people and wait for the responses to roll in. The results of their efforts are, however, often disappointing. This tip sheet explains the basics of questionnaire design, including the difference between open-ended and closedended questions, question wording and order, and the steps in developing a good questionnaire. Sometimes it is difficult to determine what fundraising methods are most appropriate. This guide has been produced in order to simplify this task. Using this guide, organizations will be able to successfully perform the following tasks: 1) assess needs; 2) develop a fundraising strategy; 3) prepare an action plan; 4) find a product or select an event; and 5) co-ordinate and simplify fundraising tasks. This workbook has been developed as a tool to assist organizations in collecting stakeholder information and comments in a practical way. By following the steps in this workbook, voluntary organization staff and/or volunteers can systematically capture stakeholder comments and data, and develop strategies for integrating this information into program design and delivery. How to be a Great Volunteer and what s in it for me? is one of the tools created by St. George's YouthNet to help youth understand what volunteerism is all about and how to be a helpful volunteer. It is upbeat, clearly written and fills in knowledge gaps for youth who may never have volunteered before or have any work experience to draw from. The guide includes how to choose a volunteer position, where to look for a volunteer position, how to apply for a volunteer position, the do's and don'ts of volunteering, the rights and responsibilities of volunteers, the benefits of volunteering, frequently asked questions, and links and resources. The guide is not specific to volunteering at St. George's YouthNet and is, therefore, a resource that other organizations can easily use to educate potential youth volunteers. In the Yukon specifically, it is estimated that up to 47% of adults in rural communities have low levels of literacy. Approximately half of the rural population is First Nations, some of whom may not speak English as a first language. Because of these factors, resources produced for the general population are not necessarily culturally or linguistically appropriate. How to Work with Volunteers provides a volunteer re s o u rce management manual that is culturally relevant, easy to read and focuses on best practices for remote Northern settings. In addition to talking about who volunteers and why, this resource takes the reader through each stage of the volunteer development cycle: planning, recruitment, orientation/training, supervision/evaluation and recognition. Using this resource will help organizations uncover certain benefits to establishing relations with the media ranging from creating a positive image of your organization, i n c reasing an organization's ability to obtain sponsorships and core funding, to facilitating the formation of partnerships and recruiting volunteers. What types of organizations employ them? What is the scope and nature of their work? What are their challenges? What training have they had and what training do they need? Do they feel supported by the organizations that employ them? To answer these and other questions, Imagine Canada commissioned Environics Research Group to conduct a national survey of managers of volunteers. In this report, data from this survey is used to present a profile of the volunteer management profession in Canada. Designed to help non-profit organizations evaluate their projects and obtain results they can share with stakeholders, the tool contains four training modules: planning, implementing, analyzing and interpreting data, and Recognizing volunteers with subtlety and sensitivity is an art. If recognition is expressed with frankness, feeling and sensitivity, deserving and dedicated volunteers will feel that they have been accepted, identified, recognized and congratulated. Most volunteers are very touched by this type of recognition. They are donating their time and energy to a cause they firmly believe in, and expressions of recognition give them further motivation. This resource presents various forms of recognition and examples of activities that can be carried out to thank volunteers. Just like any other volunteer demographic, building a group of committed and enthusiastic young volunteers involves a number of stages: creating the position, recruiting, screening, orienting and training the volunteers, sustaining them while they volunteer and finally recognizing their efforts. Unfortunately, it often becomes a case of looking for a "warm body" to get the job done. The task is all about finding the right person for the right position, with the right skills at the right time. Regardless of the position to be filled, organizations must follow the same processes as in recruiting staff. The guide is for all workers, managers, board members, members, volunteers and others who wish to improve their organization's performance and keep it healthy in the long term. The guide contains five chapters that discuss various aspects of organizational review and planning. The five chapters are The Organization's Current State of Health, which provides a framework for assessing an organizations' current state of health; Overall Review of the Organization, which outlines a five-step process for successfully reviewing an organization's operations; Strategic Planning, which outlines the steps necessary to determine future directions for an organization and safeguard its long-term health; Planning the Programs, which helps organizations plan programs by setting objectives, assessing resources and taking action; and finally, Human Resource Management, which discusses interpersonal relations, motivation and training with a view to building a healthier organization.
