1 TERMS OF REFERENCE Partnership Advisor: Resource Mobilization and Partnership Strategy for UNDP Belize Position: Contract type: Duty station: Duration: Partnership Advisor Individual Contract (consultancy) Belmopan, Belize 20 days Background Under the overall supervision of the UNDP Resident Representative and the direct supervision of the Deputy Resident Representative, the Partnership Advisor will lead consultation on and the design of a Resource Mobilization and Partnership Strategy and Implementation Plan responsive to UNDP Belize s strategic vision and direction, as embodied in the Country Programme Document (CPD). The objective of the strategy and implementation plan is to mobilize the necessary financial resources to build sustainable and diversified support for the activities of UNDP program in country for the next 5 years. Justification UNDP in Belize is faced with a complex funding environment, characterised by a global economic downturn and related financial crisis, shrinking Official Development Assistance, public deficits in some traditional donor countries and shifting donor priorities (which have had an impact on donor contributions to all UN agencies in Belize). At the same time, new donors are emerging globally, in countries with rising economies, such as Brazil, Turkey and Qatar. Partnership opportunities from private sector and foundations have hardly been explored for Belize as yet. However, Belize holds a comparative advantage as a small and unique country with substantial developments results, and is known globally as a small-scale, peaceful, ecological democracy with great potential for larger and exemplary development impacts. The United Nations Country Team (UNCT) is developing a new United Nations Development Assistance Framework (UNDAF or MSDF) for , covering all English-speaking Caribbean countries, and which aims to enhance the strategic focus of UN support to Belize. This requires a robust forward-looking resource mobilization strategy which takes into account the changing donor landscape, and assesses lessons learned from past and current resource mobilization efforts. This strategy must take into account traditional donors active in the region and also explore new aid modalities and actors, to outline a systematic and strategic approach to leveraging existing and new partnerships as well as recommend how to diversify the resource base for UN activities in the country. 1

2 To this end, UNDP Belize seeks a qualified consultant to develop a resource mobilization strategy with a proposed implementation plan responsive to the UN Belize s strategic vision, in line with UNDP s Resource Mobilization Toolkit. This strategy should also be in line with the overall resource mobilization strategy and action plan for the UNCT in Belize, recently developed, to ensure coherence with the overall fundraising efforts for the UN in country. Scope of work Specific tasks of the consultancy will include: Review documents and consult with UNDP to better understand and shape the vision, mission and focus areas of the UNDP s future assistance to Belize aligned to UNDP s Global Strategic Plan; Review the Budgetary Framework to better understand how much is needed and for what result area; Assess the importance and potential of vertical and core funding sources within UNDP Conduct a comprehensive analysis of potential global and local donors to map the feasibility of securing multi-year and thematic funding. Map donors strategic areas of interest, funds available, grantees, funding windows, requirements and guidelines and interest in funding key result areas. Along these lines, also explore opportunities for partnerships (and mobilising and leveraging resources) from emerging donors, foundations and private sector. Recommend how to develop and maintain strategic partnerships and engagement with key donors, (past, present and future) Duties and Responsibilities The Advisor is expected to lead a resource mobilization task force made up of UNDP Belize operations and programme staff. The work of the task force will focus on the preparation of a Resource Mobilization and Partnership Strategy. The objective of this participatory approach is to build the capacity of the UNDP Belize CO. The Advisor will lead a CO process aimed at the: 1. Fine-tuning of CO vision, priorities, substantive content and targets for programme development. 2. Consultation with key actors to identify priority areas to be targeted for resource mobilization and key donor organizations and potential funding sources. 3. Providing CO Staff with guidance pertaining to UNDP Corporate Resource Mobilization strategies and requirements; 4. Drafting of RM/ Partnership Strategy and Implementation Plan 5. With CO staff, establishment of processes and mechanism for implementation of strategy. 6. An annex that outlines a series of fundraising materials that need to be produced to secure funding/raise the profile of key results 7. An implementation plan with clear time lines and indicating persons responsible. 8. A plan for building the capacity of key staff in mobilising and leveraging resources and developing and maintaining partnerships for the UN in Belize 2

3 Deliverables: With reference to the Resource Mobilisation Toolkit, complete a comprehensive resource/partnership mobilisation strategy that includes an overview of the situation, an analysis of past fundraising experience, explores future opportunities and strategies, details workflow processes and mechanisms for contribution management and outlines a time-bound implementation plan (with key responsible focal points) to systematically research and raise funds for key development results. Key deliverables are: 1) Scan of current and potential donor and partnership landscape for UNDP in Belize, of relevance to programme priorities outlined in the CPD, and including: traditional bilateral and multilateral donors, new/emerging donors, private sector, foundations, CSOs. Thematic areas, funding windows, conditions, and indicative amounts available listed 2) Draft resource mobilization and partnership strategy, and related implementation plan, presented to UNDP senior management and staff for review and discussion 3) Finalized resource mobilization and partnership strategy, with associated implementation plan Institutional Arrangements: The consultant will be directly supervised by the UNDP Belize Deputy Resident Representative. Specifications for proposals: Proposals must be expressed in Lump Sum Amount which must be all inclusive. All costs (professional fees, travel costs, living allowances, communications, consumables, etc) that could possibly be incurred by the consultant, must be factored into the final amounts submitted in the proposal. Note that the contract price is fixed regardless of changes in the cost component. Payment shall be made based on deliverables. Travel: In case there is travel involved, all envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, and lodging should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. Remuneration: Remuneration will be based on experience and qualifications and UN Rule and Regulations applying a competitive selection process. 4 Evaluation criteria: The offers will be evaluated by using the combined scoring method. Technical proposal will be evaluated on 70%, whereas the financial proposal will be evaluated on 30%. QUALIFICATIONS REQUIRED: Required Skills and Experience Education: A Master s Degree in the social sciences, communications, economics or development studies. Experience: At least ten years experience in the development sector, preferably in fundraising, resource mobilization or partnership building Experience of UN system operations and donor assistance in both normal development and post-conflict settings. Knowledge of UNDP s Strategic Plan and Mission. Language Requirements: Fluency in spoken and written English is essential.
