History Just the Fact s Ma am Paul Harvey What is a Policeman?
History - Another Perspective Los Angeles Rodney King Ferguson Michael Brown Cleveland Tamir Rice Eric Garner New York City Falcon Heights PhilandoCastille Minneapolis Justine Damond
Public Perception
Public Perception 76% of Americans report having a great deal of respect for police officers The public has a more complex view of the law enforcement profession One in three Americans closely follow protests about police brutality Black Americans are three times as likely as White Americans to report that race relations are country s most important problem
21 st Century Policing Report Six Pillars Building Trust and Legitimacy Policy and Oversight Technology and Social Media Community Policing and Crime Reduction Training and Education Officer Wellness and Safety
What is organizational culture? Organizational culture is a system of shared assumptions, values, and beliefs, which governs how people behave in organizations. These shared values have a strong influence on the people in the organization and dictate how they dress, act, and perform their jobs. Culture is how organizations do things. Robbie Katanga What Do We Have in Law Enforcement? Local, Regional, National?
Change The only thing Cops hate more than change is when things stay the same Change - the act or instance of making or becoming different What has changed in the last 5 years, 10 years?
Changes in your career? Technology Weapons Tactics Law Supreme Court Decisions Leadership Professional standing Use of Force
21 st Century Police Chief - Today Minneapolis police chief tasked with changing culture promoted from within Culture Change?
Today Public Expectations Respect for Police is High, Scrutiny is also high Social media instant and potentially viral Utah Nurse - Or Charlotte Officer with an autistic young man - What does the Public Expect? Culture reflected by an attitude like Officer Tim Purdy Do We need to change? Use of Force? Be the catalyst for improving
21 st Century Police Chief Mission We all want to be part of something bigger than ourselves Ability to Lead more than technical skills Organizational priority What is best for the Agency, the Community Humility It s not about me less ego Communication skills transparency, trust Will to Achieve What do they want to accomplish? Personal and Professional What will be Your Legacy?
What s at Risk Public Confidence Ability to fight and deter crime Recruitment of new officers Retention of current officers Officer Wellness Political upheaval Your career
How do we get there? Going from good to great Leadership Level 5 Hiring the right people getting rid of the wrong ones Confront brutal facts do you have issues? Find your Mission What can you be the very best at? A culture of discipline Technology accelerators Building and maintaining momentum
Good is the enemy of Great Good enough for government work Better to be tried by twelve than carried by six it s us against them Let s go get them before they get you thin blue line Slow down you are making us look bad We will achieve excellence in the pursuit of perfection Vince Lombardi
Humility with Purpose e+leadership+film+clip&view=detail&mid=af2fba797f29e70ee1bda F2FBA797F29E70EE1BD&FORM=VIRE
We vs. Me Our Words Matter This is a Team Sport Leaders are watched closely Actions do speak louder than words We must be able to communicate, We must be able to LISTEN Listen to we words in
Creating a Culture of Respect The Golden Rule works, treat others the way you want to be treated Be nice The way you would want your spouse or son or daughter treated Be consistent and deal with those who are respectful General David Morrison the standards you walk past are the standards you accept
Work Ethic Work/Life Balance
Leadership We are all leaders, or at least we can be Leaders who can change Organizations are driven to achieve results Most of the best leaders are self effacing, reserved, and have a blend of personal will and integrity along with humility What does it mean to be Humble? Not egotistical We vs. Me Leaders who can persuade, not order, achieve more results True Leadership exists only if people follow when they have the freedom not too Give credit to others, look in the mirror when things go wrong Walk the talk It is about others Its about We, not Me. Work Ethic and Balance Interpersonal Skills
Look In the Mirror When something goes well, give credit to others When something goes wrong, take the blame Are you willing to give up your job for integrity? There will always be moment of truth (s)
Hiring the Right People! Starts with hiring Jim Collins calls it getting the right people on the bus (or conversely getting the wrong people off the bus) High standards for hiring Recruit in your community Seek out potential recruits Start with young officers and those who may want a second career They will not just come to you, you have to find them Encourage your officers to recruit When you hire them, the right ones will be self motivated
Confront the Brutal Facts We all know the problems and the problem Officers Don t ignore them especially when you get promoted or become the Chief Debate/healthy conflict on direction is OK But a unified approach after debate is necessary
Mission What can you be the best at? What does your Organization stand for? Create a Mission Statement around what you are all about Be passionate about it! Great organizations have members who don t have to be closely supervised, who believe in what you do and are passionate about doing their work
Mission Statement The New Brighton Department of Public Safety, in partnership with the community, is dedicated to protect, serve and educate. We value and promote a respect for human dignity by ensuring a common goal of a safe community.
Culture of Discipline Employees focused on implementing the Mission Show extreme diligence and intensity in their thoughts Opposite of bureaucracy Collins says that bureaucracy s arise to compensate for incompetence and lack of discipline and having the wrong people on the bus You must give your team trust and flexibility within parameters
Technology Accelerators Technology was not mentioned in most of the great companies Technology should focus on what helps to achieve the Mission Not technology just for technology s sake Don t jump on every technological fad But invest in communications First personal computers 40 years ago No smartphones (at least as we know them) 10 years ago
Gaining and maintaining Momentum Need combined efforts of many people for success Great companies often had no single defining act, success occurred over time Often didn t know they had become great until well into the transformation What s your dash What will be your Legacy for the Greater Good?
Make your Bed Admiral William McRaven You Can Change the World An average person meets 10,000 people in lifetime How many do you meet in your work? Get started each day!
Summary Love the work Be Humble admit mistakes Support Your Officers Hold them Accountable Pay attention and recognize others Work hard but keep a balance Treat others the way you would want your family to be treated, be nice Your legacy, our future It s about others Love the work
Thank You! Bob Jacobson, Professional Development Director MCPA Thank you!
