6 1.0 INTRODUCTION 1.1 Background to the National Training Following the signing of the contract on behalf of consortium partners 1 with the Intelligent Energy Europe Programme of the European Commission and with co-funding from the Directorate General of International Co-operation of the Dutch Ministry of Foreign Affairs (DGIS) and the Swedish International Development Cooperation Agency (Sida), ENERGIA through ETC Foundation started implementing the programme Turning Information into Empowerment: Strengthening Gender and Energy Networking in Africa (hereafter referred to as TIE-ENERGIA programme ) in As part of the implementation process, the national training workshops form one element of the larger TIE-ENERGIA capacity building programme and will take place in the form of a series of training workshops for different stakeholders within each of the 12 countries, implemented by the national network Focal Points, with the assistance of EU partners, involving the trainers trained during sub-regional TOT workshops. These workshops objectives were as follows: 1. to create a critical mass of self-confident women and gender-sensitive men who would engage in changing policies, programmes and practices that affect women s energy choices; 2. to increase awareness, knowledge and skills of a selected group of development practitioners planners, policy makers, project implementers - to integrate gender and energy concerns into sustainable development and poverty reduction programmes; 3. to identify gender gaps in energy-poverty policies and make gender and energy issues visible to a wide audience, thereby supporting national and international networking and advocacy initiatives to influence energy policies and programmes. 1.2 Purpose and scope of the report As part of the implementation process of TIE-ENERGIA capacity building programme, the Zambia Gender and Energy Network through UTILINK held a National Training workshop in Zambia. The terms of reference for the training workshop were as follows: Conduct planning and preparation needed for the above-mentioned training event. Conduct the training event. Review the training event in terms of strengths, weaknesses and areas for improvement. Make recommendations where necessary. Compile detailed report covering all the above and present it by 31st December ETC Foundation, Eco Limited UK, East Africa Energy Technology and Development Network (EAETDN) as the Africa Regional Network Coordinator (RNC), Intermediary Technology Development Group for Eastern Africa (ITDG EA) and KuSiNi Centre for Knowledge and Sustainable Governance and Natural Resources Management.
7 This report outlines the process of planning for, conducting, evaluating and reviewing the training workshop. It also intends to provide as much feedback on the impact of the training from the participants and trainers perspective. A review of the training events strengths, weaknesses and areas for improvement are also documented. Finally the report draws conclusions from the findings and gives recommendations for future action. 1.3 Limitations of report Several limitations were encountered in the process of compiling this report. Time limitation was a major factor. This resulted in inability to collect all the data through interviews and other means that would have been desirable. 2
8 2.0 PROCEDURE FOLLOWED FOR IMPLEMENTING AND DELIVERING TRAINING 2.1 Plan and prepare for training Identify training needs As part the process of TIE-ENERGIA to build a critical mass of self-confident women leaders and gender-sensitive men within the African Gender and Energy Network (AGEN), to change policies, programmes and practices that affect women s energy choices within the context of poverty, all participating countries had to develop their own Action Plan for carrying out the training workshops. According to the ZGEN action plan submitted to ENERGIA, lack of information on different energy needs of men and women was one of the major reasons why the existing Energy Policy may be considered to be gender blind (Refer to report). Hence the training workshop focused on helping the participants identify the different energy needs of men and women how gender disaggregated data can help in planning and implementation of Energy projects and programmes. Review learner s performance requirements Because each of the participants invited operates in different fields, however, they are affected by and can influence issues of Gender and energy, various examples were used and different training methodologies were also incorporated in the training programme to ensure that the training was made relevant to the participants. 2.2 Objectives and Outcomes Objectives To raise awareness among the participants on the different energy needs and roles of men and women To recommend how gender issues should be addressed in the reviewed energy policy To recommend how gender should be incorporated in all energy programmes at planning decision making and implementing Outcomes The expected outcomes of the training workshop were as follows- Participants should understand the different energy needs of men and women Participants would be able to identify the different gender roles in energy and how these can be incorporated when formulating the energy and other policies Participants would learn advocacy skills like networking lobbying and other skills that would be imparted 3
9 Participants would be able to mainstream gender into policy, programs and activities in to their respective areas of work Meetings were held with different stakeholders to plan for the event and agree on who would be invited. Invitation letters were sent to all the organizations that were seen to be key players in the field of Gender and Energy, including the following: a) The Zambia News and Information Services, b) Energy and Environmental Concerns of Zambia, c) Programme for the Biomass Energy Conservation, ProBec-GTZ, d) Ministry of Gender affairs- Department for Gender in Development, e) Ministry of Agriculture and Cooperatives, f) Ministry of Community Development and Social Welfare, g) Ministry of Tourism, Environment and Natural Resources Department of Forestry, Ministry of Energy and Water Development-Department of Energy and Department of Planning, h) Energy Regulation Board, i) Ministry of Local Government and Housing, j) Office of the President- Policy Analysis Department, k) The University of Zambia Gender Department, l) Non Governmental Organization Coordinating Committee, m) Zambia Alliance for Women, n) Young Women Christian Association, o) ZENGO. From these and other organisations, the trainees, shown in the table below were recruited: 4

These were used as checks on the last day. Participants were asked if their expectations were met. Their expectations were as follows: To learn how to mainstream gender in energy interventions To develop sensitivity to gender and energy issues and be able to incorporate them in their line of work To increase understanding about gender To develop networks with other organisations and individuals working in gender and energy To learn how to effectively influence government policy in gender and energy To learn how to advocate for gender concerns in the energy policy To identify gender gaps in the energy policy To learn more about Zambia s energy policy To learn how to evaluate gender projects To learn more about mainstreaming gender 6
12 3.0 THE TRAINING COURSE 3.1 Official Opening The workshop was officially opened by the Deputy Minister for Energy and Water Development Honourable Gaston Sichilima, M.P., who gave an encouraging speech and affirmed Governments commitment to issues of Gender and Energy. Photograph 1: Hon. Sichilima at the official opening of the workshop 3.2 Modules The workshop training content was covered over a period of five days in four modules. Module 1 Concepts in Energy and Gender The first module was covered on the first day and part of the second day. It laid the foundation for the rest of the training. It covered the basic terms in energy and gender, different gender roles. Through question and answer and also through discussion questions participants were able to explore the implications of the concepts that were discussed. During this module the differences between Gender and sex concepts such as Gender contracts norms and roles and factors influencing these were discussed. Energy was also defined and the different energy sources identified. The trainer also outlined the link between gender and energy and why Gender should be considered in energy projects It was also established during this module that men and women have different energy needs. The trainer used some of the debate questions provided in the training manual. 7
13 Module 2 Gender Tools for Energy Projects The second module was covered on the second day and outlined the two major categories of gender analytic tools used in Projects: Gender matrices: which are tables that tend to compile data on male/female differences (e.g. in roles, in access to resources), or use other dichotomies, and which by their nature lend themselves to quantitative (or very brief qualitative) types of data. gender checklists: which are sets of questions which work as aides-memoires and provide a structure for compiling gender related data on a project, and which on the whole ask for qualitative responses The strengths and weaknesses of the different tools were discussed. The frame-work of an analytic tool, Participatory Data Gathering methods. This module also covered the different stages in project planning: The identification of stakeholders, Problem analysis, Identifying assumptions and external factors and summing up. The trainer used a case study from the manual to cover issues of the need for Gender disaggregated data and how different tools can be used. The module also touched on effective ways of conducting interviews during data collection for the analytical tools discussed. During this module the Trainer also introduced the format of an action plan to enable participants to begin preparing their own. Module 3 Engendering the Energy policy The third day and part of the fourth day was dedicated to module 3. This module looked at the different energy needs of men and women. It also introduced issues of policy and policy formulation motives of policy makers and how the policy can be made engendered. The education of women, setting up of equity targets for women in decision making bodies, valuing all the gender roles and their energy needs were cited as some key elements in the process of engendering the energy policy. During this module participants were split up in to smaller groups that examined the current draft energy policy of Zambia to see its limitations and strengths in terms of gender. Participants made recommendations on how the policy can be refined so that Gender is meaningfully mainstreamed in to the policy. The participants made several observations about the weakness and strengths of the national draft policy with regard to gender. It was observed that despite the fact that the policy has strength in that it mentions Gender, the concept is mentioned in the policy at the end of policy and not mainstreamed in to every relevant section of the policy, which could lead to neglect on the part of the policy implementers. Participants also observed that the draft policy did not use Gender disaggregated data and does not make mention of the different gender roles and energy needs of men and women. It also does not address the different cultural aspects that lead to gender inequality with regard to energy. The policy does have the strength of recognising the Household were the disadvantaged gender in terms of energy mostly operates as a key unit that needs to be well supplied with 8
14 energy requirements. The need for the policy to address issues of affordability of energy at household was identified. The need for policy to outline consequences and incentives for utility that transfer subsidies to the final recipients of the energy was also identified. An underlining observation by most participants was that the policy did not adequately cover issues of safety related to energy use. It was advised that issues of standards and training of energy users particularly women should be considered. The participants made invaluable observations and recommendations, which the director of the department of energy said would be considered in the final draft of the energy policy. Module 4 Gender and Energy Advocacy On the fourth day Module four was tackled. This module covered the issue of advocacy and how it can be carried out two units were specifically covered during the first session and a case study and presentation method which also enabled participants to learn the concepts from the other units through self discovery was used. During this Module Advocacy was defined and participants also discussed how to identify issues for advocacy, identifying stakeholders opponents and allies in advocacy and tools to use in an advocacy strategy were also outlined. Each of the participants was asked to prepare a presentation from any element of the module to enable them to personally discover and also cement learning. 3.3 Field Visit A field trip was also conducted on the fourth day. The participants went to visit a site which houses a project run mostly by Women from an organization called ZENGO. The Organization deals in the manufacture of improved charcoal stoves and seeks to sensitize the community on the benefits of using the improved stoves as opposed to the traditional ones. The project runners who are mostly women explained to the participants that the new stoves have various advantages; Durability they last longer than the traditional stoves Fuel economy- they utilize less charcoal than the traditional ones and will thus reduce the demand for charcoal, whose production has several negative environmental effects. The less money women and households have to spend on charcoal the more they can designate to other important needs Health and Safety the new stoves also reduce health risks caused by excessive indoor pollution resulting from raw wood. The new stoves are also less messy and are generally more aesthetically appealing. The project however faces the challenge of being in competition with traditional stove manufacturers who manufacture cheaper stoves. People from the community would rather buy the cheaper stoves even if they will be more costly in the long run. 9
15 Photograph 2: A project member demonstrating the use of the improved stove The field trip was extremely helpful in that it enabled the participants to see first hand some of the ways in which energy and gender interact and can contribute to sustainable development when linked. 3.4 Workshop Wrap-up and Closing The last day of the workshop included finalising of the Action Plans by the participants, workshop review and evaluation by both the participants and the trainers. Finally, the workshop was concluded with a certificate presentation ceremony for the participants. This ceremony was officiated by the ZGEN National Coordinator, who is also the Director of the Department of Energy Mr. O. S. Kalumiana who also officially closed the workshop following the issuance of certificates. 10
16 Photograph 3: One of the participants receiving a certificate from the ZGEN National Coordinator 3.5 Feedback and suggestions for improvement on training packages The feedback received from both the participants and trainers was very positive. The field trip was especially appreciated by the participants but some of the suggestions from both the Trainers and Participants expressed the fact that time was limited to adequately cover all the content. Five (5) days was not sufficient and that more time needed to be allocated. It was also suggested that video clips with relevant content be included in the training methodology to add more variety. 3.6 Actions to be taken by participants At the end of the Training programme all participants identified issues on which they could act such as; lack of women in decision making about energy issues, lack of publicity for gender sensitive energy technologies, Lack of gender disaggregated data for planning purposes in policy and implementation processes, Lack of mainstreaming of gender in all sections of the policy lack of understanding on how to engender policy, some of the 11
17 participants decided to carry out workshops; to sensitise media professionals and others about the link between energy, gender and policy and training of planners on the importance of gathering and using gender disaggregated data. They also decided to utilise the media to disseminate information by encouraging media houses to carry items on gender once a week in the New Year. 3.7 Evaluation by the participants As earlier mentioned the participants gave positive feedback on the whole training workshop. The participants greatly appreciated the field trip as it gave them a practical experience of what they were learning. They also expressed the fact that they were greatly motivated by the training and looked forward to applying the lessons learnt. The Workshop did achieve its objectives in that participants expressed the fact that they had come to the workshop with very little knowledge about the relationship between Energy and Gender and the different energy needs that arise from differences in gender roles and several other concepts but were going away with information that they were eager to apply. Participants also expressed the need for more time to carry out the participatory elements of the training like discussions, case studies and presentations. It was also felt that the material was very bulky and they had insufficient time to thoroughly go through it. 3.8 Evaluation by Trainers All the trainers were asked to give an evaluation report on the training and indicated that the workshop exceeded their expectations considering the amount of time they had to prepare. The needs and outcomes determined were correct as the participants also expressed the same. The materials were too bulky for the participants and the time given to cover the materials sufficiently was limited. The attendance was good as the required number of attendants were available for the workshop. The participation was very good and all participants were very motivated and engaged in the content. The Workshop also received a lot of support from policy makers and other senior Government officials. 3.9 Monitoring participants performance in terms of agreed performance outcomes Each participant was required to develop an action plan following the training. The Zambia Gender and Energy Network (ZGEN) will file copies of the action plans and follow up participants and support them in their implementation of the action plans. The participants were requested to ensure that the ZGEN Secretariat was informed in good time prior to implementation the activities outlined in the Action Plans. Each participant will also be required to hand in a report following their implementation of the action plan and will be invited to give reports during the Network s quarterly meetings on progress made in implementing their plan. 12
18 4.0 SUMMARY & CONCLUSION As a result of the findings and conclusions, the following recommendations are given: 1. Time allocated for the training needs to be increased to ensure adequate coverage of the material. More than five days need to be allocated to the workshop. 2. Different methodologies and learning aids such as relevant movie or video clips should be provided in the training material to add variety 3. A workshop facilitates increased knowledge. Considering the limited coverage of the workshop conducted, it is recommended that more workshops or similar training be encouraged. Considering the need identified, the outcomes determined, the expectations of the participants and the aim of the workshops it is concluded that the training programme was a success. Both the trainers and participants gave very positive feedback. Participants left with an increased understanding and appreciation of gender and energy issues, the link between them and sustainable development. Participants also left with skills in advocacy and facilitation among others, which they will use in sensitizing others and influencing government policy in gender and energy Participants also became more conversant with Zambia s Energy Policy, its contents, strengths and weaknesses. Further, the participants contributed to the draft National Energy Policy by making specific recommendations for inclusion in the policy document. 13
