4 1.0 PURPOSE This guide book, developed by CAISO, provides guidelines to Market Participants in requesting Use-Limited status for resources and requesting updates, including use plans and information about the template Scheduling Coordinators must use for submitting Use-Limited resource requests. In addition, this document contains reference information related to requirements of Use-Limited Resources. 2.0 USE-LIMITED RESOURCES As per Section and Appendix A of the CAISO Tariff, a Use-Limited Resource is defined as a resource that due to design considerations, environmental restrictions on operations, cyclical requirements, such as the need to recharge or refill, or other noneconomic reasons, is unable to operate continuously on a daily basis, but is able to operate for a minimum set of consecutive Trading Hours each Trading Day. Examples are hydro-electric resources and gas turbine resources with emissions limitations. In general, a resource which cannot generate for all hours of the day due to emission limitations from a local air quality board is a Use-Limited Resource. 2.1 Registration of Use-Limited Resources Hydro Generating Units, Participating Load, Pumping Load, PDR, and RDRR As per Section of the CAISO Tariff, all Hydroelectric Generating Units, Participating Load, Pumping Load, PDR, RDRR are exempt from the requirement to register as a Use-Limited Resource and will be automatically designated by the ISO as a Use-Limited Resource. Although Hydroelectric Generating Units will be designated as a Use-Limited Resource there is a documentation requirement as illustrated on the table in section (from BPM for Market Operations section ) Other Resources To register a resource as a use-limited resource, the scheduling coordinator must open an Inquiry Ticket via the Customer Inquiry Dispute and Information (CIDI) tool with a Category, Use Limited Registration. As per the BPM for Market Operations section , the CIDI Ticket must include specific operating data for the unit and supporting documentation including, but not limited to: A detailed explanation of why the unit is subject to operating limitations. Documentation, such as environmental permits or operating manuals, as well as page numbers or section numbers in the supporting documentation, substantiating the detailed explanation of why the unit is subject to operating limitations. 4

5 Any additional data in order for CAISO to understand the operating characteristics of the unit. Upon submission of the required information in the CIDI Ticket, the scheduling coordinator must then submit an updated resource data template (RDT) to set the USE_LIMIT flag to Y to the master file with the CIDI Ticket number in the batch comment field. Within five (5) business days after the receipt of the application, the ISO will respond to the scheduling coordinator as to whether or not the ISO agrees that the resource is eligible to be use-limited. If the ISO does not have sufficient information to make the determination, the ISO will notify the scheduling coordinator. A new 5 business day timeline will be established once the ISO receives the additional information. After the USE_LIMIT = Y flag is approved and becomes effective in the master file, the scheduling coordinators can then submit the Use-Limited Plan Data Template (ULPDT. 5

11 2.3 Use-Limited Plan Data Template Completing the ULPDT: Figure 2-2: Use Limit Plan Data Template 1. SC_ID a. Enter the Scheduling Coordinator ID of the Scheduling Coordinator that is provisioned to the resource when the Use Limit Plan is to become effective. 2. RES_ID a. Enter the Resource ID assigned by the CAISO to the resource. 3. USE_LIMIT_TYPE a. Enter the nature of the use limitation. b. Use Limit Type must be START, RUNHOURS, ENERGY, or OTHER 4. GRANULARITY a. Enter the period of use limitation based on the Use Limit Type. b. Granularity must be DAILY, MONTHLY, ANNUALLY, or OTHER 5. PLAN_START_DT_TIM a. Enter the date that this use limitation becomes effective. Format type must be MM/DD/YYYY. b. The effective date of the use plan data template has to be five (5) business days out from the day of the submission. 6. PLAN_END_DT_TM a. Enter the effective end date that this use limitation expires. Format type must be MM/DD/YYYY. b. End date will default with a timestamp of 23:59:59. 11

12 7. LIMITATION a. Enter the number of limitations for the GRANULARITY period. For example figure 2-3 shows RES A has 300 number of starts annually. b. Limitation must be > 0. c. If the number of limitations is a translation from another operating limitation that is established in the supporting documentation, then provide a document/input describing the method of translating that limitation into starts, run-hours, etc. The document/input must be attached to the CIDI ticket. Figure 2-3: Sample of ULPDT 8. MIN_USE_LIMIT a. Enter the minimum capacity level for which the limitation applies. This is the same as the PMin (MIN_GEN). b. This field is Optional. 9. MAX_USE_LIMIT a. Enter the maximum capacity level for which the limitation applies. This is the same as the PMax (MAX_GEN). b. This field is Optional. 10. DOC_NAME a. Enter the supporting documentation name, page number reflecting limitation cited, and CIDI ticket #. b. The ULPDT must specify the CIDI ticket number in the documentation name column. See table in Section for documentation requirement by resource type. c. If no supporting documentation is required, state not required in the ULPDT. See Table 2-1 and 2-2, above for supporting documentation requirements. d. If supporting documentation has changed then scheduling coordinators are required to resubmit the ULPDT through Master File. Note: Delete Row 3 prior to uploading the template to the Master File UI. 12

13 2.3.2 Resource with an Annual 12 Month Rolling Use Limitation Resource with an annual 12 month rolling use limitation should represent their use limitation as Monthly limitations. Figure 2-4: Sample of ULPDT for resource with a rolling 12 month use limitation with RA Capacity. Examples: 1. Initial submission: RES_B has a total of 120 number of START limitation. Assuming that the participant expects a limitation of 10 starts each month, and assuming that the initial submission is for effective date 5/1/16. 13

14 Example of Participant Calculations: RES_B Annual starts value = 120 Actual number of starts for the previous 11 months (period 6/1/2015 to 4/30/16) = 108 Number of remaining startups for May 2016= 12 Note: Market Participants are responsible for keeping track of the number of startups and remaining starts. 2. 15 2.3.3 Resource with an Annual Calendar Year Use Limitation Figure 2-7 and the example below shows resource with an annual calendar year use limitation. Annual limitations may not be calendar year. SC may enter a different plan start date and end time. 1. Initial submission for RES_C Figure 2-7: 2. 16 2.4 ULPDT Submission Steps for submitting ULPDT: 1. The use limit flag has to be set and approved by MCI before the scheduling coordinators can submit the ULPDT through the Master File UI. See section 2.1 Registration of Use-Limited Resources. 2. All supporting documentation must be submitted through the CIDI tool. a. CIDI tool can be found on the market participant portal at: b. In the subject line of the CIDI ticket, specify if the documentation is for ULR renewal of the use limitation status or ULR registration for a new resource. c. See Tables 2-1 and 2-2 for Use Plan and supporting documentation requirements ULPDT Annual Update: As per Section of the CAISO Tariff, the Scheduling Coordinator shall provide for the following Resource Adequacy Compliance Year a proposed annual use plan for each Use-Limited Resource that is a Resource Adequacy. The proposed annual use plan delineates the total MWhs of Generation, total run hours, expected daily supply capability (if greater than four hours) and the daily energy limit. The Scheduling Coordinator must submit its final annual use plan by the last business day of October for the following trade year ULPDT Monthly Update: The Scheduling Coordinator is able to make monthly updates to the projections made in the annual use plan. The monthly updates are required to be submitted at least 5 business days prior to the start of the compliance month. All updates must be submitted through the Master File UI, and supporting documentation for the ULPDT must be submitted through CIDI ticket. See sections 2.3 and 2.4 on how to complete the ULPDT and submit supporting documentation through CIDI ULPDT Intra-Monthly Update: Scheduling Coordinators for Hydroelectric Generating Units and Pumping Load will be able to update use plans intra-monthly as necessary to reflect evolving hydrological and meteorological conditions. 16

17 3.0 CHANGE OF USE-LIMITED STATUS Once a resource is registered or deemed use-limited, the Scheduling Coordinator does not have to submit registration information again unless there are changes or updates to the resource s status. The Scheduling Coordinator can change the status of its resource from being Use-Limited to not being Use-Limited at its discretion through a CIDI ticket. The ISO requests that Scheduling Coordinators explain the reasons for the change of status in the CIDI ticket. Once CAISO has been notified, the CAISO will make this change in accordance with the Master File update process. 17

19 Appendix A Frequently Asked Questions A.1 FAQ 1. Q: How will the CAISO plan on using the use plans? A: Under RSI1, the use plans will be used by settlements for the calculation of RAAIM. 2. Q: Based on the table in the BPM for Market Operations section 2.5.5, I am required to submit a use plan for my resource, what are the implications for not submitting one? A: Submission of the use plans is a requirement under CAISO Tariff section for each Use-Limited Resource that is a Resource Adequacy Resource. For each Use-Limited Resource that is a Resource Adequacy Resource but is not a Reliability Demand Response Resource, the proposed annual use plan will provide information described in the Business Practice Manual. Under CAISO Tariff section , all information that is required to be submitted to the CAISO under the CAISO Tariff must be submitted by the specified deadline, by the last day of October. There is a $500/day penalty for late data. In addition, without a use limit data from the use plan, a resource that reaches their use limit and entering in a corresponding outage card will not be exempt from RAAIM. 3. Q: The CAISO is requiring participants to submit use-limit outage cards when the use-limit is reached. How will these be tracked or validated against the use-limited plan? A: Settlements shall use the annual limitation reflected in master file to compare with actual performance to determine when the resource has reached its limit. 4. Q: Will the use- limit cards prevent the market systems from any market awards? A: The market will treat the use limited outage like any other outages that curtails the output of a resource. 5. Q: What is the consequence of reaching a use limit and not submitting a use-limit outage card? A: Use limited resources that have reached their use limitation will be determined not to be available under RAAIM. Note that RAAIM exemption will be applied if the resource has reached its use limitation based on the ISO s calculation, and if a use-limit outage card was submitted on the resource. 19

20 6. Q: Our monthly use plans for Hydro resources often have a number of units with 0 energy limits for the month, due to water availability. Should we submit a use-limit reached outage card? A: In the case that a Hydro resource cannot provide energy due to water availability, participants should continue to reflect their availability with an ambient card. The use-limit reached outage card is available to use limited resources that have a use limitation (greater than zero) and have used up their limitation. 20
