3 1. INTRODUCTION Kerala Academy for Skills Excellence (KASE) set up in 2012 is a Government Company formed under Section 25 of the Companies Act, 1956, to act as the apex entity to initiate, regulate and co-ordinate focused skill development for different industrial domains. It is incorporated to pursue its main objectives to promote, establish, setup, monitor, govern and regulate institutions and academies for skills excellence for development of core employability skills, competency standards and for promoting technology that meets the demands of various industries, and most importantly, not with the motive of making profit. The projects and schemes being implemented by KASE are socially inclined and are widely accepted. Being the State Skill Development Mission, KASE intends to deliver quality training in various modules as detailed below. 2. INVITATION Kerala Academy for Skills Excellence invites Expression of Interest (Eol) from companies/firms who meet the prescribed eligibility criteria for including them in the panel of Training Providers for delivering Soft skills/ Life skills/ Management Development Training. 3. SCOPE Training modules shall cover the following area: 1. Communication skills 2. Presentation Skills 3. Networking and Relationship Management Skills 4. Team Dynamics 5. Leadership 6. Time Management 7. Stress Management 8. Problem Solving and Decision Making 9. Personal Grooming 10. Interview, Group Discussion attending skills. 11. Manners and Etiquettes 12. Power Point Development 13. Telephone and Etiquettes 14. Positive Thinking and Confidence Building 4. OBJECTIVES 1. Providing Quality Training on the above mentioned modules. 2. Furnishing timely report on the candidate achievement, assessment and progress. Interested agencies may submit their bids before 5 pm on 09/12/2016, either directly, or through Speed Post. Page 3

4 5. MINIMUM ELIGIBILITY CRITERIA Firms who fulfill the following minimum eligibility criteria alone may apply. EoIs submitted by agencies that do not fulfil the minimum eligibility criteria will not be considered. a. The firm should have been in active existence for at least three years. b. The firm should have previous experience in providing Soft Skills / Life Skills/ Management Development Training. c. The firm should have the capability and experience of content development d. The firm should have its own office in Kerala with adequate qualified and trained manpower. e. The company/ firm should have key expert staff and other staffs sufficient for providing training in the modules mentioned in the EoI and a detailed staff profile should be furnished showing experience of key staff and number of years of their association with the company/firm. f. The firm shall have unique training modules and courses with clearly defined pedagogy. 6. PERIOD OF EMPANELMENT The empanelment will be initially for a period of one year, extendable up to three years on satisfactory performance. The agreement may be discontinued if the services are not found satisfactory by giving one month notice, by either party. 7. DOCUMENTS/DETAILS TO BE SUBMITTED. The EOI shall be submitted in the format given hereunder and documentary proof for all the items given in eligibility criteria, including bills raised and settled work orders are to be submitted along with the EOI. The Technical Document should have the following sections: Company Profile: Include firm name and address and list key members of the team. Provide a copy of the Registration document and PAN number. Provide contact information, including name, telephone and facsimile numbers and address. Work experience: Please include details of background, expertise and experience in Soft Skills / Life Skills/ Management Development Training particularly for Government/public sector clients. Please provide copies of biodata of key trainers/ counsellors/agreements/contracts/work orders to prove the claim of proposer. Approach Paper and Methodology and Operational plan: Furnish Approach Paper and Methodology and Operational plan for the execution of soft skill training so as to attain the scope and objectives. 5 8. EARNEST MONEY DEPOSIT (EMD) The proposer should furnish an Earnest Money Deposit of Rs.50,000/- (Rupees fifty thousand Only) as a part of the EoI. The EMD should be in the form of Demand Draft in favour of Managing Director, Kerala Academy for Skills Excellence (KASE) payable at Thiruvananthapuram. 9. SUBMISSION OF EOI The EoI should be submitted in the prescribed format given as Annexure-1 along with the DD for EMD amount. The applicant shall sign on all pages of Eol. The documentary proof for all the items given in eligibility criteria shall be submitted in a separate sealed envelope super scribing Pre-Qualification Documents and the EoI in the prescribed format along with all attachments should be submitted in a separate sealed envelope super scribing EOI. The DD for EMD should be kept in separate sealed envelope super scribing EMD. These three envelopes should be placed inside a main envelope super scribing EoI for empanelment of Soft Skills / Life Skills/ Management Development Training and addressed to: The Managing Director, Kerala Academy for Skills Excellence, TC 15/1037(24), 3 rd floor, Carmel Tower, Vazhuthacaud, Thiruvananthapuram-14. The main envelope should contain the name, address and contact details of the Proposer. Proposals received after the closing date and time mentioned above will be rejected without any further communication on the matter. The proposals submitted without the EMD amount will be summarily rejected. 10. SELECTION PROCESS KASE will scrutinse the Pre-qualification Documents and EOIs of applicants not satisfying all the eligibility criteria specified herein will be disqualified. The EOI of the disqualified applicants will not be considered for further processing. The qualified proposers will be required to present their proposal before the Technical Evaluation Committee. The Technical Evaluation Committee of KASE will carry out technical evaluation applying the evaluation criteria and point system specified below. Each EoIs will be attributed score on this basis and the EoI scoring more than 60 will be included in the panel of Training Providers. The Training Provider shall be selected based on Quality of training delivered, experience, reputation and credibility in business etc. The deliverables proposed to achieve the scope and objectives will be relevant in the selection process. Proof to be submitted Registration Certificate Brief profile of key persons including their period in the company. Copies of work orders/performance certificates/letters etc. Soft copy of List of candidates trained and Copy of work orders/ sample clippings etc. sample training modules List of trainers trained in soft copy and profile of trained trainers Sample content developed by the proposer for soft skill training. Approach paper and personal presentation before the Technical Evaluation Committee NOTE 1. Soft copies to be submitted in CD 2. Documents submitted with Pre-qualification Documents need not be attached with the EOI document. Page 6

OTHER RELEVANT INFORMATION. 1. There is no fee for participating in this Eol. 2. Please note that this is not a Request for Proposal (RFP). 3. EoI will be screened by a Technical Evaluation Committee constituted by KASE. 4. The Screening Committee of KASE will scrutinize the pre-qualification documents and EOIs from applicants not meeting all the eligibility criteria on the basis of the documents submitted will be rejected. 5. KASE reserves the right to accept or reject the EoI from any applicant without assigning any reason whatsoever. 6. Experience of working with government/ ministries/ PSUs to be mentioned separately. Copy of content developed to be attached. Experience in framing skill development module and Training of Trainer to be specified separately. 7 List of key expert staff and other staffs sufficient for executing the training. (A detailed staff profile should be furnished) 8 Details of offices within Kerala : address and number of staff in each office. 9 Operation plan, strategies and deliverables proposed for achieving the scope of the training. A detailed approach paper to be attached. 10 Any other credentials in the subject area 11 Declaration of acceptance of terms and conditions Note: Attach necessary supporting documents for all claims.
