JOB TITLE Job Title: Highway Maintenance Engineer Reports to: Principal Highway Maintenance Engineer Service: Local Highway Services Group Highways & Transport Date: March JOB PURPOSE To undertake the day-to-day stewardship of the highway network for one district. To assist the Principal Highway Maintenance Engineer in the identification, planning, development, integration and implementation of maintenance works programmes and services that aim to make the experience of travel in Surrey safer, sustainable, and more predictable with more choice. To help businesses and customers in their daily lives, so to aid continuous sustainable economic growth in Surrey, whilst protecting the environment and meeting the requirements of Surrey County Council, the Local Transport Plan, and the particular Local Committee involved. 3. PRINCIPAL ACCOUNTABILITIES 1. Service Delivery and Implementation of Policy To assist with the delivery of the area maintenance works programme within the area, ensuring that all aspects of operational delivery provide a customer focused accessible and cost-efficient service. To oversee the work of developers to ensure that there is good management of construction of works, within the local area, carried out under Section 38 and Section 278 agreements under the Highways Act 1980; Ensure that highway works are co-ordinated in the local area to minimise disruption for the travelling public in compliance with the New Roads and Streetworks Act To oversee the discharge of County Council statutory obligations (including enforcements) under the Highways Act and any other relevant legislation. Act as the first point of contact for Surrey County Council with the Constructor and direct emergency response activities personally, including outside working hours, when necessary. Liaise with the Operations and Programme Team to provide local knowledge for the preparation of appropriate and cost effective maintenance and plans in accordance with LTP, STAMP, Local Committee, and County Council objectives. 2. Member Involvement Support, brief and advise the Area Team Manager and members of the Local Committee on maintenance issues. Work with Members and communities to raise the media profile of, and public satisfaction with, the Service and the County Council. Liaise with Members on the activities, highways, and programmes of the Local Community Gangs. Page 1 of 5

Seek opportunities to effectively communicate with our customers, promote awareness of our achievements, and celebrate success. To recognise and remedy our shortcomings, and communicate technically complex and politically sensitive issues. Where appropriate, give presentations to public meetings, Local Committee meetings, events and working groups as required and participating in developing partnership arrangements with other organisations. 4. Financial Management Monitor quality and performance of all maintenance activities in the area and revenue works within their control to ensure compliance with locally determined profiles and budgets. Monitor works seminars and costs within delegated budgets. Maximise income potential by promoting opportunities for partnership working with partner organisations such as Parish Councils and others, ensuring that financial processes are in place to maximise income to the area transportation service. 5. Team Management Through personal example promote, identify, and support innovation, manage risk-taking and performance so as to enable continuous improvement of the Operations, Highways & Countryside Service, ensuring that it is an excellent organisation, and recognised as such. To take a leading role in the development and preparation of appropriate plans and programmes, in liaison Operations. To identify first training needs and develop suitable training programmes. To manage the day-to-day activities and workloads of the Community Highway Officer s. 6. Customer Care Co-ordinate / undertake responses to our customers in accordance with County standards. Respond to a large number of requests from the public and elected representatives on maintenance issues in accordance with the County Council Customer Service Procedures. Attend formal and informal meetings with Parish Councils, Local Committee, Residents Association, and highway user groups to listen and respond to concerns about highway maintenance issues. WORK CONTEXT 9_104 LH Hwy Maintenance Engineer Aug 2011.doc Reporting to the Principal Highway Maintenance Engineer the post holder occupies a supporting role to the interface between the democratic machinery of local government and the formulation and delivery of innovation, works, and service improvement. Consequently, contact with members of the Local Committees is frequent and requires clear professional advice to ensure that Members are best equipped to achieve the Council s objectives. The work involves a mix of office-based work together with site visits to parts of the highway where care must be taken due to live traffic. Knowledge of site safety procedures and temporary traffic management practices is essential. Work also involves attending many meetings at a variety of non county council venues. The wishes of the public for measures to address perceived problems far outweigh the resources available to provide solutions to every issue. The post holder must be able to advise on priorities within County Guidelines and explain reasons to audiences either in written form or face to face. Situations often arise where an issue has become emotive and the post holder must be able to maintain a calm professional demeanour where concerns often become adversarial. Many meetings with the public take place in the evenings outside normal working hours. Highway issues may arise at any time inside and outside of the normal working day and the postholder will act as the first point of contact for Surrey County Council on maintenance issues. The successful applicant will work using his/her own initiative but with regular contact with the Principal Highways Maintenance Engineer. The post holder will have regular contact internally with officers from legal, property, and other sections of the Highways Service. External contacts include Police, other emergency services, public transport operators, statutory undertakers, and road user groups cycling, walking, freight transport etc, business communities, residents associations, and Parish Councils. 5. DIMENSIONS Financial: Non direct Monitor and ensure contract probity of revenue work of circa 1.8m 6. PERSON SPECIFICATION Education, Training and Work Qualifications Technical Qualification in Civil or Highway engineering or equivalent level of experience. Evidence of continual professional development A managerial qualification First degree or equivalent in a suitable subject.
