1 Project Manager, Ipswich Opportunity Area JOB DESCRIPTION Location: Ipswich (Waterfront) Campus. Salary: Within the range per annum/pro rata Grade: 9 Contract status: One year fixed term post with the possibility of extension of up to 2 further years. Pension: Annual Leave entitlement Responsible to: USS 30 days pa, plus Bank Holidays and closure days DfE Head of Delivery, Ipswich Opportunity Area Purpose of the job: To work with partners and stakeholders in the central Ipswich area to drive improvements in early years; school quality and attainment; parenting and the home learning environment; post-16 education; access to higher education; and aspiration and access to advice for young people. Key Relationships DfE Social Mobility Team, Ipswich OA Partnership Board, LEP Executive, EY Settings, primary and secondary schools, FE & HE institutions, businesses and voluntary and community organisations Key objectives 1. Develop and deliver on an ambitious plan to improve outcomes for all children and young people in Ipswich across: Early years Schools Post-16 Higher education Entry to work 2. Work with DfE, partners, and stakeholders in Ipswich to identify and deliver those activities most likely to have an impact, based on a sophisticated assessment of the available evidence. 3. Stimulate effective and purposeful collaboration between a very large range of key partners and stakeholders. 4. Effectively measure the impact of the programme and ensure it is sustainable. Key deliverables 1. Take responsibility for ensuring that the OA programme is a vehicle for driving and enabling social mobility through measurable, tangible outcomes and holding others locally to account for those outcomes.
2 2. Be responsible for the overarching delivery of all elements of the delivery plan holding others to account and seeking ways to remove barriers to delivery. 3. Maintain effective programme management processes. Monitor and evaluate the progress of the delivery plan and its impact on agreed outcomes and indicators, reporting progress against the programme to the Partnership Board and DfE Head of Delivery. 4. Collate and analyse relevant data and share it with key partners in order to diagnose issues and challenges facing Ipswich and measure progress against targets in the delivery plan. 5. Build highly effective relationships with and between partners and stakeholders to enable them to shape and support inclusive delivery of the programme. 6. Enable the voice of children and young people to influence the shape and delivery of the programme. 7. Ensure opportunities are maximised to align Opportunity Area funding with that delivered through other relevant national and local programmes. 8. Ensure that clear and transparent high quality budget monitoring and procurement arrangements are in place. 9. Health & Safety / Environmental Health Implement the legal obligation to maintain a safe working environment at all times Follow the University s procedures, as described in the Health & Safety Policy Report anything unsafe to the Health & Safety Competent Person and report accidents, near misses and so on in the accident book 10. Team Show awareness of the needs of fellow team members and show them courtesy Communicate effectively with others in the team Work collaboratively with colleagues in order to meet the objectives of the project Contribute to team meetings and put forward ideas and feedback in order to improve ways of working 11. General Attend work with a clean and smart appearance, wearing the appropriate attire Undertake any other tasks that may be reasonably requested Implement the policies and procedures set out in the relevant policies and procedures.
3 Selection Criteria Candidates will be assessed against the following essential/desirable attributes: EDUCATION AND QUALIFICATIONS Essential Is educated to degree level or equivalent. Desirable Evidence of continued professional, managerial and personal development, particularly in project management. KNOWLEDGE AND EXPERIENCE Proven experience of project management Good knowledge of the education sector Should be experienced in pulling together plans and strategies to ensure delivery. Experience of stakeholder engagement Should be a confident communicator experienced in dealing with a wide range of partners and stakeholders. Experience of working across sectors and forming strong relationships. SKILLS Should be able to think and act effectively at pace. High standard of written and spoken English. Skilled at engaging and challenging colleagues constructively to deliver results. Good attention to detail and able to produce accurate concise reports. Able to use sound judgement, evidence and knowledge to provide expert and professional advice, evaluating options, impacts, risks and solutions. Can identify potential issues and plans implementable solutions as appropriate. The post is paid at grade 9 on the University of Suffolk salary scale, within range 41,212 to 49,149 per annum. Annual leave entitlement is 30 days per year based on the academic year from 1 st August to 31 st July.
