FAX OR OR PKIRK@CITYOFFORTMEADE.COM Subject Line: Attention: PHYLLIS KIRK MAIL: City of Fort Meade PO Box 856 Fort Meade, Florida Job Description ROLE AND RESPONSIBILITIES Performs complex administrative, supervisory and professional management work in planning, organizing, directing and controlling the operations and 6+ personnel of the Public Works Department, including engineering, construction, environmental, street construction and maintenance, sidewalk construction and maintenance, parks, building and ground maintenance, transportation planning and traffic control, street lighting, street sweeping, storm drainage, water, wastewater, natural gas, electric, sewer construction and maintenance, and other public works projects and programs. ESSENTIAL DUTIES ADMINISTRATIVE: The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class. Plans, organizes, directs, controls, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the Public Works Department. Frequently interacts with the Mayor and City Commission, City Attorney and other officials from various local, state and federal regulatory agencies, including representatives of local community organizations. Evaluates community public works needs and formulates short and long range plans. Prepares annual operating, maintenance, and capital improvement budgets; submits budget requests; controls adopted department budget. Performs financial and economic analysis necessary for effective

2 program operation and fiscal management. Develop, modernize and implement the City s Capital Improvements Projects, and other plans, studies or programs involving the operation, maintenance, expansion, and repairs of all municipal infrastructure, facilities and equipment in coordination with the City Manager. Oversees the inspection, maintenance, safety, inventory and records of all municipal infrastructures. Creates and directs the preparation of engineering studies, plans and specifications, bidding, evaluates the competency of contractors and vendors, and specifies the selection criteria for public works and other municipal contracts in coordination with the City Manager. Directs project management activities for the construction of municipal public works projects. Controls department projects to ensure contractor compliance with time and budget parameters for the project. Reviews private project development plans and permits to ensure adequacy of application and compliance with City codes, manuals, handbooks, regulations, the comprehensive plan, state statutes and other requirements within the scope of the department s responsibility and authority. Performs periodic review and offers updates to City adopted codes, manuals, handbooks, regulations, the comprehensive plan, storm drainage system maps, street system maps, traffic control system maps, traffic control system maps, inventory lists and data bases when necessary to ensure methodology and requirements are kept up to standards. Responds to public or other inquiries relating to department policies and procedures in coordination with the City Manager. Maintains regular contact with and fosters constructive and productive working relationships with consulting engineers, construction project engineers, other municipalities, County, State and Federal agencies, professional and technical groups and the general public in connection with departmental activities and services. Monitors intergovernmental actions affecting public works and takes action necessary to sustain and enhance the ability of the department to meet the needs of the community. Coordinates activities and provides assistance via personnel and equipment of the Public Works Department, where required or requested, with other City departments and/or governmental agencies, to ensure compliance with and achievement of the goals of the City. Researches grant funding opportunities relative to public works projects, writes funding application, manages project and ensures proper expenditures made for projects. SUPERVISORY: Supervises departmental personnel either directly or through subordinates. Issues written and oral instructions. Determines departmental work priorities, approves work schedules, and examines work for exactness, 2 P a g e

3 neatness and conformance to policies and procedures. Provides leadership and direction to department employees for the safe and efficient care of the City s facilities, inventory, equipment and infrastructures. Establishes and organizes standards and procedures to improve efficiency and effectiveness of staff and operations. Maintains harmony among workers and resolves grievances. Manage personnel functions of department employees for the purpose of hiring, annual performance evaluation, recommending salary increases/transfer/promotion and disciplinary action. Coordinating these functions with the City Manager and Human Resources. MANAGEMENT: Establish and maintains effective working relationships, providing suggestions, advice and support to department employees, other City departments and residents. Resolves complaints in a prompt and courteous manner, communicating professionally and effectively, both orally and in writing. Exhibits behavior consistent with the values of the City through excellent customer service, creative problem solving, decision making and stewardship of City resources. Works cooperatively and respectfully with municipal employees toward the common goal of providing high quality services. Provides public information on public works engineering design, construction and maintenance programs and projects in coordination with the City Manager. Ensures the City Safety Policy is implemented and practiced to assure the safety of employees and the general public; provides updates and recommends changes to policy as necessary to Public Risk manager; serves as a member of the City Safety Committee Responsible for maintaining all departmental documents and records; coordinating with the City Clerk s Office for appropriate records management. Attend all City Commission meetings. Times may be outside business hours. Attend all Technical Review Committee meetings and serve as a voting member. Serves as staff on a variety of boards and committees; prepares and presents staff reports and other necessary correspondence. Includes, but not limited to Code Enforcement Board, Planning & zoning Board, Board of Adjustments & appeals, other citizen boards as created by Commission from time to time, Emergency Management, or as directed by the City Manager. Meeting times may be outside business hours. Facilitates negotiation, preparation and management of contractual agreements with other agencies and vendors for public works. Includes, but not limited to, the annual/bi-annual contract for paving 3 P a g e

4 projects, sidewalk projects, street sweeping program, state highway maintenance program, state traffic light maintenance program, state highway lighting program, lawn maintenance programs for city parks and facilities, and stormwater drainage projects. Attends seminars and workshops to keep abreast of current methods, technology and supervisory techniques. Coordinates department employees attendance of same, for training and continuing education and/or certifications. DESIRED MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCE: Bachelor s degree from an accredited college or university in Engineering, Business Administration, Public Administration, Urban Planning or a closely related field. Prefer candidate with five years progressively responsible experience in public works including experience in budgetary responsibility and personnel supervision. Any equivalent combination of training and experience or significant municipal experience as a public works manager may be substituted for the education requirements. KNOWLEDGE OF: Principles, practices, methods and theories of public works management; street repair and storm drainage facilities design, construction and maintenance; landscape management; utility management; general construction and maintenance. Principles and practices of effective administration, supervision, and personnel policies and procedures. Basic surveying and construction principles. Reading and understanding subdivision plats and construction plans. Reading and understanding construction contracts and specifications. Occupational hazards of work and the necessary safety precautions which may be needed. Laws, ordinances, regulations and statutes which govern public works functions. ABILITY TO: Perform visual inspections. Traverse unimproved construction sites for the purpose of field inspections. Communicate effectively, orally and in writing, with the public, elected officials, members of boards and commissions, department heads, other employees of the City and employees of other governmental agencies. Apply good judgment to effectively and diplomatically deal with the subordinates and the public, some of whom may be irate and unreasonable. Perform job responsibilities in a timely manner in order to meet scheduled deadlines. 4 P a g e

5 Physically and mentally work independently. Coordinate, delegate and negotiate. Represent the City in public speaking requests and special events. May require outside office hours. TOOLS AND EQUIPMENT USED: The Public Works Director is issued a City vehicle and must be capable of operating light duty vehicles, mobile radios, light duty construction equipment, variety of hand tools and small machinery. Proficient in operating a personal computer, including word processing, spreadsheets, use of , use of the internet, read digital files such as AUTOCAD and GIS Maps; capable of operating multi-line telephone system, cell phones, fax machines, 10-key calculator, copy machines, miscellaneous office equipment and accessories customarily used in an office environment. Must be familiar with engineering and surveying equipment as they relate to construction projects and familiar with the use of a surveying level, transit and level rod. PHYSICAL DEMANDS: Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Han-eye coordination is necessary to operate computers, office equipment, hand tools and machinery. While performing the duties of this job, the employee is regularly required to sit, walk, talk or hear. The employee is required to use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch or crawl; and smell. Must have sufficient physical strength and ability to independently and repeatedly lift, move and carry objects weighing up to 50 pounds and to repeatedly life, move and carry objects weighing more than 50 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. WORK ENVIRONMENT: While performing the duties of this job, the employee occasionally works in outdoor weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.
