2 Innovation and Project Context: The purpose of the Institute for Innovation and (i 3 ) is to provide dedicated resources, expertise and support for clinical teams to design and implement improved, innovative best models of care that ensure Waitemata DHB is a leader in health outcomes and patient experience through: Fostering discovery and dissemination of best practice and innovation Designing measurement systems and using data to guide improvement Applying sector integrated design thinking approaches and techniques to help create a culture of innovation and improvement Coordinating and delivering training programmes, including healthcare leadership and quality improvement training, designed to foster a culture of innovation and improvement Collaborating with clinical teams throughout the full range of project lifecycle from inception to implementation, organisational learning and beyond Purpose of the role: Work collaboratively with clinicians, managers and support services to delivermultiple care redesign innovation and improvement projects. using effective planning and prioritisation to manage a number of projects simultaneously Provide strategic planning, project leadership and management, change management, improvement, analysis and monitoring for selected projects Waitemata District Health Board -JOB DESCRIPTION - Institute for Innovation and Project Manager Page 2

3 Innovation and Project Work with and support DHB teams leading care and service redesign innovation and improvement projects. The scope includes providing expertise and resources to clinicians, staff, patients, whānau and our community supporting them to: o design and implement new models of care and best practice o redesign aspects of service design to reduce waste, improve efficiency and effectiveness o enhance the experience for patients and their families/ whānau o develop business and options analysis and prepare business cases Provide expertise through advice, practical help and coaching on improvement methodologies, tools and techniques Work closely with data analysts and the Director of Analytics to develop effective data collection, analysis and display to support the achievement of successful projects and outcomes Share knowledge and experience of project management and improvement approaches Manage stakeholder relationships for each project Use population approaches, data and other evidence based strategies to assist with planning and delivery of service innovation and improvement projects Deliver improved performance in outcomes and experience for Waitemata DHB patients and their families/ whānau KEY TASKS EXPECTED OUTCOMES Strategic Planning Aligns project activities to ensure the overall project objectives are met Works effectively with key stakeholders and members of the wider project team to ensure the strategic objectives are consistent with Waitemata DHB s values, vision, priorities and strategy Develops and implements appropriate integration and implementation strategies, collaborating with relevant services to ensure maximal effect of the project Planning and Design Assists in identifying and /or scoping potential care redesign innovation and improvement projects and advises on project selection, resourcing and sustainability Possesses an in-depth understanding of the systems and processes that are being redesigned and the scope of work for each project Assists clinicians and other DHB staff to develop business cases to support care redesign Uses effective project planning to ensure goals, Waitemata District Health Board -JOB DESCRIPTION - Institute for Innovation and Project Manager Page 3

4 Innovation and Project KEY TASKS EXPECTED OUTCOMES objectives, resources, measures and benefits and stakeholder involvement Identifies and mitigates risks to ensure successful project outcomes Develops and maintains project plans, milestones and task assignments associated with each project, identifying and removing barriers to successful project completion Ensures all projects have a focus on improving patient outcomes and enhancing patient and whānau experience applying person-centred design thinking, research and innovation and quality improvement methodologies Leads the collection of data, data analysis and data display to support successful project outcomes Identifies links between projects Co-ordinates meetings, agendas and documents, to ensure effectiveness projects progress Project Performance Uses continuous improvement and innovation methodologies to lead, execute, manage, and sustains change to meet project objectives Co-ordinates the project team/s to deliver to each project s goals within budget and time constraints Manages the scope of each project effectively, monitors for and reports on changes / deviations and implements strategies to keep to the project plan Effectively prioritises work to meet and achieve outcomes Effectively uses a tracking system to track and report on project progress, milestones, outcomes, timelines and risks Provides regular status reports to the Care Redesign Programme Lead and the Head of Analytics, key stakeholders and other relevant parties, as agreed for each project Change management Applies change management skills and tools to create a strategy to support adoption of change required by a project or initiative. 5 Innovation and Project KEY TASKS EXPECTED OUTCOMES Delivers and manages change activities to ensure successful project outcomes that optimise staff adoption Ensure successful project transition to business as usual and ongoing sustainability Relationship management Identifies, builds and maintains relationships with key services and clinical teams Works collaboratively with services and staff Promotes active patient, whānau and community engagement to ensure what matters to people is at the heart of care design, delivery and improvement Involves key stakeholders in project initiatives as appropriate Actively works with Māori, Pacific and Asian providers and stakeholders as appropriate Consults with the senior management team and key stakeholders to ensure they are up to date with project progress and change management Regularly assesses and manage the effectiveness of project teams to ensure successful project outcomes Understands the Institute s programmes of work and collaborates with Institute team members to ensure effective programme delivery Actively shares knowledge and ideas with others Communication and reporting Works with the Steering Group of each project to develop a communication strategy Develops communication networks with key managers, clinician leaders and stakeholders Ensures communication plans are met and provide feedback to relevant parties as required Composes reports that enable stakeholders and project team members to understand the project progress, outcomes, risks and issues. Works with the Institute s digital transformation team to embed opportunities for widespread communication and reporting Prepares and presents executive and stakeholderlevel reports and presentations Works with analysts, finance, and health information group to develop appropriate cost/benefit reports Contributes to the development of Institute Waitemata District Health Board -JOB DESCRIPTION - Institute for Innovation and Project Manager Page 5

PERSON SPECIFICATION POSITION TITLE: Innovation and Project Manager Minimum Qualification Tertiary qualification Recognised project management qualification or equivalent experience Formal training in improvement methodologies i.e. Lean and/or Six Sigma Green Belt qualification and/or Model for, or equivalent experience Preferred Health professional qualification Post graduate qualification in management Lean Six Sigma Black Belt certification or equivalent recognised quality improvement qualification Prince 2 Project Management Practitioner Qualification or equivalent Experience 2+ years experience of successful project management and leading change projects with proven ability to successfully manage and deliver projects on time and in budget Experience and track record of leading and successfully delivering care redesign innovation and improvement projects Experience deploying quality improvement projects and improvement methodologies (for example, Lean, Six Sigma Clinical experience Health management or clinical service delivery experience Demonstrated leadership ability within the health sector Demonstrated project management experience in the health sector Experience of successful management of multiple projects concurrently and successful management of complex projects across a range of teams Understanding of complex organisations Waitemata District Health Board -JOB DESCRIPTION - Institute for Innovation and Project Manager Page 7
