1 Director, Agriculture Industry Development The Director, Agriculture Industry Development is responsible for designing and delivering policy, legislation and programs that encourage and reduce barriers to new agriculture industries and support existing industries to be more efficient and providing strategic policy and program advice to the department s Ministers, senior Executives and leadership groups on key agriculture industry development issues. The Director leads a team focussed on agriculture industry policy and programs to support industry growth and development. The team also supports senior executive and Ministers in national agriculture committees and coordinating agriculture portfolio policy input into departmental, State Government and Commonwealth processes. The Employment, Investment and Trade Group includes Agriculture Victoria; Creative and Visitor Economies; Regional Development Victoria and the divisions of Investment and Economic Projects; Trade Victoria; Industry Develoment and Innovation; Policy Programs, Small Business and Employment; Resources; Fisheries; Employment, Investment and Trade Policy; and the Chief Operating Officer. Agriculture Victoria Agriculture Victoria works with industry, primary producers, and communities to drive sustainable economic growth in the food and fibre sectors. The Agriculture, Food and Fibre Division The Agriculture, Food and Fibre Division works in sector development, policy, regulatory and advocacy with industry partners, primary producers and rural communities. The division delivers important agriculture and biosecurity services to the food and fibre sectors. Key outcomes are to increase the value and volume of production, support industry development and transition, prevent the introduction and spread of pests and diseases, maintain domestic and international market access, and ensure the welfare of all animals. Most of this Division's work comes under the Agriculture Victoria brand, but also includes forest industry policy, domestic animal management and some entity governance.
3 Key Accountabilities 1. Lead the Agriculture Industry Development team to create and coordinate policy advice and programs that support industry growth and development. 2. Lead strategic projects and provide high-level advice that facilitates the growth of agriculture industries including by undertaking complex research and analysis of trade, investment and other economic data to develop a detailed profile of Victoria s agriculture industry. 3. Lead the policy coordination function on behalf of Agriculture Victoria s portfolio providing policy input into departmental, State government and Commonwealth processes. This includes effective and timely issues management to ensure that industry views are strongly represented and policy positions are consistent when providing advice to other Victorian Government and Commonwealth portfolio. 4. Provide authoritative and timely advice to the Minister, including the provision of effective responses to Parliamentary activities, based on detailed knowledge and understanding of the Food and Fibre sector. 5. Engage with key stakeholders including local, State and Commonwealth Government agencies and, industry, business and community stakeholders, and lead collaborative network development and partnership practice across the department, other departments and the wider portfolio agencies. 6. Provide strong, collaborative and adaptable leadership, including coaching and mentoring, to foster a high performance culture that delivers outcomes across the branch and division. 7. Lead by example by actively communicating and embedding a culture of safety first including ensuring OHS legislation compliance. Key Selection Criteria 1. Demonstrated record of achievement in high-level policy development and implementation in agriculture industry, or food and fibre sector. 2. Proven experience partnering with multiple stakeholders across State and Commonwealth Government agencies and industry, business and communities. 3. Proven senior level management experience with proven ability to lead, motivate and develop a team of skilled and professional staff in the delivery of major policy developments and projects. 4. Highly developed negotiating and and influencing skills including the ability to negotiate and build consensus at senior levels with organisations on complex policy developments and issues. 5. Demonstrated understanding of the impacts of external events and changing stakeholder needs and be able to identify the leverage points where intervention will add value. 6. Highly developed interpersonal and communication skills, with a proven ability to work collaboratively, develop networks and foster effective working relationships with key stakeholders both within and external to government. Desired Experience/Qualifications An appropriate tertiary qualification in a subject-related discipline and relevant post graduate qualifications would be well regarded.
