11 Vacancy Announcement Position: Employer: Reports to: Legible Nationality: Duty station Duration : Application deadline Gender Adviser National Independent Electoral Commission Secretary General Somali Mogadishu, Somalia 6 Months with possible extension Oct/10/2017 BACKGROUND The National Independent Electoral Commission (NIEC) is a statutory body established to administer elections as enshrined in the Provisional Constitution the Federal Republic of Somalia, The NIEC is committed to ensuring gender equality in electoral affairs through by providing coherent gender mainstreaming programs, priorities and efforts, building effective partnerships with civil society and other relevant actors in electoral administration. The Gender Advisor will be responsible for coordinating with, and providing technical assistance to, the NIEC for mainstreaming gender in electoral processes; and for representing gender equality and women's empowerment issues at meetings with stakeholders such as, government, civic society, political parties, to help ensure delivery of the NIEC's mandate in Somalia. The Gender Advisor will play a critical role in supporting NIEC programs to promote gender equity and gender mainstreaming across all electoral administration related activities. The Gender Advisor provides input guidance and recommendations on all gender perspectives which requires a good grasp of NIEC programs and how gender matters can be integrated. She/he must be able to develop and maintain viable working relationships with colleagues across the organization and with stakeholders and be able to work with them in a responsive client orientation and problem solving manner. SUMMARY OF KEY RESULTS EXPECTED Under the overall guidance and direct supervision of the Under the supervision of the Commission of Somalia's National Independent Elections Commission (NIEC), the Gender Advisor will undertake the following duties: Support the planning for, implementation and management of women's participation and gender mainstreaming components in all phases of the Electoral Cycle.

Champion relations with strategic partners to enhance successful implementation of the NIEC statutory mandate. DUTIES AND RESPONSIBILITIES Support to the NIEC in planning for and implementation of women's participation and gender mainstreaming in all phases of the Electoral Cycle. Integrate gender in all NIEC activities to promote gender equality and facilitate opportunities for women in electoral processes throughout the components of the Electoral Cycle. Advise on the promotion of women's political participation and representation in the legal framework, regulations and procedures for elections Ongoing advice to the NIEC on equal opportunity employment standards, which should reflect gender equitable principles and practices Advise on strategic partnerships with government, CSOs in implementing the mandate of the NIEC. Provide advice and support to the NIEC to establish a Gender Unit and mentor capacity development of NIEC personnel. Advice on the promotion of women's political participation and representation in the legal framework, regulations and procedures for elections Actively contribute options and recommendations to promote the participation and representation of women in electoral legislation. Actively participate in consultations with the Ministry of Interior, Federal Affairs, and Reconciliation (MolFAR) and relevant institutions establishing gender responsive electoral legislation and procedures. Ongoing advice to the NIEC on equal opportunity employment standards, which should reflect gender equitable principles and practices, pertaining to the NIEC mandate: Establish partnerships for long-term road map and implementation through coordination with CSOs to harness efforts towards achieving equal employment opportunities. Actively contribute ideas on gender responsive voter awareness and civic education strategy in close coordination with CSOs. Identification of ways to promote the full participation of women in decisionmaking, with particular regard to electoral processes in line with best practice. Advise on strategic partnerships with government, CSOs in implementing the statutory mandate of the NIEC. Development of advocacy platform for civil society and government to address issues of women's participation in electoral matters.
13 Liaise with the gender focal points of the UN Integrated Electoral Support Group and UNDP Gender and Women Empowering Project. Implement and report to management on all NIEC gender initiatives. Provide advice and support to the NIEC to establish a Gender Unit and mentor capacity development of NIEC personnel. Support the planning for, implementation and management of women's participation and gender mainstreaming components in all phases of the Electoral Cycle. Provide technical advice on mainstreaming gender across all NIEC projects promoting equal opportunity standards. Promote representation of women political participation through electoral procedures and processes. Champion relations with strategic partners to enhance successful implementation of the NIEC statutory mandate. Deliverables Develop a gender strategy with action plan for the NIEC, gender training modules for NIEC staff, gender mainstreaming guidelines for the NIEC on electoral processes. Periodic reporting on the status of the drafting and implementation of this Gender Strategy is a key performance indicator. Required Skills and Experience Education: A Master's Degree in social sciences especially gender studies, or Bachelor with at least 5 years of experience on gender related issues. Experience Minimum 5 years of experience as a Gender Advisor. Experience working with different nationals from diverse cultural groups. Experience in usage of computers and office software packages. Excellent report writing and presentation skills. Strong people-oriented qualities. Competencies Demonstrate strong oral and written communication skills including presentation skills. Demonstrate good knowledge of current development issues particularly those pertinent to gender practice areas.
