4 The Education Visitor Background to the Post The General Chiropractic Council (GCC) is the statutory regulatory body for chiropractors in the UK. The GCC has statutory duties, which are, amongst others, to set the standards of chiropractic education, conduct and practice. To fulfil this duty, the GCC must ensure that graduates of chiropractic degree programmes are able to meet all the requirements set out in The Code for the competent and safe practice of chiropractic. The GCC therefore has powers to recognise chiropractic degree programmes, whether they are delivered in the UK or elsewhere. These powers are documented in the Chiropractors Act of 1994 which sets out the duties for the Council including the provision to recognise qualifications with the approval of Privy Council. GCC recognition allows an institution to run an approved chiropractic degree programme from which graduates will be eligible to register with the GCC and practise in the UK. In order for an institution to prove that it can deliver such programmes, it must go through the GCC s degree approval process. The institution s progress with, and delivery of, that programme is monitored annually through the GCC s risk-based approach. The Education Committee is one of the GCC s statutory committees. Its role is to guarantee high standards of chiropractic education and training. The Committee ensures that these standards are maintained and regularly reviewed, thus playing a key role in ensuring compliance with the statutory duties of the GCC. It is the Education Committee which will review programme approval applications and submit its findings and recommendations to the GCC s Council for onward consideration by the Privy Council. The Education Committee is, therefore, tasked with the review, approval and monitoring of chiropractic degree programmes and the appointment of a separate panel whose role is to visit educational institutions. The GCC is therefore looking to recruit a pool of Education Visitors for the purpose of populating visiting panels. 4

5 Purpose of the Role To analyse programme submissions from education providers To visit and assess chiropractic degree programmes delivered (or proposing to be delivered) by education providers. To assess approved programmes of education and training using established monitoring processes. To provide recommendations to the Education Committee regarding the approval/ongoing approval of programmes. To participate in revalidation or quinquennial reviews by education providers on behalf of the GCC Main Responsibilities Panel members will give expert advice and contribute to discussions and decision making as directed by the Education Committee. Specific tasks include: Visiting education providers. Preparing visitor reports from approval visits and monitoring activities which will include recommendations for the Education Committee about the approval/ongoing approval of programmes. Working collaboratively with other visitors, the GCC executive, education providers and other relevant stakeholders. Reporting directly to and attending (in exceptional circumstances) meetings of the Education Committee. Undertaking any other duties arising from visits as directed by the Education Committee. The size and composition of the panel may vary depending on the focus of the visit being made. The constitution will normally be at least 1 chiropractor (but making up no more than 50% of membership, not including the Chair), and at least 2 lay members, one of whom will act as Chair. All members of the panel must abide by a code of conduct and declare any potential conflicts of interest with the course and have those approved prior to conducting the visit. 5

6 Terms of appointment Visitors are appointed by the GCC statutory Education Committee under s12 of the Chiropractors Act This will be for a period of four years. Reappointments can be made at the end of the first period of appointment for a further period not exceeding four years, subject to consistently high performance and the needs of the GCC. Qualities Required for the Role Candidates will be required to demonstrate in their written application and at interview how they meet the core competencies set out below. Column two gives examples of the attributes a candidate who meets these competencies will demonstrate. Essential competencies for chiropractors Competence Registered and experienced chiropractor Understands and is committed to the principles of regulation and the delivery of the Code Strong communication skills Able to make an effective contribution within a team to arrive at collective evidence based judgements. Attributes Registered with the General Chiropractic Council Experience of practising or working with those practising a broad spectrum of chiropractic practice. Knowledge, understanding and application of the Code. Knowledge, understanding and experience of the delivery of undergraduate chiropractic education (including assessment). Experience of educational quality assurance process or audit. Commitment to equality, diversity and inclusion. Able to analyse complex information. A high standard of written communications. Strong communication and inter-personal skills including the ability to challenge appropriately and when necessary, and provide constructive feedback in a fair manner. Able to work as part of a team and contribute to consensus judgements. Able to make reliable and objective judgements based on evidence. 6

8 Eligibility There are vacancies for twelve education visitors (6 chiropractors and 6 lay). Interests and conflicts You should note particularly the requirement to declare any conflict of interest that arises in the course of GCC business and the need to declare any relevant business interests, positions of authority or other connections with organisations relevant to the business of the GCC. There may be a conflict if a fair-minded observer, having considered the facts, would conclude that there was a real possibility of bias. This may include financial and nonfinancial interests or even the interests of a close family member. Chiropractors are able to be educational visitors for an institution provided there is no conflict for them to inspect a particular institution. For this reason, we are also asking you to tell us the names of the chiropractic educational institutions or other academic institutions that you are linked to and the nature of your link. Any actual or perceived conflicts of interest will be fully explored by the Panel at shortlisting or interview stage. 9 On Appointment Remuneration for education visitors The role attracts a daily fee of 300 per day. Daily fees are payable to you through the GCC payroll and subject to PAYE. Those appointed will also be eligible to claim expenses, at rates set centrally, for travel and subsistence costs necessarily incurred on GCC business. Time commitment Visitors will be required to attend: Formal training organised by the GCC, which will include at least one training day each year. A regular appraisal session organised by the GCC which will require some preparation beforehand. Appraisals may take the form of a face-to-face meeting, internet conference, or other conference facility. Visits take place as the demand for them arises. The GCC is not obliged to offer successful candidates any work or any particular volume of work and in turn they are not obliged to accept work if it is offered by the GCC. It is, however, broadly estimated that this role will generate around 3-5 days of work each year. Location Visits can take place across the UK. Currently providers are based in Bournemouth, Cardiff, Abingdon and Manchester with a programme under development in London. Training An induction and training programme will be provided on appointment. Length of Appointment It is anticipated that the appointments will be for a period of four years. Appointment can be renewed at the end of this period, subject to the GCC s needs and consistently high performance. There should therefore be no expectation of automatic reappointment. The maximum total term is 8 years. Appraisal The GCC will undertake appraisals with education visitors every two years. 9

10 Standards in Public Life You will be expected to demonstrate high standards of corporate and personal conduct. The successful candidates will be asked to subscribe to a Code of Conduct. Applicants must also subscribe to the standards of probity required by public appointees outlined in the Seven Principles of Public Life set out by the Committee on Standards in Public Life. Disqualification for Appointment There are a number of circumstances in which an individual will not be considered for appointment. Late applications (after noon on 11 th August 2017) will not be accepted. How we will handle your application We will deal with your application as quickly as possible and will advise you of the likely timetable at each stage. You will receive an acknowledgement of receipt of your application when you submit it electronically by Your application will be assessed to see whether you have the expertise required at the appropriate level for the post. We will rely on the information you provide on your application form to assess whether you have the experience required. Please ensure that you provide evidence to support how you meet all of the relevant criteria, which are identified in the Qualities required for the role section. The selection panel will include members of the GCC Education Committee, and an independent panel member. We aim to have made a decision about which candidates will be invited for interview, taking into account the evidence provided in your application. If you have not heard from us by the end of 8 th September 2017, you can assume you have not been selected for interview. Interviews will take place on the 12 th and 14 th September 2017 at the GCC. Prior to your interview you will be asked whether you require any reasonable adjustments to be made to facilitate your participation in the process. We do not normally refund travel expenses of candidates but may do so where attendance at the interview may otherwise not be possible. 11

12 Where a candidate is unable to attend an interview on the date set then an alternative date will only be offered at the discretion of the panel. If invited to interview, the panel may question you about your experience and expertise and ask specific questions to find out whether you meet the specified qualities. You may also be asked to give a short presentation or undertake another relevant form of assessment. If you are successful, you will receive a letter from the GCC appointing you as education visitor pending confirmation by the next GCC Education Committee. 13 Your Personal Information Your personal information will be held in accordance with the Data Protection Act You will not receive unsolicited paper or electronic mail as a result of sending us any personal information. No personal information will be passed on to third parties for commercial purposes. When we ask you for personal information, we promise we will: only ask for what we need, and not collect too much or irrelevant information ensure you know why we need it protect it and insofar as is possible, make sure nobody has access to it who shouldn't ensure you know what choice you have about giving us information make sure we don't keep it longer than necessary only use your information for the purposes you have authorised We ask that you: give us accurate information tell us as soon as possible of any changes tell us as soon as possible if you notice mistakes in the information we hold about you If you apply for a post, we will share some of the information you provide with the members of the selection panel for the post to which you apply, so that your application form can be assessed. The monitoring information you provide is not used in the selection process and will not be shared with the selection panel assessing your application. If you submit an application, your form and supporting documentation will be retained for six months after the closing date for applications. 14 About the General Chiropractic Council The General Chiropractic Council is a UK-wide independent, statutory body established by the Chiropractors Act 1994 to regulate all chiropractors in the UK to ensure the safety of patients undergoing chiropractic treatment. The Act gives us a statutory duty to develop and regulate the profession of chiropractic and an over-arching objective of the protection of the public. We have three objectives: To protect, promote and maintain the health, safety and wellbeing of the public; To promote and maintain the public confidence in the profession of chiropractic To promote and maintain professional standards and conduct for members of the profession. We meet these objectives by: Setting the education standards that UK chiropractors must meet Registering appropriately qualified individuals Setting the standards that those individuals must meet to remain the practice Taking action against registrant who breach those standards. 15 The Seven Principles of Public Life All applicants for public appointments are expected to demonstrate a commitment to, and an understanding of, the value and importance of the principles of public service. The seven principles of public life are: Selflessness Holders of public office should act solely in terms of the public interest. Integrity Holders of public office must avoid placing themselves under any obligation to people or organisations that might try inappropriately to influence them in their work. They should not act or take decisions in order to gain financial or other material benefits for themselves, their family, or their friends. They must declare and resolve any interests and relationships. Objectivity Holders of public office must act and take decisions impartially, fairly and on merit, using the best evidence and without discrimination or bias. Accountability Holders of public office are accountable to the public for their decisions and actions and must submit themselves to the scrutiny necessary to ensure this. Openness Holders of public office should act and take decisions in an open and transparent manner. Information should not be withheld from the public unless there are clear and lawful reasons for so doing. Honesty Holders of public office should be truthful. Leadership Holders of public office should exhibit these principles in their own behaviour. They should actively promote and robustly support the principles and be willing to challenge poor behaviour wherever it occurs. 15
