2 Participation by company officers in the insurance plan Company officers may be insured under the construction industry s insurance plan, MÉDIC Construction, if they have already participated in the construction industry s social benefits plans. In early November 2015, the CCQ will send a notice of insurability to company officers eligible for insurance who are registered in its file of recognized companies. This notice will indicate the amount to pay to benefit from insurance coverage under general plan A for the insurance period from January to June Who is considered a company officer? This person may be: An employer or A partner in a partnership that is an employer or An administrator in a corporation that is an employer or The designated representative of a partnership or corporation that is an employer Independent contractors are not considered company officers. Therefore, they cannot participate in the social benefits plans. It should be noted that a company officer who has lost his or her right to participate voluntarily in the insurance plan is no longer eligible to participate. Certain exclusions may also apply: for example, a person over 65 years old cannot participate voluntarily in the MÉDIC Construction insurance plan. It is therefore important that the names of company directors be registered with the CCQ. If there have been changes of directors in your company in recent months, don t forget to tell the CCQ, if you haven t already done so. How can a company be recognized as an employer for the purpose of social benefits? To be considered an employer for a given insurance period, the company must: Have paid the $350 registration fee to the CCQ, if applicable Hold a licence from the Régie du bâtiment du Québec ; Have transmitted a minimum of five monthly reports that meet the following criteria: Hours have been declared for at least one employee These hours were worked during the period from July 2014 to June 2015 However, the rule is different if the company began operating during this 12-month period. It must have transmitted at least one monthly report out of two presenting hours worked by at least one employee. For example, if your company began operating in January 2015, it must have transmitted a minimum of three monthly reports out of six presenting hours worked by at least one employee in order to be a recognized employer. If you would like more information, read the leaflet Participation by Employers in the Social Benefits Plans, available at our Web site, ccq.org Mailing of the annual pension statements new format This year, the annual pension statements will be mailed out over a period of just over one month, from mid-august to late September About 365,000 statements in an updated format will be sent to retirees and surviving spouses, active participants, and inactive participants. 2

In some cases, they may even be able to conduct pension projections. Get informed! It makes sense to speak to an expert when you re starting your approach to retirement. You ll be sure to obtain correct information that complies with the laws and regulations governing the industry s pension plan. (Continued from page 1) Better sanitary facilities on construction sites Access to better sanitary facilities on construction sites was an important issue, especially in terms of integrating women into the construction industry. This change in practice will certainly encourage more women to be on sites, but it will, of course, be beneficial to everyone. This change is a great advance for all workers on construction sites, noted Diane Lemieux, president and CEO of the CCQ. It is a question that should have been settled long ago, and the CCQ would like to applaud this historic decision, which puts the industry in line with North American standards. An inclusive measure The adoption of this new regulation is a significant move toward offering a more inclusive, secure workplace that respects human rights. In fact, this change will improve hygienic conditions on sites by improving the existing required ratio of one toilet per 30 workers. With the adoption of this provision, the Commission de la santé et de la sécurité du travail (CSST) is making good on one of its commitments included in the Programme d accès à l égalité des femmes dans l industrie de la construction (PAEF). The new regulation will be phased in according to the number of workers on sites. Since June 18, sites with 100 or more workers have fallen under the regulation. 4 ARE YOU WONDERING WHETHER to DECLARE A JOB TERMINATION FOR ONE OF YOUR EMPLOYEES? The expression job termination designates a final and complete break in the employer-employee relationship. It is usually attributable to a firing, lay-off, or voluntary departure. It may also result from the closing of a company. A temporary lay-off with a planned return to work generally does not end the employment relationship. For example, if the employee is in your work plan and remains registered in your payroll, the employment relationship is normally maintained. There is therefore no need to declare a job termination to the CCQ. If you are not sure whether your situation justifies the declaration of a job termination, contact the CCQ s Customer Services. During vacations, maternity or paternity leave, or an absence linked to a work-related accident, sick leave, or absences of a similar nature, the employment relationship is generally not ended. You therefore don t have to declare a job termination in such situations. 5 Edition Chapeau, Les filles! The CCQ salutes women with the perseverance to choose training in a construction trade As part of the edition of the Chapeau, les filles! competition, the Commission de la construction du Québec (CCQ) awarded $2,000 scholarships to two women students in the construction sector. The recipients are Kim Santoire, a carpentry-joinery student, winner in the Construction Trades section, and Ariane Grenier, also a carpentry-joinery student, in the Construction Contractor section. On March 23, 2015, the CCQ launched the new program for women s equal access to the construction industry (Programme d accès à l égalité des femmes de l industrie de la construction [PAEF ]). This program reflects an unprecedented action plan on the issue of women in construction trades and occupations. All of the employer and union parties in the industry, as well as a number of government departments, agencies, and training centres, are taking part in formulating and implementing the program. Currently, the proportion of women in the construction trades and industries stands at 1.4%, and they represent only 4% of people entering the industry. The target of the new PAEF is to have a proportion of women on construction sites of at least 3% by 2018, by establishing effective ways of getting them interested in working in the industry. The CCQ is particularly proud to be associated with the Chapeau les filles! competition, which recognizes women determined to practise trades that are traditionally the domain of men. This competition also makes it possible to offer strong and relevant female models, who may have a positive influence on attracting women to the industry and its trades and occupations. 6 Criminal offences on construction sites Shorter processing time In December 2014, the Commission de la construction du Québec (CCQ) changed its internal process for processing criminal offences. This has made it possible to reduce the time between when a criminal offence is observed on a construction site and the sending of the file to the Bureau des infractions et amendes (BIA), the agency responsible for issuing police occurrence reports, from several months to an average of just over three weeks. Everyone understands that the more quickly people receive a fine for an offence that they have committed, the more quickly they will confront the consequences of their actions, and this will usually lead to a change in behaviour, explained Guy Lacroix, the CCQ s vicepresident, operations. Even though it is too early to fully assess the consequences of this change, we are convinced that this shorter timeframe will have a positive impact on compliance in the industry. The improvements made to the process include the reorganization of certain steps in processing and the creation of a team devoted to criminal files. Having a team devoted to criminal files has proved very profitable for the organization, noted Lacroix. Among other things, it frees capacity in our regional teams, who can therefore concentrate their efforts on the compliance issues specific to their territories. The review of processing procedures for criminal offences also made it possible to standardize the content of the files sent to the BIA, encouraging better links between the two organizations. Combined with the CCQ s rigorous application of the statute, the modifications made to this internal process help to encourage healthy competition on construction sites and lasting changes in behaviour.

10 Remember: YOUR monthly report is required The CCQ would like to remind you of the importance of transmitting your monthly report even if you have already made the payment electronically. The monthly report is required for keeping your file at the CCQ in good order. The payment and the monthly report must be received by the 15th of the month following the period covered. It is your obligation as an employer. If you re producing a report with no activity Your monthly report is required even when you are not declaring any hours of work for your employees. Don t forget to include your $15.75 payment with your report the minimum payment due in this situation. By producing your monthly report and making the payment every month, you will make sure that your file is up to date and not overdue, whether it involves processing your requests for services to the CCQ, penalties, or interest. If you need help filling out your monthly report or have questions, contact Customer Services for employers at Statutory holiday LABOUR DAY For the construction industry, Monday, September 7 is considered a paid statutory holiday. This means that all work done on this day will have to be paid at a premium wage rate, according to the provisions in the collective agreements for each sector.
