PRIMARY PURPOSE OF POSITION Effectively coordinate and lead the day-to-day operations of projects and staff in accordance with the City s Leadership and Management Capability Framework, Sustainable Sydney objectives and the Unit and Team business plans. 4. POSITION OBJECTIVES The major objectives to be achieved by the Public Domain Team Leader are: Effectively manage the day-to-day operations of staff in the provision of public domain works by private sector developers including: project management and monitoring; ensure accurate reporting on project status and outcomes; assessment and approval of Development Application, Construction Certificate and Roads Act submissions; reviewing technical manuals and systems; negotiating high level agreements with developers for the provision of public domain improvements; quality control of construction works on site and delivery of high quality asset infrastructure on behalf of the City Infrastructure and Traffic Operations unit. Identify and implement improvements to core business processes, business plans and strategies in consultation with the Public Domain Manager. Identify and recommend inclusions in operational and capital budgets, fees and charges schedules, cost estimates, review and identification of resourcing requirements and other financial management requirements in consultation with the Public Domain Manager. 2 Effectively mentor and manage the performance of staff to meet or exceed identified Key Performance Indicators (KPIs) and report on staff performance to the Public Domain Manager to secure consistent and high quality outputs from staff. Deliver a high standard of customer service that meets or exceeds stakeholder expectations and time-frames, and ensure that positive customer relations and effective communication is maintained. Be accountable for working conditions under the control of the position and detect any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare issues arising from any activity. 5. POSITION ACCOUNTABILITIES BUSINESS MANAGEMENT Create a workplace culture that is consistent with the overall Unit and that focuses on the mission, vision, guiding principles and values of the organisation. Identify, develop and implement business plans, systems and improvements, to streamline activities, improve business efficiencies, increase customer and stakeholder satisfaction and generally support the functions of the Public Domain team and the Public Domain Manager. Represent Council effectively on relevant internal and external forums and committees. Analyse forecasts, trends and developments of team activities and ensure any likely impact on Council is evaluated and reported on in a timely manner to the Public Domain Manager. Provide timely advice to the Public Domain Manager on all projects and requests, including Lord Mayoral letters, CEO correspondence and general correspondence. Undertake other tasks and duties as required by the Public Domain Manager. STAFF MANAGEMENT Provide high quality leadership, management and mentoring to staff in accordance with the organisation s Leadership and Management Capability Framerwork, policies and procedures. Empower employees to take responsibility for their jobs and goals, encouraging innovation. Delegate responsibility and expect accountability and regular feedback. Promote a spirit of collaboration, quality and integrity among team members that allows for productive debating of ideas. Coordinate the project workflow of staff and report project progress to the Public Domain Manager in relation to agreed milestones and Key Performance Indicators (KPIs). Monitor and manage staff performance to ensure that all are performing in accordance with established and agreed responsibilities and that steps are taken in a timely manner to address performance issues. 3 TECHNICAL MANAGEMENT Manage and mitigate risks associated with the negotiation, approval and delivery multi-million dollar public infrastructure projects in accordance with the City s Corporate Risk Management system. Ensure staff compliance with statutory obligations and time-frames. Negotiate appropriate agreements with developers for the provision of high quality public domain improvements and contributions. Establish and document guidelines for such negotiations to be followed by staff. Develop and maintain technical guidelines for key team processes, in consultation with the Public Domain Manager, to ensure quality control and compliance with relevant legislation, policies and procedures. Provide expert advice to internal and external customers on public domain, civil, stormwater management and landscape architectural issues and supervise / monitor team responses to public domain matters. Lead, coordinate and participate in cross-divisional working groups on major projects and issues for the City. Maintain and monitor asset registers and reporting for public domain projects and ensure timely and accurate handover and reporting of new assets to technical and financial management stakeholders. Oversee and advise on staff activities in approving plans, inspections and accepting works completed by developers. Ensure that all contracts, documents and financial transactions for Public Domain projects are consistent with legislation and policies. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. 6. WORK, HEALTH & SAFETY RESPONSIBILITIES Supervisors/Team Leaders are responsible for the health and safety of all persons under their direction. As such they are responsible for assisting their managers in implementing the WHS Policy and Safety Management System (SMS) by: Inducting all new and transferred workers Implementing risk management activities Stopping work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Actively promoting consultation, WHS training and access to information to ensure safe work procedures are understood and followed Managing, implementing and advising workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Reporting hazards and any work-related injuries/illness as soon as practicable; taking reasonable care; and taking immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. Matters that may have a significant effect on the strategic or policy direction of the unit, and Unit operations or budgets are to be developed in consultation with the Public Domain Manager. 9. ATTITUDE AND WORK ETHIC Able to plan, lead, organise and control work activities, including leading staff to meet high-level performance criteria. Accuracy and attention to detail and ability to work under pressure to achieve deadlines while balancing competing demands. ESSENTIAL CRITERIA Tertiary qualifications and extensive relevant professional experience in civil or stormwater engineering, landscape architecture, town planning or a related discipline. Demonstrated experience in the detailed assessment of design and technical plans and specifications for public domain works, including the ability to read and analyse design and technical plans and specifications. Demonstrated experience in the management of public domain construction works on site, including the ability to direct works and authorise changes to works. Highly developed leadership skills, with demonstrated ability in a senior capacity in leading a team to meet organisational goals and priorities. Demonstrated advanced problem solving and decision making skills to resolve conflicting issues. Demonstrated experience in effectively managing staff performance to meet established goals. Highly developed written and verbal communication skills, interpersonal skills and negotiation skills, including the ability to write business reports and give effective presentations. Demonstrated time management skills, including the ability to effectively manage competing priorities and interests in a high pressure environment. Current NSW Driver s license (Class C) or equivalent. Demonstrate a commitment to Equal Employment Opportunity, Work, Health and Safety and Cultural Diversity principles. DESIRABLE CRITERIA Demonstrated knowledge of the functions, obligations and operations of Local Government. Knowledge and understanding of the NSW statutory approvals process.
