1 PUBLIC WORKS DEPARTMENT HIGHWAY AND MAINTENANCE SUPERVISOR DEFINITION Responsible for the planning, administration and supervision of the operations of the highway, equipment maintenance, cemetery and tree divisions of the Department. Has overall responsibility for snow and ice operations which includes participation by employees and equipment from other divisions, departments and outside contractors. ESSENTIAL FUNCTIONS The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Under the general supervision of the Operations Manager or Superintendent, plans, lays out and supervises all the operations, maintenance and construction activities of the division. Participates as needed in operating vehicles and equipment, laying out work and doing manual labor. Establishes priority of wo rk to be done by the division, for projects done on a cyclical basis and those generated by work orders and complaints from the public or from emergencies. Determines manpower and equipment needs for projects and deploys resources accordingly. Visits work sites and makes inspection of work of Town personnel and contractors in progress and upon completion. Prepares attendance and payroll records of all division employees on a regular basis and for non-division employees when they participate in snow and ice operations. Manages payroll for contractor plow operators called in for snow removal operations. Manages all snow plowing and removal activity under direction of the Operations Manager. Organizes and manages the town s de-icing program. Plans and assigns plowing and sanding routes, makes vehicle and equipment assignments, ensures adequate stock of salt and sand. Participates in emergency operations arising from accidents and natural causes Receives and responds to complaints from public made by telephone and through internet-based system and from Town boards and departments. Ensures that work orders are opened to generate activity and closed when the problem has been resolved. Orders materials and equipment for use in Department operations, including gasoline, diesel fuel, stone, salt, hand tools and building maintenance supplies for garage 1
2 facility. Prepares specifications for purchase of equipment; works with dealers to ensure that the purchase meets the Town s needs. Provides supervision and training to employees; attends professional meetings to keep abreast of changes in equipment and laws and regulations pertinent to the Public Works Department. Manages program for repair of streets and sidewalks. Conducts an on-going pothole repair program; maintains traffic signals, radar signs, crosswalk signs and message boards. Conducts annual street line painting program for stop lines and crosswalks. Coordinates and provides general supervision over field activities, including roads, drains and sidewalk maintenance, forestry and tree maintenance and removal, and cemetery and landscape maintenance. Responsible for the proper maintenance of all equipment of the division, which includes an inventory of heavy equipment, power equipment and hand tools; maintains service records and determines maintenance needs. Responsible for the management of the equipment maintenance division that services PWD vehicles and those of the police, recreation, and other departments. Responsible for the genera l maintenance of the PW D garage, administration building, salt shed, and cemetery garage and office. Manages the annual clean up and sweeping of the town s streets and sidewalks and leaf removal on sidewalks and cemetery properties. Builds and maintains the town s storm water collection system; ensures the annual cleaning of the town s catch basins. Maintains the town fuel depot for all town departments. Inspects work performed by contractors under street opening permits to ensure adequate restoration of the pavement. Responsible for creating and maintaining a safe and healthy work environment SUPERVISION RECEIVED Under administrative direction, the incumbent works from policies, goals, and objectives; establishes short-range plans and objectives, departmental performance standards and assumes direct accountability for department results; consults with the supervisor only where clarification, interpretation, or exception to policy may be required or as requested by the supervisor. The incumbent exercises control in the development of departmental policies, goals, objectives and budgets and is expected to resolve all conflicts which arise and coordinate with others as 2
3 necessary. SUPERVISION EXERCISED Incumbent manager is accountable for the direction and success of programs accomplished through others. Responsible for analyzing program objectives, determining the various departmental work operations needed to achieve them, estimating the financial and staff resources required, allocating the available funds and staff, reporting periodically on the achievement and status of the program objective; and recommending new goals. The incumbent typically formulates or recommends program goals and develops plans for achieving short and long-range objectives; determines organizational structure, operating guidelines and work operations; formulates, prepares and defends budget and manpower requests and accounts for effective use of funds and staff provided; coordinates program efforts within the unit and with other departments; delegates authority to subordinate supervisors and holds them responsible for the performance of their unit's work; reviews work in terms of accomplishment of program objectives and progress reports, approves standards establishing quality and quantity of work; and assists or oversees the personnel function, including or effectively recommending hiring, training, and disciplining of employees. ACCOUNTABILITY Duties include division- level responsibility for technical processes, service delivery, and contribution to plans and objectives and fiscal responsibility for the department, including buildings, equipment and staffing utilization. Consequences of errors, missed deadlines or poor judgment could severely jeopardize department operations or have extensive financial and legal repercussions. JUDGMENT Guidelines, which may be in the form of administrative or organizational policies, general principles, legislation or directives that pertain to a specific department or functional area, only provide limited guidance for performing the work. Extensive judgment and ingenuity are required to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies. The incumbent is recognized as the department or functional area's authority in interpreting the guidelines, in determining how they should be applied, and in developing operating policies. COMPLEXITY The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or 3
4 evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data using specialized fact finding techniques; or determining the methods to accomplish the work. NATURE AND PURPOSE OF CONTACTS Relationships are constantly with co-workers, the public, groups and/or individuals such as peers from other organizations, and representatives of professional organizations. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance, including departmental practices, procedures, regulations or guidelines. May be required to discuss controversial matters where tact is required to avoid friction and obtain cooperation. CONFIDENTIALITY Employee has access to some confidential information in the performance of his or her duties. EDUCATION AND EXPERIENCE High School diploma or equivalent and five to seven years of experience in a public works, construction or public utility organization, including three years of supervisory experience, or any equivalent combination of education and experience. Associate s degree is preferred. Class A commercial driver s license with air brake and tanker endorsements, class 2A, 4A and 1C hoisting licenses are required. Certification as a competent person for the purposes of confined space entry is required. Construction supervisor s license and certification as a public works manager are preferred. KNOWLEDGE, ABILITY, AND SKILLS Knowledge: Knowledge of the methods, materials, tools and equipment used in public works construction and maintenance and operation of public works facilities. Abilities: Ability to organize and supervise the activities of multiple crews performing reconstruction and maintenance work. Ability to use heavy equipment. Ability to use hand tools. Ability to use personal computer for office applications such as Word, Outlook and Excel as w ell as specialized applications. Skills: Oral and written communication skills. 4
5 WORK ENVIRONMENT Working conditions involve occasional exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. Includes work under typical shop conditions or outdoor work which is suspended when weather conditions are poor. Incumbent may be required to work beyond normal business hours in response to emergency situations or to attend evening meetings. PHYSICAL, MOTOR, AND VISUAL SKILLS Physical Skills Work is typically in an office setting, involving sitting, with intermittent periods of stooping, walking, and standing. When in the field, may require some agility and physical strength, such as moving in or about construction sites or over rough terrain, or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them (up to 50 lbs.). There may be need to stretch and reach to retrieve materials. Motor Skills Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination. Visual Skills Visual demands require routinely reading documents for general understanding and analytical purposes. 5
