Background: NCNS is a leading Penrith community based organization providing community development, early intervention and prevention services to individuals, families and communities from diverse backgrounds in the Penrith LGA. NCNS initiates and supports development strategies to assist local services to build community capacity. We work from a social justice philosophical framework and are committed to reconciliation and early intervention. At present NCNS manages various projects and employs around 50 staff working towards achieving our goals and outcomes for the community. We are a proudly bi-cultural organization with up to 40% of our staff being Aboriginal. We have strong management and governance systems in place that provide a great deal of stability and support to staff. 4 4 PROGRAM MANAGER CASEWORK Penrith Location 4 days per week Salary Range $ $55.25 per hour, dependent on experience and qualifications Position Description 1. Role Objectives To oversee the Brighter Futures (BF) Program; Youth Hope (YH) Program; and Indigenous Advancement Strategy (IAS) Family teams at Nepean Community & Neighbourhood Services with a service area principally covering the Penrith LGA. To lead a professional and comprehensive child-centred and family focused service. The service will focus on creating positive outcomes for children and young people s safety, welfare and wellbeing and strengthening the family unit. To uphold the practice principles of the IAS, Brighter Futures and Youth Hope Programs, which promote, facilitate and support: - Healthy development in children - Strong, functional and well-supported families - Enhanced community capacity by strengthening and supporting families To work with Lead Agency Wesley Mission, to contribute to the ongoing development and evaluation of the Brighter Futures and Youth Hope Programs To develop the professional growth of staff within the IAS, Brighter Futures and Youth Hope Programs. To build a creative and positive workplace culture, where the focus is on a high quality service to children and families To support NCNS in providing a total service to the community - working closely with our NCNS teams to work with families in a grassroots, connected, community development approach to the work in communities. 2. Key Responsibilities 2.1 People Leadership Supervise and support the Brighter Futures and Youth Hope Team Leaders - Provide coaching and mentoring to develop their leadership and managerial capabilities - Ensure practices are aligned with policies and procedures

5 5 - Coordinate performance reporting including key performance indicators, development plans and annual appraisals - Promote activities to encourage a positive workplace culture and employee engagement - Provide values-led management leadership across the Casework team, modelling Respect, Resilience and Reconciliation in all our interactions - Ensure staff have the opportunity for de-briefing and appropriate clinical and administrative supervision 2.2 Project Management Oversight of high quality casework practice Working with the CEO and Finance Officer, manage the NCNS Brighter Futures and Youth Hope Program budget and ensure the Program is operating to the agreed budget Oversee child protection reporting for Brighter Futures & Youth Hope Oversight of the Brokerage budgets and processes Ensure Program is operating within agreed procedural framework and within the Service Provision Guidelines (SPG s) Responsible for the attainment of a minimum of 90% KPI target in the areas of Capacity Compliance for BF and YH; per the Wesley Mission Compliance and Quality Framework Management of critical incidents per Partner Agreement and Policies and Procedures Attend monthly Practice Forums Attend quarterly group needs mapping Attend Consortium Partner Meetings with CEO Create and maintain a positive, collaborative and reflective workplace culture. Support the vision and values of the projects (BF and YH), as well as those of NCNS. 3 Professional Responsibilities Perform duties according to the Nepean Community & Neighbourhood Services Vision and Values Statement, Human Resource, Work Health Safety and other relevant policy and procedure documents Ensure services are delivered in keeping with the Service Specifications, Brighter Futures Service Provision Guidelines (2017) and Youth Hope Service Provision Guidelines and the Wesley Mission Brighter Futures & Youth Hope Practice Manuals; and the IAS Project Plan Maintain an understanding of current evidence-based approaches within the context of family support, child protection, risk assessment, and best practice standards in the provision of effective child protection services to children and young people and their families Work within policy and legislation concerning privacy and confidentiality in all aspects of the work

6 6 Maintain a working knowledge of and adhere to the Interagency Guidelines for Child Protection NSW (2006), The Children and Young Persons (Care and Protection) Act 1998, the Privacy Act and other relevant legislation Manage all aspects of own workload and attend all meetings with CEO and Board Participate and at times lead session/s meetings including; case reviews, team meetings, team building initiatives, conflict resolution, service review, group supervision, planning and evaluation meetings Commit to a continuing process of personal/ professional development and skills acquisition, including participating in annual performance appraisal and development process Exercise any other authority which may be delegated from time to time with due care and professionalism, maintaining an awareness of agency expectations and standards at all times As an employee, be responsible under the Work Health and Safety Act 2011 for the work health and safety of everyone you deal with during employment activities. Report all hazards and injuries to your supervisor and the WHS Convenor and adhere to all NCNS Policy and Procedures in relation to Work Health and Safety A commitment and demonstrated skill, knowledge and behaviour to work with Aboriginal communities in a culturally respectful way 4 KPI s Program service delivery meets the 90% target Compliance and Capacity for Brighter Futures and Youth Hope Program timeframes are within agreed targets (eg initial contacts, ROSH responses etc) Program performance measures, as per current Performance/Quality framework, are within target range Child protection reports are actioned as per the Practice Manual and child protection reports and responses by Brighter Futures and Youth Hope demonstrate: Clear identification of the key issues impacting each child s and young person s safety, welfare and wellbeing Provides succinct yet thorough analysis of the key issues and rationale for decisions made, and Contains thorough plans to address and/or resolve immediate and long term safety and risk issues for each child. Identified Work Health safety matters are dealt with and resolved with-in required timeframes Key relationships with direct reports and key stakeholders are functioning well Outcomes from continuous improvement, quality audit and file readings demonstrate no major issues and recommendations are implemented Teams are working within the NCNS Safe Home Visiting Procedures

7 7 Selection Criteria Essential: Tertiary qualification(s) in Psychology, Counselling, Social Work, Social Science or related fields OR significant experience in Child Protection or Brighter Futures or similar Proven Child Protection experience - Minimum 3 years in either FACS Child Protection, Brighter Futures or Youth Hope, or similar. Proven leadership and management skills including: - experience supervising teams and staff; - leading practice reflection and team development; - setting and maintaining a positive workplace culture - confident decision-making under pressure - able to manage complex timeframes and deadlines Understanding and empathy for the range of issues faced by vulnerable children and families in child protection and early intervention Demonstrated skill, knowledge and behaviours to work with Aboriginal communities and staff in culturally respectful ways Proficiency using Structured Decision Making Tools, and coaching staff on their use in Best Practice. Current NSW or National driver s licence.
