1 NEPAD PLANNING AND COORDINATING AGENCY VACANCY ANNOUNCEMENT: PROGRAMME OFFICER MONITORING & EVALUATION AND KNOWLEDGE MANAGEMENT NO.VA/NPCA/17/38 The African Union (AU) established as a unique Pan African continental body, is charged with spearheading Africa s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia. The New Partnership for Africa s Development (NEPAD) is a programme of the African Union adopted in 2001 in Lusaka, Zambia, aimed primarily at poverty alleviation and promotion of economic growth and sustainable development in Africa. As a consequence of the integration of NEPAD into the structures and processes of the African Union, the NEPAD Planning and Coordinating Agency (NPCA) was established by the Decision of the 14 th AU Assembly of February 2010 as the technical body of the African Union, in replacement of the NEPAD Secretariat. The mandate of the NEPAD Agency is to: i. Facilitate and coordinate the implementation of continental and regional priority programmes and projects; ii. Mobilise resources and partners in support of the implementation of Africa s priority programmes and projects; iii. Conduct and coordinate research and knowledge management; iv. Monitor and evaluate the implementation of programmes and projects; and v. Advocate on the AU and NEPAD vision, mission and core principles/values. The offices of the NEPAD Agency are located in Midrand, Johannesburg, South Africa. Based on the Host Agreement between the Government of the Republic of South Africa and the African Union for NEPAD to serve as the interim AU Office Operating outside the African Union Headquarters, the NEPAD Planning and Coordinating Agency invites applicants who are citizens of African Union Member States for the post of Programme Officer, Monitoring & Evaluation and Knowledge Management, Comprehensive Africa Agriculture Development Programme (CAADP). The Comprehensive Africa Agriculture Development Programme (CAADP) is Africa s policy framework for agricultural transformation, wealth creation, food security and nutrition, economic growth and prosperity for all. In Maputo, Mozambique in 2003, the African Union (AU) Summit made the first declaration on CAADP as an integral part of NEPAD.
2 2 CAADP is implemented at country-level, while the NEPAD Agency provides implementation support to AU Member States, working closely with the African Union Commission, Regional Economic Communities and development partners. It aims to increase public investment in agriculture by a minimum of 10 per cent of national budgets and to raise agricultural productivity by at least 6 per cent. Specifically, CAADP aims to stimulate and facilitate increased agricultural performance through improvements in policy and institutional environments, access to improved technologies and information, and increased investment financing. P2 Midrand, Johannesburg, South Africa Head of Comprehensive Africa Agriculture Development Programme (CAADP) B. KEY PERFORMANCE AREAS Under the supervision of the Head of CAADP, the Programme Officer Monitoring & Evaluation (M&E) and Knowledge Management will be responsible for supporting the CAADP Team by gathering and analysing agriculture data and by monitoring and reporting on the implementation of the Malabo Declaration as encapsulated in the CAADP Results Framework. On the basis of this, she/he will also be responsible for the production and dissemination of specific CAADP knowledge products, in close collaboration with NPCA s Strategy and Knowledge Management (SKM) Unit and the Head of Strategic Planning and Knowledge Management. The support will also purpose to provide continental support to strengthen national systems and capacities for effective monitoring, reviewing and reporting on progress and results of the CAADP Malabo Commitments and targets. Specifically, the incumbent will undertake the following duties: 1. M&E on CAADP (working in close collaboration with AUC DREA [Department of Rural Economy and Agriculture] colleagues working on CAADP and other partners): 1.1 Take the lead and provide technical support to countries and RECs in tracking and reporting the implementation of Malabo Declaration; 1.2 Analyse and consolidate country and regional-level biennial reports, and compile continental level reports for presentation to the AU Summit; 1.3 Prepare quarterly and annual progress reports on CAADP implementation;
3 3 1.4 Develop an interactive database on CAADP s footprint and its results and emerging impact; a. Analyse agricultural statistical series and generate continental advisory notes in support of CAADP implementation at country level; b. Ensure agriculture data is well captured and integrated within NPCA s overall database; c. Keep up to date overviews of where CAADP implementation stands at country-level (NAIPs including timelines, contact person in national CAADP implementation structures etc.); 1.5 Realise a harmonised, complementary working relationship with African Union Commission Department of Rural Economy and Agriculture (AUC- DREA) colleagues working on M&E so as to avoid duplication of efforts and parallel processes. 2. CAADP Knowledge Management (working in close collaboration with NPCA s SKM Unit and the Head of Strategic Planning and Knowledge Management): 2.1 Compile specific thematic CAADP knowledge products (e.g. on agricultural technical vocational education & training, the adaptation of agriculture to climate change, agribusiness, agricultural risk management, land governance, gender and women in agriculture etc.) in close collaboration with the respective experts and technical advisors and officers. 2.2 Document best practices emerging from CAADP implementation; 2.3 Collate and disseminate continental CAADP knowledge products to the level of RECs and AU member states (e.g. in the context of CAADP Country Support and NAIP Appraisal Missions). 2.4 Utilise existing institutional NEPAD systems, structures and channels for continental knowledge dissemination. 2.5 Utilise the existing Knowledge Management system for further upscaling of CAADP pilot projects to additional AU member states. 2.6 Feed CAADP-specific content into the NEPAD and CAADP websites with a specific focus on providing information on the status of CAADP implementation at country-level and, to the extent possible, ensure the continuous functioning of the CAADP website. 2.7 Conceptualise and organise regular regional meetings for experiencesharing and knowledge exchange among CAADP stakeholders (e.g. among CAADP Focal Points) and in the context of the new CAADP Technical Networks. 3. Perform any other related duties as may be assigned.
4 4 C. Job requirements Required Skills and Competencies i. Solid knowledge of African agricultural statistics. ii. Solid knowledge of Monitoring and Evaluation Systems and Results-Based Management. iii. Working knowledge of policy analysis and development and programme and/or project management, implementation and monitoring. iv. Profound knowledge, expertise and practical experience in knowledge management. v. Familiarity with NEPAD, CAADP and experience in international development politics and working with international organisations. vi. Excellent oral, writing and editing skills. vii. High level of accuracy, attention to detail and thoroughness. viii. Ability to work under minimal supervision, be proactive, initiative and with sound judgment. ix. High level of integrity and accountability, flexible approaches to work coupled with enthusiasm, commitment and energetic. x. Ability to leverage limited resources and staff for maximum impact. xi. Ability to perform multiple tasks and work under pressure with a wide range of individuals and institutions. xii. Creative thinking, problem solving, communication and interpersonal skills. xiii. Maintain confidentiality at the highest level at all times. xiv. Sound analytical skills. xv. Excellent interpersonal skills. xvi. Ability to work in a multi-cultural and multi-national. D. Education and Experience: Candidates must have a minimum qualification of a Bachelor s degree in Social Sciences, Statistics, Business Administration or a related field, with a minimum relevant experience of five (5) years working with significant direct experience related to Monitoring & Evaluation in an agriculture development environment either within the public sector, multilateral institutions, international non-governmental or similar organisations nationally, regionally and / or internationally. E. Other relevant skills i. Ability to conduct independent research on global and regional economic, social and development issues. ii. Excellent working knowledge of computer applications (MS Word, Excel, Powerpoint etc) and database management. iii. Working knowledge of policy analysis and development and programme and/or project management, implementation and monitoring iv. Technically competent, knowledgeable, with experience in development issues and administrative management.
5 5 F. Language requirement: Proficiency in one of the following African Union working languages is a requirement; English, French, Portuguese and Arabic. Knowledge of one or more of the other AU working languages would be an added advantage. G. Tenure of Appointment: The appointment will be made on an AU short-term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. This is renewable subject to performance and availability of funds. H.
