1 Fire Investigation Technician/Evidence Collection Technician Program PURPOSE: The purpose for the establishment of the Fire Investigation Technician (FIT) / Evidence Collection Technician (ECT) program is to provide Envista a means to select and train qualified candidates as technicians who can attain full time fire investigator employment upon successful completion of this program. GENERAL REQUIREMENTS: The fire investigation technician/evidence Collection Technician candidate shall have at a minimum a high school diploma. An Associate or Bachelor s Degree is preferred. A thorough background check of the candidate will be completed prior to acceptance into this program. The job performance requirements include any and all of the JPRs as outlined in NFPA 1033 Standard for Professional Qualifications for Fire Investigator. Each candidate will be evaluated annually by one or more of the Regional Managers and/or the Technical Field Supervisors to ensure that the candidate is progressing satisfactorily in the program. All of the candidates will be required to complete continuous education training through formal education courses, workshops, and seminars. PROCEDURE: To qualify for Fire Investigation Technician, the candidate must undergo a 1.5-year training program that includes the successful completion of the 40 hour introduction to fire investigation training course (outlined below), successful completion of the requisite training modules as outlined in the IAAI-FIT and IAAI-ECT certification programs, and assisting with the examination of at least 50 fire scenes under the mentorship of an experienced Fire Investigator. The candidate will work alongside selected fire investigators in the Envista Fire and Explosion Division. Once the candidate completes this training he/she will complete the testing requirement for certification as an IAAI Fire Investigation Technician and Evidence Collection Technician. Upon successful completion of the initial training program, the candidates will continue with their core fire investigator training (approximately 5 years) until that time that they can satisfy the requirements for qualification to take the IAAI-CFI examination. During this five year period, the Fire Investigation Technicians will be required to complete at least 50 hours of tested training. The Fire Investigation Technicians will be encouraged to complete all of the fire investigation training modules offered through the CFITrainer website ( The PT&C LWG 40-hour introduction to fire investigation training program shall be delivered as follows:
2 Day 1 Day 2 Day 3 Day 4 Day 5 Introduction to Forensic Services 1 Intro to NFPA 1033/921 1 The Scientific Method 1 Legal Issues 1 Basic Electricity 4 Building Construction 2 Safety and PPE 2 Fire Dynamics 4 Origin and Cause 8 Documentation 4 Evidence Collection 4 Wildland fires 3 Vehicle fires 3 Review and Final Exam 2 Total Hours: 40 PRIMARY JOB RESPONSIBILITIES: Provides assistance as required on residential, commercial, industrial, vehicle and wildland site investigations to determine the cause and origin of fires or explosions. Assists with the collection of artefacts identified as evidence and prepares the required logs/reports. Assists with the documentation of the incident site. Assists with the documentation of the purported fire suppression/detection systems or intrusion detection systems. Assists with the interviews of witnesses, to include owner, occupants, tenants, etc. and neighborhood canvas to identify other potential witnesses to record statements Assists with interviewing of responding and investigating fire service personnel and other local officials as to their actions associated with the incident.
3 Assists with the collection of debris samples for ignitable liquid laboratory analysis. Assists with the preservation of equipment/components, etc. for further evaluation/ review. Assists with the storage of evidence retrieved from the scene. Assists with the research of the Consumer Product Safety Commission for product related safety bulletins and/or recall notices. Assists with the research of the National Highway Traffic Safety Administration for vehicle related safety bulletins and/or recall notices. Assists with preparation of reports, photographs, logs, evidence retrieval documentation, etc. Stays abreast of office and company policies, procedures, and practices; participates in ongoing training and development as assigned or approved to assure knowledge and skills remain current and comprehensive. Functions as an effective member of the team, assisting co-workers as needed and learning from colleagues and supervisors; supports the goals of the department, division, and organization; participates in special assignments and activities as required or approved; demonstrates initiative in the interest of the client and the organization. Upholds the values of Envista Forensics and its culture, consistently demonstrating professionalism, integrity and the highest standards of ethical behavior and professional conduct; conducts oneself in a manner that reflects favorably on the organization. Maintains the confidentiality of proprietary and sensitive information, exercising sound judgment and discretion in any disclosure of information related to Envista and its endeavors. Adheres to all applicable federal, state, and local laws as well as applicable regulations and standards. Other duties as determined by management GENERAL WORKING CONDITIONS/ENVIROMENT: Frequently requires work to be performed at the site of the property damage or loss, including locations where disasters or catastrophes have occurred; may require evening, overnight, and weekend travel and work; incumbent may be subject to outside weather and environmental conditions, including, but not limited to, extreme heat, cold, and precipitation; incumbent may be exposed to inside environmental conditions, including, but not limited to noise, vibrations, proximity to moving mechanical parts, electrical current, heights, chemicals, fumes, odors, dusts, mists, gases, or poor ventilation. The incumbent may be required to work in close quarters, crawl
4 spaces, small enclosed rooms, narrow aisles, passageways, or other enclosed areas, requiring physical agility and resistance to claustrophobia. The incumbent may be required to work in high areas such as roofs or scaffolding, requiring physical agility, balance, and resistance to acrophobia. Ability to safely operate a motor vehicle in a work capacity. SPECIAL REQUIREMENTS: Must be bondable and eligible for licensing as a private investigator where so required, some jurisdictions require written testing for licensing. Must be available for overnight travel and willingness to work weekends and holidays. Special training may be provided by Envista Forensics in order to progress, training and performance requirements must be met. Baccalaureate degree in a related field, or demonstration of equivalent knowledge and critical thinking skills is necessary. Must be able to successfully complete the Envista Fire Investigation Technician/Evidence Collection Technician Program within 18 months of his/her start date. PHYSICAL ACTIVITIES AND REQUIREMENTS: In addition to the working conditions and associated physical activities and requirements above, the incumbent may be required to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, or feel, especially in the course of investigating and assessing property damage; these requirements may include the need to lift weights of up to 50 pounds, including a ladder. The work requires close visual acuity, with or without correction, to prepare reports containing words, symbols, and numerical figures; the incumbent is required to view a computer terminal, use
