3 Welcome from Janet Archer, CEO Creative Scotland Dear All Thank you for your interest in the role of Director, Creative Industries at Creative Scotland. This is an important post for Creative Scotland and also for everyone who works in, or has an interest in, the Creative Industries in Scotland. Alongside arts and screen, the Creative Industries is one of our three major areas of responsibility and a core part of the Director's role will be to develop and implement a clear strategy to support the sector across Scotland. The Creative Industries are recognised by both the Scottish and the UK Governments as a key growth sector for the economy and, in Scotland, we are developing our support for these industries through the Scottish Creative Industries Partnership (SCIP), working with the Scottish Government, Scottish Enterprise, Highlands & Islands Enterprise, Skills Development Scotland, COSLA, Business Gateway and, importantly for this post, the Scottish Funding Council. As part of a ground-breaking partnership between Creative Scotland and the Scottish Funding Council (SFC), the role of Director of Creative Industries will work jointly with both organisations to create a bridge between education and industry to deliver a step-change in the impact of the creative industries on Scotland s economy and society. The creative industries are driven by people with individual creative skills generating and exploiting intellectual assets, contributing to economic development and jobs and, it is well documented that the creative economy is growing faster in Scotland and the UK than the economy as a whole. It is a vital part of Creative Scotland's role in supporting the creative industries that this growth continues and that we work in partnership with others to ensure the long term health of the sector. A successful creative industries sector in Scotland will benefit from strong connections across broader areas of arts and culture and different areas of practice. Creating a fertile environment for this cross-sector collaboration will be an important role for the Director, Creative Industries, working in partnership with other organisations and individuals to provide the right level of support and encouragement for the sector to thrive. We are looking for someone with ambition and enthusiasm someone who understands the creative industries sector and the central role of collaboration and partnership, and someone who is passionate about the contribution that this sector plays in Scottish life. We need someone who can work effectively with Government, with our staff and, importantly, with the people and organisations in the creative industries that we are here to support. 4 Advertisement Director of Creative Industries, Creative Scotland / Alba Chruthachail Creative Scotland is the national body which supports the development of arts, screen and creative industries across all parts of Scotland. We enable people and organisations in Scotland to work in and experience the arts and creative sectors. We do this by helping others to create culture through developing great ideas and bringing them to life. In April 2014 we published our Strategic Plan, Unlocking Potential Embracing Ambition, which presents a shared vision for the arts, screen and creative industries for the next 10 years. To help deliver this plan we are recruiting a Director of Creative Industries who will be responsible for the strategic overview and leadership for creative industries and establishing partnerships to drive forward the development, capacity building and growth of the creative industries. As part of a ground-breaking partnership between Creative Scotland and the Scottish Funding Council (SFC), the role of Director of Creative Industries will work jointly with the two organisations to deliver a step-change in the impact of the creative industries on Scotland s economy and society through enhanced interaction with Scotland s higher education institutions. 5 Background Creative Scotland is the national body responsible for helping the arts, screen and creative industries thrive in Scotland for the benefit of the public to enjoy and appreciate. We do this by supporting artists, filmmakers, creative industries and organisations across Scotland and by working in partnership with others to make this happen. We promote and facilitate access to the arts in the knowledge of the value it adds to people s lives. Director of Creative Industries, Creative Scotland, working in partnership with Scottish Funding Council The role of Director of Creative Industries will work jointly with Creative Scotland and the Scottish Funding Council (SFC) to deliver Creative Scotland s strategic objectives as well as a step-change in the impact of the Creative Industries on Scotland s economy and society through enhanced interaction with Scotland s further and higher education institutions. Creative Scotland will remain the host organisation for this post. The Director of Creative Industries will directly report to and be line managed by Creative Scotland s CEO with the Director of Research, Innovation & Outcome Agreements providing management from SFC. 7 Role Specification The Director of Creative Industries is responsible for the strategic overview and leadership for creative industries and establishing partnerships to drive forward the development, capacity building and growth of the creative industries in the context of our plan, Unlocking Potential, Embracing Ambition and in partnership with other public agencies in Scotland. It will ensure that our connecting themes, equalities and diversity, creative learning, digital and environment, are part of all of the Creative Industries team s roles. The Directors within the Arts, Screen & Creative Industries together with the Director of Strategy, work as a team and foster collaborative working, connected planning and policy making and knowledge sharing across the arts, screen and creative industries. The post will also work in partnership with the Scottish Funding Council to develop and implement a strategy to enhance the contribution of Scotland s further and higher education institutions to the Creative Industries The Director of Creative Industries will demonstrate the following key Accountabilities, Responsibilities and Competencies: 7

Accountabilities Key Accountabilities Requirement Leadership Lead on all Creative Industries responsibilities and support key external Creative Industries networks and companies operating across the Scottish Government definition of Creative Industries. The post will hold responsibility for a mix of specialisms, funding programmes and connecting themes. These include: Scottish Government defined Creative Industries Connecting themes are Equalities and Diversity, Creative Learning, Digital, and Environment. Be a member of the Senior Leadership, providing internal and external leadership of the development and achievement of Creative Scotland s mission and strategy. Sector Development The post-holder will play an instrumental role in furthering the successful growth and future development of the sector nationally by ensuring that Creative Scotland operates effectively as an intelligent funder and investor: utilising its resources to achieve the best possible value and outcomes. The role will work in partnership with SCIP, the Scottish Creative Industries Partnership. SCIP members are; Scottish Government, Creative Scotland, Skills Development Scotland, Scottish Enterprise, Highlands and Islands Enterprise, Scottish Funding Council, Scottish Development International, COSLA, Business Gateway, Scottish Local Authorities Economic Development Group (SLAED) 8

9 Transparency It will hold responsibility with the Chief Executive and senior leadership team to ensure a transparent, open, inclusive and positive approach to the organisation and its work through all partner, stakeholder and public engagement. ii. Responsibilities Key Responsibilities Requirement Working Relationships Work with/alongside the Chief Executive and provide Creative Scotland with dynamic and professional leadership consistent with its objectives and values. Support the Chief Executive and Board as necessary and represent Creative Scotland as required. Work with the Director of Arts and Engagement, Director of Film and Media and Director of Strategy to lead on Creative Scotland s overall strategy development and delivery Work with the Scottish Funding Council to provide strategic leadership in relation to the Creative Industries Work with the Director of Funding Operations to initiate, develop and deliver new and effective funding and business processes for the creative industries Work with other members of Creative Scotland and the Scottish Funding Council as required. 9

10 Leadership Lead a team of staff and create a management environment that ensures that they are empowered and encouraged to demonstrate and develop their talents and perform best for Creative Scotland. Lead on occasional national projects and initiatives on behalf of the Senior Leadership. Lead on the delivery of Creative Scotland s Creative Industries Strategy Lead and direct cross organisational working groups as required. Assessment Review Review assessments, moderate and recommend funding and investment decisions for Creative Scotland. Strategic Planning Contribute to the strategic planning process as part of the Senior Leadership. Managing Relationships Build and manage effective relationships with key Creative Industries stakeholders both within the public and private sectors. Identifying Opportunities Identify and recommend opportunities to extend the influence and raise the local, national and international profile of the Creative Industries in Scotland. Promotion of the Arts Promote and advocate for the Creative Industries nationally and at the highest level, acting as a spokesperson for Creative Scotland when required. Support Provide support, inspiration and guidance to staff, artists and creative practitioners. 10

Competencies Key Behavioural Competencies Requirement Expertise Leadership experience in the Creative Industries sector. A deep understanding of the Creative Industries sector in Scotland, together with the wider political and policy environment. Experience of working in a similar senior capacity and the ability to translate strategy into practical and achievable goals and objectives grounded in reality. Strategic Capability Change Leadership Excellent judgement, strategic thinking and ability to evaluate complex information across a broad canvas. Ability to develop strategy that responds to specialist sector development needs as well as promote new opportunities through cross working. Ability to initiate and implement strategic and operational change and achieve internal and external buy in. 11

12 Managing Internal & External Relationships Ability to identify, negotiate and maintain mutually beneficial internal and external relationships. People Leadership and Management Ability to turn high level thinking into efficient and effective operational processes through teams. Significant experience of leading and delivering complex projects and programmes of work to a successful conclusion at senior level, whilst focusing on the ability to continuously improve performance. Communication Skills Proven skills to engage and influence a range of people at senior levels. An ability to listen as well as deliver corporate messages. Delivery Focus A good understanding of Creative Scotland s duty as a public body, including under current equality legislation and its implications for the Creative Industries sector. Sound financial management skills and business awareness. Ability to interpret complex information and make judgements about levels of risk. Willingness to work across Scotland as required. Vision/New Thinking Ability to horizon scan to test and explore new ways of working. Interest in innovative ways to promote and encourage artistic and business development. 12

14 Conditions and Remuneration Salary Pension Notice Holiday Location Relocation 55,000 per annum A defined benefit pension scheme (final salary) is offered A notice period of three months is required on either side 37.5 days (inclusive of public holidays) Based in our Edinburgh office, with regular travel to our office in Glasgow and across Scotland.
