3 1.0 Purpose 1.1 The purpose of this document is to set out the terms of reference and membership of any of the virtual health informatics strategic working groups (to be referred to as strategic working groups) that were identified as part of the workforce planning workshop held in Leicester on 24/25 th January 2006 (to be referred to as the Leicester workshop) 1.2 In the initial stages of this activity it is difficult to predict how the workforce planning activity will develop, therefore, these terms of reference will remain under constant review and will be updated to reflect the changing situation The health informatics strategic workforce plan is designed to drive the delivery of workforce and professional development for all health informatics professions with a view to meeting the future needs of the service. 2.2 The plan is divided into ten key strategic elements as follows: SP (strategic plan) Number SP1 SP2 SP3 SP4 SP5 SP6 SP7 SP9 SP9 SP10 Strategic Element Define policies and processes to establish quality assurance and accreditation of the health informatics service Establish individual professional registration and accreditation Define a senior CIO role Establish a structured CPD pathway and decide who will lead this Establish a brand for health informatics Scope the body of health informatics knowledge, recognising boundaries and sub-specialities and refresh existing knowledge Facilitate interprofessional development learning with, and from, other professions Clarify the types of health informatics roles that will be needed Clarify supply and demand of health informatics roles to inform workforce planning Implement development of the Future Leaders project 2.3 Each SP element will be represented by a strategic working group which will act as a project team. 2.4 Each group will have an identified chair who will coordinate the activity of the group and be responsible for keeping the group working to plan. 2.5 A project mandate will be prepared as part of the delivery of this project using NHS Connecting for Health project delivery framework documentation. 4 2.6 A project initiation document (PID) will be prepared as part of the delivery of this project using NHS Connecting for Health project delivery framework documentation. The PID will cover the project as a whole. 2.7 A project brief document will be prepared for each of the 10 strategic groups using NHS Connecting for Health project delivery framework documentation. 2.8 These documents will be prepared by the NHS Connecting for Health Specialists Development Programme Manager. 2.9 A project plan will be prepared for each of the strategic groups that will inform the creation of an overall project plan. This will be created in negotiation with each strategic group A document will be created for each strategic working group The Health Informatics Professional Development Board will act as project board for the project Each group will consider the actions identified for the strategic element at the Leicester workshop and will produce a plan of how these initial actions will be delivered As these plans are put into action they will be reviewed on a regular basis by the strategic working group who will amend and add actions as the activity proceeds and develops It is expected that the strategic working groups will investigate and refer to existing work and documents that are in progress and available across the wider NHS and public sector It is expected that the strategic working groups will refer to other stakeholder groups and organisations to ensure wide consultation and participation and decrease the likelihood of working in silos The strategic working groups will need to identify the resource implications of the required activity and refer these back to the programme manager for consideration in the context of the wider ETD programme including reasonable expenses to allow the groups to operate effectively A reference library of all documents that are deemed to be relevant, or electronic links to the documents, will be established on the workforce planning SIG The following diagram summarises the process flow of activity related to the strategic planning groups and their relationship with the SIG: Crown Copyright 2005 Page 4 of 8

6 3.0 Membership 3.1 Membership to one or more of the strategic working groups is limited to people who have either volunteered, or been invited and approved, by the NHS Connecting for Health Specialists development programme Manager or the Chair of the Health Informatics Professional Development Board. 3.2 Details of the individual strategic working group facilitators and NHS Connecting for Health Programme Manager are contained in the following table: Name Job Title Role address Patrick Dodge Specialists Development Programme Manager (NHS CFH) Programme Manager and SIG Moderator SP1 Coordinator SP2 Coordinator SP3 Coordinator SP4 Coordinator SP5 Coordinator SP6 Coordinator SP7 Coordinator SP8 Coordinator SP9 Coordinator SP10 Coordinator 4.0 Accountability 4.1 The Health Informatics Professional Development Board will act as an advisory body for the delivery of the strategic plan. 4.2 A project board will need to be established to oversee the project 4.3 The NHS Connecting for Health Specialists Development Programme Manager will act as programme manager for the delivery of the strategic plan and will maintain the master copy of the plan, making sure that the latest version is always available on the SIG website. 4.4 Each strategic working group will be coordinated by a nominated chair who has accepted the role. 7 4.5 Each strategic working group will refer to the relevant section of the overall strategic plan, which outlines the key element that the strategic working group is responsible for, and will plan and carry out activities to ensure that the objectives of the plan are met. 4.6 As mentioned in paragraph 2.12, the plan that each strategic working group devises will feed into the overall plan and be visible to members of other strategic working groups. 4.7 Each strategic working group will be expected to refer to other strategic working groups where areas are identified that naturally cross boundaries. 4.8 The strategic working group chair will be responsible for submitting a regular report to the programme manager, either based on achievements and exceptions or periodically, to be agreed with the programme manager. 5.0 Meetings 5.1 The strategic working group, facilitated by the coordinator, can decide on the most effective way of working together that suits the members locations and working commitments. 5.2 The SIG website offers the opportunity to share documents with a wider audience and open up discussion threads on particular topics. 5.3 The Specialists Development Programme manager will act as moderator for the site and will monitor activity and post all documents as required. 5.4 The strategic working group will be required to produce regular records of meetings including action points that need to be included on the generic strategic plan. 5.5 The strategic planning groups will devise their own terms of reference in order to plan how best to meet the requirements of the groups activity. 6.0 Quality Control 6.1 There will be one central record of the strategic plan which will be maintained by the programme manager / moderator and will be made available on the SIG website. 6.2 Regular monthly reports will be submitted to the programme manager / moderator or as agreed otherwise (see paragraph 4.7). 6.3 These reports will be compiled into a master report by the programme manager / moderator and made available via the SIG website. 6.4 These reports will also be made available to the Health Informatics Professional Development Board, NHS Connecting for Health ETD Programme Management Office, which is the formal reporting route for the ETD workstream, and can be used with group members organisations to show the activity that they are involved in. 8 7.0 Communication 7.1 Communication processes will be vital to the successful implementation and delivery of the strategic plan. 7.2 The SIG website on will be the main communication tool for all aspects of the strategic delivery. 7.3 Members of the strategic working groups will be expected to use the site to access and share information and good practice would be to check the SIG on a weekly basis for content although the possibility of automatic update notifications will be explored. 7.4 The SIG website can be used to: share documents and news advertise workshops / meetings / events request information / collaboration initiate discussion threads Share best practice and lessons learnt 7.5 Communication will also take place by the formal reporting route. 7.6 All types of communication will be used to manage and develop the strategic activity to ensure a successful outcome of the project.
