2 Role Information Head of Education Western Balkans Role Type Pay Band Location Duration Reports to: Business, partnership & programme development PB7/F Belgrade, Serbia or Sarajevo, Bosnia and Herzegovina 2 years fixed term contract Director Western Balkans Role purpose This role leads on developing strategic partnerships and securing funding for the Education programme, as well as design and delivery of the Education and partnership programme in the six Western Balkans countries. The post holder will be responsible for the development, delivery, evaluation and measurement of impact of the Western Balkans Education plans, ensuring they meet financial and impact targets, in accordance with wider regional, sector and corporate priorities and which generate value to the UK. Geopolitical/Strategic Business Unit/Function overview: The British Council in the Western Balkans is part of the Wider Europe region of fifteen countries which borders the Middle East to the south, Asia to the east and EU Europe to the west. The region s population, currently around 335 million, will be 2 billion people by 2050, with the majority living in an urban environment. In the Western Balkans we create friendly knowledge and understanding between the people of the UK and other countries. We have more than 75 years of experience in the Western Balkans and six offices across the region. We work with local, UK and international partners. We design and implement programmes, deliver donor funded contracts, offer advice and consultancy to governments, deliver training programmes, administer international exams, teach English and run English testing for organisations and institutions, advise UK companies on market opportunities and provide information about the UK. Instability, corruption and weak rule of law in the Western Balkans countries directly impact on the security and prosperity of the UK and the rest of Europe. Once again, tensions across the Western Balkans region are high with rising nationalism and growing religious sentiment. The role of competing external influences is pulling the region in different directions and further escalating the existing tensions. Despite economic improvements, GDP per capita is low. Youth unemployment is one of the highest in the world (up to 60 per cent) prompting concerns that with such bleak economic prospects the six countries will become a breeding ground for extremism. To help ensure a secure and prosperous future for the people of the Western Balkans, we work with governments, international organisations, businesses and other partners on institutional reform and capacity building. We enable professionals and young people to gain international skills and qualifications that will help them prosper and build a better future. Our key area of focus is on vocational education, entrepreneurship and core skills, with English as a key skill which supports this objective. We work in visual arts, film and music to build trust and 2 Head of Education Western Balkans

3 understanding between people in the UK and the Western Balkans. Through our digital platforms, over 2 million people each year discover more about UK culture and education. Main opportunities/challenges for this role Opportunities To design high quality education interventions that address audience, stakeholder and donor needs, tangibly improve education outcomes and raise standards in education in the local country context; To build organisational and personal profile with a range of national education stakeholders and agencies in the Western Balkans; To develop sustainable business models for delivering the programme including attracting funding from corporates, trusts, foundations and other partners; To ensure a coherent and clearly articulated programme which demonstrates reciprocity between the UK and the Western Balkans, brings benefit to the UK and reflects its diversity; Working closely with regional sector Directors, the post holder will support key existing partnerships and ensure the fit with our mission and integration of our offer. Challenges To ensure that current Education business delivery models are fit-for-purpose and build sustainable models and processes, in alignment with regional and corporate strategies. To increase our capacity to develop new streams of local income and/or generate resources through partnership working, maintaining and developing a dynamic programme of external partnerships, and through business development or fundraising in order to bring significant contribution and increase income and impact targets of Education programme. Main accountabilities for this role: To lead and manage the planning, delivery and business development activities of Education projects to ensure successful delivery of agreed objectives and plans for the British Council and its clients. Sector/subject expertise Maintain an authoritative knowledge of the UK and British Council s strengths, reputation and capacity within Education sector with emphasis on (but not limited to) education core skills and technology in schools and entrepreneurship, in order to work with colleagues and practitioners to maximize its cultural relations impact. As appropriate, represent the British Council externally to enhance its reputation as a credible authority in Education and to promote intercultural understanding and new collaborative opportunities Contribute to the development and delivery of training, support and knowledge-sharing activities to build skills and capability in Education across the BC. Strategy & planning Lead on strategy and planning, ensuring an appropriate balance is struck between cluster/ regional/sector/corporate priorities and market opportunities; Lead on the delivery of Education programmes and be accountable for their financial and audience targets; 3 Head of Education Western Balkans

4 Contribute to the development of the Wider Europe regional strategy, aligned with wider corporate priorities and targets, ensuring the British Council maximises local market opportunities to deliver optimal impact in a financially sustainable way. Relationship, stakeholder and key account management Identify, cultivate and manage high-level, strategic alliances with key partners and stakeholders to ensure achievement of British Council objectives within the Western Balkans. Ensure that British Council is recognised as a leading authority on education reform in the Western Balkans and as an organisation that is a trusted source of advice and delivery capability; Lead the planning, coordination and delegation of appropriate account management responsibilities and targets to Education colleagues across the Western Balkans in order to support effective business development, pipeline planning, income generation and partner cultivation. Build and maintain excellent relationships with internal partners and stakeholders, to ensure effective and integrated delivery of agreed business objectives. Operational management Negotiate with country-based, regional and sector colleagues to agree optimal resource allocation, organisational structures and staff deployment to enable effective and profitable achievement of the Western Balkans Education plan. Monitor and review the performance against plan, taking remedial action where required, to ensure achievement of agreed targets. Provide monthly, quarterly and year-end reports on performance of the business, to enable effective decision-making and planning at country, regional and sector levels. Leadership & management Develop, motivate and manage the performance of the Western Balkans Education team across countries to ensure it creates the right climate to achieve its objectives. Articulate a clear and compelling vision for Education objectives in the Western Balkans, to ensure that all staff have clarity about medium-term strategy and direction, and are committed to achieving a set of shared goals. Manage any other members of staff or external consultants from whom project support may be needed, ensuring effective contractual management of part-time and temporary staff and consultants when relevant.
