2 Emergency Operations Plan (EOP) Outlines the strategy for responding to and recovering from a threat, hazard, or other incident Information in the EOP is to be used during response and should provide abbreviated guidance and quick reference material The Hazard Vulnerability Analysis (HVA) is the basis of the EOP The Incident Command System (ICS) should serve as the foundation on which to design the organizational structure and processes included in the EOP Emergency Management Program Emergency Management Committee HVA Slide 4 Module 4 - HICS and the Emergency Operations Plan (EOP) (C) Tina T. 4 Typical EOP structure: Introduction Base Plan Functional Annexes Support Annexes Incident-Specific Annexes Appendixes Base plan Explains the role, assumptions, and authority on which response and recovery is based Presents how the organization will coordinate internal and external activities for responding to any hazard Includes an ICS-based organizational chart (e.g., HICS) with functional descriptions and responsibilities of key departments and positions Provides an understanding of how the organization responds and how it interfaces with its outside environment during response (C) Tina T. 5 Base plan Includes: Purpose and/or mission: Goal and objectives Scope Situation and assumptions Policies and authorities Concept of operations Possible healthcare concept of operations stages: Event recognition Initial notification and activation Mobilization Incident operations Demobilization Transition to recovery Functional Annexes Focuses on the management and operations of functional areas. Specific, more detailed response guidance for each functional area, including the following: Provides the general response objectives for the functional area, the response structure, activation, and mobilization procedures specific to that function Concept of operations for each functional area Position descriptions and qualifications; operational checklists (Job Action Sheets [JAS]) for the positions Forms (including ICS forms) and other job aids to accomplish the task (C) Tina T. 6 Support Annexes Process, procedure, and policy guidance that may apply to more than one or all of the EOP functions, including the following: Common administrative requirements Response process and procedures Occupant emergency procedures Worker safety and health procedures Media policy and procedures Continuity of operations process and procedures Resource ordering procedures Response and recovery financial management procedures Emergency credentialing and privileging of volunteers and mutual aid personnel Others Incident Specific Annexes Standard Operating Procedures (SOP) for each priority hazard identified in the HVA Explain the initial response the organization will take to each incident: Weather emergencies HAZMAT Infectious disease outbreaks Explosive threat Security situations Infant abduction Civil disturbance Others as identified through HVA (C) Tina T.
