Purpose of the Directorate The Directorate exists to ensure Auckland DHB and Waitematā DHB with the wider healthcare system is to accelerate Māori health outcomes in the Auckland DHB and Waitematā DHB district by: 1. Leading the Auckland DHB and Waitematā DHB Māori health provider arm planning process. 2. Providing intelligence based guidance to the DHB on best practice and excellence required to accelerate Māori health gains particularly in a Plan indicator areas. 3. Leading the Auckland DHB and Waitematā DHB commitment to increase the Māori health workforce and leadership representation in the Auckland DHB and Waitematā DHB and in the wider healthcare system in Auckland (Capacity and Capability). 4. Leading the organisation s commitments to provide patient and whānau centred support to vulnerable Māori whom are admitted to inpatient services and access care provided by the Provider Arm. 5. Link with the Funding and Outcomes Teams on Māori health strategy and implementation. Purpose of General Manager Position To work closely with the Chief Executives and Executive Leadership Teams (ELT) to accelerate Māori health outcomes in the Auckland DHB and Waitematā DHB district by: Waitemata District Health Board -JOB DESCRIPTION - Page 2

Providing robust advice and guidance to the CEOs on critical KPIs for the executive aligned to the acceleration of Māori health outcomes in the DHBs Annual Māori health plans (as related to the provider arms) and the development of the Māori health workforce at Auckland DHB and Waitematā DHB (Capacity and Capability). 2. Working alongside the Chief Advisor Tikanga to provide clear direction to the Board and ELT on how to fulfil our Treaty obligations to Mana Whenua. 3. Working alongside Funding and Outcomes to develop and lead Māori health strategic and annual planning for Auckland DHB and Waitematā DHB. 4. Leading the organisations commitments to accelerating the increase in the supply, retention and leadership capacity and capability of the Māori health workforce in Auckland DHB and Waitematā DHB and wider Auckland healthcare system 5. Working alongside the Chief Advisor Tikanga to ensure the organisation s practice of Tikanga Best Practice and cultural responsiveness is being successfully implemented and adhered to. 6. Leading the organisations commitments to provide patient and whanau centred support to vulnerable Māori who are admitted to inpatient services and access care provided by the Provider Arm. KEY TASKS Strategic Leadership in Māori Health Provides strategic guidance and leadership on Māori health for governance, management and clinical leaders EXPECTED OUTCOMES Board and Executive Leadership Team 1. With the Chief Advisor Tikanga, guide the Board, CEO and Executive Leadership Teams governance of their Treaty based relationship with Mana Whenua. 2. Provide strategic leadership and organisation performance guidance to ELT on how we are impacting on Māori health and recommendations for improvement, including ELT KPIs. 3. Where agreed and required, implement projects to improve service design and delivery impact on Māori. 4. Provide whole of healthcare system leadership in association with Funding and Outcomes. 4 KEY TASKS Outcomes Provides quantitative, qualitative information and advice on how the healthcare system is impacting on Māori Workforce Increase the number and retention rate of Māori in the healthcare system pipeline EXPECTED OUTCOMES 5. Work across the healthcare system to provide advice on how Māori health objectives can be achieved. 6. Provide public information on how Auckland DHB and Waitematā DHB is impacting on Māori health. 7. Whole of organisation leadership and advocacy for accelerating Māori health gain. 8. Work across the organisation clinical and managerial leadership teams to ensure Māori health priorities are reflected in service design and delivery and impactful on improving. Planning 1. Working alongside Funding and Outcomes to produce annual and strategic planning documents and advice for the organisation on Māori health where required. 2. Ensure appropriate consultation and engagement with both the organisation and Māori health external stakeholders has taken place related to provider arm strategies. 3. Measuring and reporting on healthcare system impact on Māori heath related to provider arm actions. 4. Produce, as required, frequent monitoring and performance reporting on Auckland DHB and Waitematā DHB is impacting on Māori access to care and Māori health outcomes in hospital settings for governance and management leadership. 5. Publish, in consultation with key stakeholders, information and reporting on Māori health gain in Auckland DHB and Waitematā DHB. 6. Provide governance on research on Māori. 7. Ensure the organisation s governance and consent processes for Māori, with Māori and about Māori meet appropriate standards of ethical and research best practice. Increase Workforce Supply and Retention 1. Increase the number of Māori recruited and the retention rate to increase the proportion of Māori employed and working in Auckland DHB and Waitematā DHB to more closely reflect a minimum the District s population. 2. Support the Chief Advisor Tikanga to increase Organisation Responsiveness to Māori Culture and Tikanga, 3. Support the Chief Advisor Tikanga to implement and sustain the delivery of Tikanga training that improves the cultural Waitemata District Health Board -JOB DESCRIPTION - Page 4
5 KEY TASKS Whānau Ora Services to Hospital Inpatients Cultural Safety Commitment to the principles of Treaty of Waitangi Honoring Cultural Diversity Recognise individual responsibility for workplace Health & Safety EXPECTED OUTCOMES responsiveness of ALL Auckland DHB and Waitematā DHB staff to Māori patients, their whānau and communities. 4. Ensure implementation is efficient, cost effective and relevant to the daily practice experience of staff. 5. Support line managers and clinical leaders to get the best out of their Māori staff by providing coaching, mentoring and leadership support to grow Māori leadership potential in the organisation. Workforce Innovation 6. Working with other parts of the organisations to implement initiatives and innovations that are evidence based and proven to increase the employment, retention and successful leadership aspiration of Māori health workforce. 7. Ensure all relevant KPIs are met. Whānau Ora Services 1. Provide patient and whānau ora centric services to Māori patients and their whānau whom are admitted to hospital. 2. Provide whānau ora centric support that improves whānau experience of healthcare and increases their resilience to better manage their healthcare. 3. Provides evidence and regular reporting on the volume, quality and impact of services on Māori patients and their whānau experience. 4. Supports services and works alongside clinical and management leaders to improve their own practice in providing services responsive to Māori. 5. Ensure all relevant KPIs are met. 1. Models and ensures the Division and all staff model the behaviours, practices and responsiveness to cultural safety as required of our colleagues. 2. Our cultural differences are acknowledged by respecting spiritual beliefs, cultural practices and lifestyle choices. 3. Ensures the professional and political integrity of Auckland DHB and Waitematā DHB by carrying out all functions in compliance of the Treaty of Waitangi and by demonstrating a serious commitment to keeping the treaty alive. 4. 7 BEHAVIOURAL COMPETENCIES COMPETENCY COMMUNICATION AND INTERPERSONAL SKILLS DESCRIPTION The General Manager, Development will have a high level of verbal and non-verbal communication skills, excellent at managing complex relationships and experienced in stakeholder management. This includes being proficient in Te Reo and knowledgeable of Tikanga and its application to practice in healthcare organisation contexts. Critical to this role is communication and interpersonal skills to be able to represent Auckland DHB and Waitematā DHB as an agent of the Crown with a statutory role to improve the health of Māori in our District and reduce inequalities between Māori and non-māori under the relevant legislation. The General Manager, Development has the necessary communication and relationship management skills to be able to facilitate, broker, negotiate, work with and communicate between Mana Whenua, Matāwaka and the organisation. Situations may often call for tact, diplomacy and will require information to be handled in a discreet and sensitive manner. In conflict situations will be required to exercise sound judgement, negotiation and persuasiveness skills, toward facilitating a workable outcome. PROBLEM COMPLEXITY The General Manager, Development will be regularly challenged by a wide range of competing issues. There will be a requirement to be able to prioritise issues and negotiate time frames, while still providing a quality customer service. This role will also be regularly challenged to advocate and persuade others to prioritise Māori health. The range of problems will be diverse and require solutions customised to meet the circumstances of the client. Therefore opportunities will arise to provide innovative options to the client based on proven outcomes. This role will often be required to negotiate an optimal fit between the organisation s objectives and what is feasible for improving Māori health. 8 There will be demands to meet deadlines, maintain accuracy and quality of information. Failure to do so could impact on the organisation in terms of missing opportunities to improve the healthcare experience of Māori, equipping staff and healthcare providers with the necessary tools to improve Māori access to health and not developing enough Maori staff to be more responsive to Māori health. The General Manager will refer to the Director, Strategic Development and other members of the Executive Leadership Team among others for advice or second opinions. SCOPE FOR ACTION The General Manager, is empowered to make decisions or recommendations relating to planning and execution of activities, events and tasks that are consistent with the organisation s aims or projects to which they are assigned. This role is encouraged to use initiative and problem solving skills to develop innovative approaches to issues. Discretion is required to be exercised in releasing confidential information to the appropriate parties. DIMENSION OF THE POSITION Responsible to the CEOs Waitematā DHB and Auckland DHB for the achievement of agreed objectives within the confines of Waitematā DHB and Auckland DHB Health. National and regional contributions will be agreed as they are confirmed within the appropriate national and regional accountability structures (e.g. Tumu Whakarae, Northern Regional Māori GM forums). 9 PERSON SPECIFICATION POSITION TITLE: General Manager Qualification Experience Minimum Tertiary degree in a health related field. 3 years or more in a general management or senior clinical role in a large and complex health related service that delivers to Māori. Experience working in Māori health issues both directly and/or indirectly. Some operational policy development experience to inform implementation and/or service delivery improvement. Knowledgeable about how communications can support an organization or business implementation of improvement goals. Knowledgeable about Māori health and other service based industries that are responsive to Māori health need. Knows how healthcare systems work and levers for change. Keeps updated on changing Preferred Postgraduate degree in health related field Evidence of continuous learning and professional development in public health/population health with an emphasis on inequalities and improving equity. 5 years or more in general management with some clinical and/or operational management experience. Experience in managing contracting, planning and funding directly or teams with responsibilities for planning and funding healthcare services for Māori or other groups experience in equity of access to care. Seasoned expert in managing/coordinating complex stakeholder groups including Mana whenua, iwi and/or other treaty based relationships, DHB and/or primary healthcare providers. 10 approaches to healthcare improvement, Māori health and population health. existing channels based on evidence and measurement of effectiveness that impact and improve Māori health. Skills/Knowledge/Behaviour Excellent communication skills in range of genres written, verbal and non-verbal. Proficient Te Reo and tikanga practitioner on behalf of crown agencies. Excellent presenter and public speaker. Excellent customer services focus both Māori and staff who work with Māori. Business planning, funding, contract management, able to manage budgets and is financially literate at an executive level. Highly knowledgeable about general health industry trends, issues and challenges and implications for Māori health improvement. Actively engaged in structured workforce and leadership development in Māori health. Understands risk to Māori health outcome improvement. Understands the nature of relationships and how Crown entities or agencies of the Crown engage with Māori under Treaty of Waitangi principles. Expert Te Reo and tikanga practitioner in multiple Māori cultural and organisation contexts. Expert customer relationships skills that influence and make an impact and can effectively transform teams. Expert influence on business planning cycles that shift resources to and for Māori health improvement.
