1 Policy Manager Job Profile About the HCPC The Health and Care Professions Council (HCPC) is the regulator of 16 different health professions, set up to protect the public. To do this, we keep a register of health professionals who meet our standards for their training, professional skills, behaviour and health. The organisation employs around 240 employees, who work in nine departments - Registration; Fitness to Practise; Education; Communications; Policy & Standards; Operations; Human Resources; Finance and IT. About the Policy and Standards Department The department researches, writes and develops reports and policy documents relating to the work of the HCPC. It also oversees the process of consultation, and the creation of any Professional Liaison Groups or other working groups created within Policy & Standards. - The Director of Policy and Standards heads up the department and is a member of the Executive Management Team (EMT), taking responsibility for the strategic aspects of Policy and Standards and the work plan/ agenda. o The PA to Director of Policy and Standards provides proactive administrative and secretarial support to the Director of Policy and Standards and Director of Communications Vacancy x1 o The Policy Manager assists in developing and implementing the Council s policy and strategy, taking responsibility for areas of the Policy and Standards Department s work. o The Policy Officers (x2) research, write and develop reports and policy documents relating to the work of HCPC

3 Job Description Policy Manager Department: Reports To: Policy and Standards Director of Policy & Standards Direct Reports: Policy Officer x 2 Salary Band: Band C Scope of Job To lead and manage Policy Officers within the Policy and Standards Department. To assist in developing and implementing the Council s policy and strategy, taking responsibility for an area or areas of the Policy and Standards Department s work. To research, write and develop reports and policy documents relating to the work of HCPC and assist the Council in establishing and reviewing standards. Main Duties and Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HCPC. Management and project work To lead, manage, support and motivate Policy Officers within the Policy and Standards Department, overseeing their day-to day work and workload. To actively contribute to the Department s workplan, including developing and exploring potential areas of work. To oversee budget for area of policy responsibility. To participate in cross-departmental projects relevant to Policy and Standards. To manage and provide support to any Professional Liaison Group (PLG) or other working groups.
4 Research To monitor policy, legislative and other developments relevant to professional regulation and the role of the HCPC and identify any implications for the organisation. To undertake research and provide background briefings and information for Council members, management team and external organisations on request. To research and prepare HCPC responses to external consultations, including consultations where complex policy decisions and external advice are needed. Writing To write briefings, reports, consultation documents, Council and Committee papers, material for the website and intranet, and other documents as required. Communications and Liaison To actively contribute to Policy and Standards Department communications work, internally and externally, working with the Communications Department where appropriate. To advise management team and employees on important policy and standards issues where appropriate, ensuring close links are established between Policy and Standards and other areas of the HCPC. To represent and promote the HCPC at conferences, meetings and other events including participating as a panellist at HCPC events. To work in collaboration with the Communications Department to develop and maintain relationships with key stakeholders, including Council members, on policy matters. General To assist the Director of Policy and Standards as required. Understand the information security requirements for information accessed or processed in carrying out the duties of the role, treating the information with appropriate care as set out in the Information Classification and Handling Policy. Carry out the responsibilities of the post with due regard to the HCPC's Equality and Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times.
5 Person Specification Essential Educated to degree level or with equivalent skills and knowledge. Proven ability to work effectively in a policy, public affairs or regulatory environment. Proven ability to lead, manage, support and motivate a team, including monitoring performance. Proven ability to build effective internal and external stakeholder relationships including demonstrated networking and negotiation skills and ability to manage working groups. Excellent written English, with proven ability to research and write accessible, clear policy documents and reports for a range of audiences. Excellent oral communication skills, with ability to communicate effectively at all levels of seniority, including ability to convey complex information in an accessible way. Proven ability to write and deliver presentations to different audiences. Proven ability to act as a credible, informed spokesperson on policy and standards issues. Proven ability to develop in-depth understanding of legislation and to critically apply this knowledge to policy development. Proven ability to manage projects, weigh up conflicting demands and make decisions independently. Excellent interpersonal skills with high levels of tact, diplomacy and political awareness. Ability to work effectively as a member of team. Willingness to travel on a regular basis throughout the UK and overseas, including overnight stays as required. Sound working knowledge of window based software packages, including word processing, spreadsheets, databases, electronic mail, and the internet.
