1 NEPAD PLANNING AND COORDINATING AGENCY VACANCY ANNOUNCEMENT: FINANCE OFFICER NO.VA/NPCA/18/16 The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia. The New Partnership for Africa s Development (NEPAD) is a programme of the African Union adopted in 2001 in Lusaka, Zambia, aimed primarily at poverty alleviation and promotion of economic growth and sustainable development in Africa. As a consequence of the integration of NEPAD into the structures and processes of the African Union, the NEPAD Planning and Coordinating Agency (NPCA) has been established by the Decision of the 14 th AU Assembly of February 2010 as the technical body of the African Union, in replacement of the NEPAD Secretariat. The mandate of the NEPAD Agency is to: i. Facilitate and coordinate the implementation of continental and regional priority programmes and projects; ii. Mobilise resources and partners in support of the implementation of Africa s priority programmes and projects; iii. Conduct and coordinate research and knowledge management; iv. Monitor and evaluate the implementation of programmes and projects; and v. Advocate on the AU and NEPAD vision, mission and core principles/values. The offices of the NEPAD Agency are located in Midrand, Johannesburg, South Africa. The Grow Africa partnership was founded jointly by the African Union (AU), The New Partnership for Africa's Development (NEPAD) and the World Economic Forum in Grow Africa works to increase private sector investment in agriculture, and accelerate the execution and impact of investment commitments. The aim is to enable countries to realise the potential of the agriculture sector for economic growth and job creation, particularly among farmers, women and youth. Grow Africa broker s collaboration between governments, international and domestic agriculture companies, and smallholder farmers in order to lower the risk and cost of investing in agriculture, and improve the speed of return to all stakeholders. The partnership engages over 300 organisations working to implement responsible and inclusive investment commitments in 12 countries. The mandate of the NEPAD Agency is to:
2 Based on the Host Agreement between the Government of the Republic of South Africa and the African Union for NEPAD to serve as the interim AU Office Operating outside the African Union Headquarters, the NEPAD Agency invites applicants who are citizens of African Union Member States for the post of Finance/ Procurement Officer. A. Post Job Title: Finance/ Procurement Officer. Position Level: P1 Duty Station: NEPAD Planning and Coordinating Agency, Midrand, Johannesburg, South Africa. Supervisor: Chief Operating Officer B. Key Performance Areas Under the supervision of the Chief Operating Officer (COO) of The Grow Africa programme, the Finance/Procurement Officer will be part of the Finance/Procurement Team of the NEPAD Agency, and provide input in the management and administration of the financial, accounting, budgeting and procurement processes of the Agency. The major duties and responsibilities of the Finance/Procurement Officer are to support the Chief Operation Officer in accounting, planning / budgeting, procurement and compliance activities for the Grow Africa programme Key Performance Areas 1. Maintain financial files and records 2. Prepare and check monthly management accounts and quarterly reports for donors 3. Ensure transactions are accurately recorded and entered into the computerized accounting system (SAP) 4. Monitor and check completeness of project codes and Grow Africa related chart of accounts 5. Undertake monthly bank reconciliation for both foreign and local currencies and report monthly cash flow status 6. Assist with preparation of quarterly and annual budgets 7. Maintain the planning and forecasting model(s) 8. Monitor core and project budgets and report any variances to the Chief Operation Officer for corrective action 9. Monitor and update on donor grants 10. Establish and maintain supplier accounts 11. Organise and run tender processes 12. Maintain the purchase order system 13. Processes supplier invoices for payment 14. Monitor and ensure financial procedures are followed and advise the Chief Operating Officer on any divergences
3 15. Liaise with internal and external Auditors and implement agreed Internal and External audit recommendations 16. Assess and minimize the financial risk exposure of the Grow Africa programme at all times 17. Advise on compliance in NEPAD Agency with agreed financial procedures within the corporate financial standards 18. Perform any other related duties as may be assigned. C. Job requirements i. Excellent analytical, interpersonal, networking, negotiation and communication skills i. Good knowledge of the Accounting packages such as SAP, ACCPAC and PASTEL ii. Excellent computer application skills (Microsoft Office package - MS Word, Excel, PowerPoint and Publisher) Good knowledge of the African Union system iii. Exceptional interpersonal skills, a teamwork orientation and ability to interact harmoniously and effectively with colleagues from diverse disciplines, perspectives, countries and cultures. iv. The incumbents must demonstrate ability to make objective decisions and resolve problems, v. Exercising the highest sense of responsibility in the handling of confidential and sensitive issues in a reasonable and mature manner. Also of vital importance are diplomatic skills and the ability to generate innovative, practical solutions to challenging situations, with tact and emotional maturity without losing composure. High ethical standards, integrity and a deep sense of fairness are competencies required of the incumbents. D. Educational and Experience: Candidates must hold a minimum of a Bachelor degree in finance, accounting, financial management, audit, business administration or related field, and minimum five (5) years of progressively responsible experience in the financial management field. E. Other relevant skills: i. Demonstrated ability to engage at senior levels in business and development sector contexts, and to build trust-based relationships with senior-level executives. ii. Experience in developing partnerships in the context of international development, including identifying partnership opportunities, brokering and cultivating relationships, designing partnership arrangements, facilitating partner negotiations, and formalizing partnerships. iii. Experience in working with stakeholders across the public, private and nonprofit sectors, and an existing network of contacts to draw upon with respect to public-private partnerships for development. iv. Entrepreneurial mind set and ability to devise creative win-win solutions. v. Excellent negotiating skills, project management and organizational skills. vi. Good understanding of African regional development context and fostering mutual accountability and learning in support of cross-sector collaboration.
4 vii. Previous experience working with high-level, demanding clients, under pressure and against tight deadlines. viii. Open and honest ix. Recognizes and values the contribution of others x. Shows respect towards colleagues and seeks constructive feedback xi. Contributes actively to a sustainable environment xii. Takes full responsibility for his/her own actions xiii. Highly motivated and able to collaborate, swiftly establishing trust and rapport F. Language requirement: Proficiency in one of the following (English, French, Portuguese and Arabic) African Union working languages is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage. G. Tenure of Appointment: The appointment will be made on an AU short term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. H.
