Proposed SETA Landscape November 2015

SETA LANDSCAPE National Skills Development Strategy III extended to 31 March 2018 SETAS re-established to 31 March 2018 SETA Accounting Authorities (Council) re-established until 31 March 2018 Minister of Higher Education and Training publishes Government Gazette No Vol. 605 on 10 November 2015 Submissions and inputs should be submitted by 20 January 2016 to the Department of Higher Education and Training (DHET) by , post or hand delivery Submission to the BANKSETA by 8 January to collate, submit to council and submit to DHET by 20 January

Problem Statements Many SETAs have failed to meet the annual targets Collectively the SETAs have failed to disburse the levies collected Different application and disbursement procedures Some SETAs with strategic importance have a low income due to the low wages of those in the sector e.g. AgriSETA Delays in the allocation of grants are a widespread complaint from employers Challenges with the governance of certain SETAs The administrative costs of the system are high

NSDS and SETA Landscape Proposal 2015 hopes to achieve. SETAs have a more focused mandate to improve their understanding of skills needs and supply of required skills The language of 'occupations' becomes the accepted terminology for workplaces and learning institutions The skills levy distribution model be revised from a sector-specific funding model to a centralised cross-sectoral funding model The National Skills Fund (NSF) manages the cross-sectoral funding needs to ensure better coordination of the skills levy NSDS IV be occupations-based DHET coordinates the skills planning process The National Skills Authority's (NSA) capacitation, and monitoring and evaluation roles be strengthened Government departments be strengthened to enhance the integration of sectoral strategies

Options considered Option 1: Minimal change Does not address the problems Option 2: Cluster SETAs Six mega-setas, efficient BUT disruptive and skills not integrated into Post-School Education and Training (PSET) system; still a silo system Option 3: Skills Council One Council for skills, functions to be performed by other bodies; still a silo system Option 4: SETAs as an integral part of the larger PSET system

Option 4: SETAs as an integral part of the larger PSET system This option proposes greater degree of centralisation, however that the apex be the Minister supported by the Department - in a comparable way to the manner in which the universities and colleges operate. The National Skills Fund manages the share of the levy funds historically known as the Professional, Vocational, Technical and Academic Learning (PIVOTAL) grant. The allocation of these funds will be made in line with the National Skills Development Strategy IV The strength of this model is that it permits the Minister to bring alignment between the work of the skills system and the education and training provider system by means of a single, integrated Ministerial Policy Statement, and ensures that collectively the system meets not only sectorally determined priorities but also national strategic priorities. Option 4, as with Option 2, envisages a form of clustering of the SETAs, however not through Institutional mergers but through the form of management adopted within DHET Itself- where high level managers will convene related sectoral bodies for collaboration and partnership ventures.

Option 4: SETAs as an integral part of the larger PSET system (2) Option 4, as with Option 3, proposes the introduction of a 'shared services' system to address the effectiveness and efficiency challenges which face the current system and to bring into alignment the criteria, application and disbursement systems of the levy funds. Option 4 permits sectors that hold their promises of job creation to claim more funds than they contribute, whilst declining sectors will contribute to growth and development elsewhere - painful for some, but nationally necessary and ultimately in the collective interest of all. For the first time labour market employers will also be able to influence not only the work of the SETAs but also that of the education and training Institutions, and consequently not only influence the spending of the levy but also of the fiscal allocations. An integrated PSET system provides employers, at a systemic level, with an opportunity to input into matters such as the prioritisation of programmes to be delivered, curriculum design, lecturer capability, areas of needed specialisation and the like, for which they have called for a long time. In other words, this option aims to usher in a responsive PSET system which serves the goals of society, as well as economic growth and job creation for the nation.

SETABs No longer semi-autonomous entities SETAs will be established as a Specialised Delivery Unit of the Department of Higher Education and Training in terms of Section 7B of the Public Service Act (1994, Proclamation 103 of 1994) - Sector Education and Training Advisory Boards (SETABs) Clustered (BANKSETA, INSETA, FASSET, Services) Shared services The powers and functions of the SETABs as well as the role, composition, appointment procedures, remuneration and other matters relating to the advisory boards will be Gazetted.

SETAB functions Continue to build on relationships with sector employers Understand the current training needs in workplaces Engage with DHET, through the NSF with proposed plans for their sector Receive funds released by NSF to implement education and training programmes Facilitate workplace learning opportunities for learners Role of public intermediaries between workplace and learning institutions

NSDS IV (1 April March 2023) A common language needed for job descriptions at workplaces and qualifications at learning institutions. The Organising Framework for Occupations (OFO) provides this language. All workplaces must be required to express their needs using the OFO. Learning destinations must be expressed in occupational terms. A shift away from sector specific occupations to national occupations Occupational teams established for all occupations in demand.

NSDS IV (1 April March 2023) Occupational character with 4 levels of elaboration: Level 1: broadly indicate targets for each major occupational category of the OFO Level 2: unpack each major category informed by sectoral priorities identified by SETABs and the national list of occupations in demand developed by the Department of Higher Education and Training s (DHET) Skills Planning Unit Level 3: indicate broad generic interventions required to build the capacity and relevance of provider programmes (informed by Occupational Teams) Level 4: unpack these interventions for each of the priority occupations in demand with reference to Centres of Specialisation for each occupation (informed by Occupational Teams) Once adopted NSDS IV acts as a guide for the broad allocation of levy and voted funds in a national Ministerial Statement covering the Post-School Education and Training system as a whole.

Role of SETABs in NSDS IV Role 1: Skills Planning Determine the skill needs of employers by occupation using the OFO in their sector - the focus of the SETA mandatory grant will be exclusively on gathering accurate data on sector skills needs

Role of SETABs in NSDS IV Role 2: Secure workplace-based learning opportunities A single, streamlined system Common application procedure, a common set of requirements for different categories of grants and a common set of timeframes and deadlines for all to easily understand. Standardisation should extend to the grant amount issued for different purposes: (with formulas developed to take account of sectoral conditions). Standardised ways of taking into account different learner circumstances (for example, with special provision being made for learners with disabilities).

Role of SETABs in NSDS IV Role 2: Secure workplace-based learning opportunities (Continued) Grants should only be provided to compensate employers for providing NQF quality-assured workplace-based training. Where learners are obtaining time-based work exposure only (without a final NQF-recognised assessment of some sort) private sector employers should be incentivized through the tax-rebate or broad-based black economic empowerment point system A standard approach to learner stipends, in collaboration with the Department of Labour s Employment Conditions Commission Legislation will be required to give the Director-General the power to gazette these requirements.

Role of SETABs in NSDS IV Role 3: Support institutional and workplace-based learning of the current workforce Foundational learning opportunities New occupational qualifications or part qualifications Completion of occupational qualifications Progression Specialisation modules Continuing professional development Bridging training Some of these may need to be sectorally determined however many will require national policy and programmes.

Role of SETABs in NSDS IV Role 4: Support the development of institutions to meet these needs Support for the governance and management of institutions. Support will be directed to ensuring that the programmes on offer at institutions lay the appropriate theoretical, and often practical, foundation required Supporting Centres of Specialisation for identified occupations TVET Colleges will increasingly become nodes whereby information regarding available workplace-based learning opportunities in the surrounding area will be channelled through to the college from all SETAs by means of the standardised procedures envisaged. The DHET plans to establish provincial offices. The current SETA provincial offices will increasingly be integrated into a coherent network of service delivery units that will interface with providers, employers and government agencies in the province in a streamlined fashion.

Role of SETABs in NSDS IV Role 5: System support roles Recommend changes to the OFO to DHET as required; Nominate workforce representatives to optimise the relevance of occupational qualifications Develop required Modules of Employable Skills and RPL Toolkits for the informal economy and Taylorised workplaces; Recruit and support workforce representatives onto Occupational Teams Recommend Centres of Specialisation for industry clusters in their sector and partner with them. Conduct workplace approval audits using the criteria determined for the occupation set by the relevant agency

National Skills Authority (NSA) NSA perform monitoring and evaluation role over SETABs NSA overseeing a dedicated training function for public officials and other persons in the skills development system

Grant Structure 1 April 2018 A greater portion of the Skills Levy should be managed at a cross-sectoral level - more funds transferred to the National Skills Fund, and be managed centrally, without sectors having guaranteed access to these funds going forward 80% of current Discretionary Fund to be located in the National Skills Fund - allocations made in line with NSDS IV SETABs to be funded from the current 10% administration grant but % to be reviewed SETABs to retain Mandatory grant (20% or 40%) to disburse to levy paying employers Remaining 20% of Discretionary Grant to be retained by SETABs a Sector Specific Grant NSF to allocate funds directly to QCTO

SETAB role with regards to levy funds Their administrative budgets linked to the execution of their mandated functions, although the quantum of these budgets will be reviewed in the light of their changed functions The management of the Mandatory Grant The management of 20% of their traditional discretionary grant to become known as Sector Specific Grants - which will address matters of strategic importance to the sector which fall outside of the National Skills Fund The management of projects approved and funded by the National Skills Fund derived from their sector skills plans (including those linked to the achievement of occupational targets).

Process going forward BANKSETA presents the proposed SETA Landscape document to its stakeholders Written comments invited by 8 January 2016 BANKSETA collates comments and tables document at council BANKSETA submits document to DHET by 20 January 2016
