3 Producing information and knowledge to improve what they do and how they do it In order to improve the design and management of programs such as those carried out by Social Ministries, it is important considerer the needs of information at both the national and the street level. Both levels need: clear, relevant and consistent information; relevant information for timely decision-making; answers to questions related to the program's implementation stage.

4 Producing information and knowledge to improve what they do and how they do it Monitoring and Evaluation (M&E) Systems should produce evidence, using the appropriated techniques, to help decision makers improve program design and management: Data to diagnose social problems; Qualitative information for the design of programs; Indicators to monitor the operationalization of programs; Evidence on the merit and effectiveness of programs and policies.

8 The Brazil Without Extreme Poverty Plan (BSM) is a 3 rd generation antipoverty policy, based in a broader, pragmatic concept of Poverty In a democratic and solidary society, in an urbanized and wealthy world, no one should be deprived of means to guarantee their survival, deprived of means to access social rights and services and deprived of means of information and access to opportunities for self-improvement. 34 World Without Poverty - WWP WWP is part of a global effort to systematically gather knowledge about the implementation and results of government programs and to disseminate experiences both nationally and internationally. It is a partnership between MDS and the World Bank, the International Policy Centre for Inclusive Growth (IPC-IG) of the United Nations Development Programme (UNDP) and the Brazilian Institute for Applied Economic Research (IPEA)

35 WWP: Objectives and target audience To identify, document, and disseminate innovative solutions and knowledge about the design and implementation of policies and programs aimed at promoting social development and poverty reduction, including cash transfers, productive inclusion and access to services. The target audience of WWP includes: professionals and managers responsible for implementing and managing programs in the areas of social development, productive inclusion and poverty reduction; international organizations staff; the academic community in Brazil and elsewhere; journalists working on social issues; and the general public.
