2 Centacare Employment delivers a number of contracts focused on increasing opportunities for clients to achieve ongoing, sustainable employment. Centacare currently delivers: The Federal Government s jobactive employment program in the Ballarat Region, providing quality placement and support for job seekers, and effective recruitment services for employers. The Victorian State Government s Empower Youth Program, Ballarat Youth Power, which assists young people to improve their health and wellbeing and to develop training and career pathways. Disability Employment Services (Federal Government Department of Jobs and Small Business) 1 July June Ballarat Employment Region ParentsNext- Intensive Program (Federal Government Department of Jobs and Small Business) 1 July June Mildura ParentsNext- Targeted Program (Federal Government Department of Jobs and Small Business) 1 July June Ballarat Employment Region and the Wimmera/Mallee Employment Region. POSITION PURPOSE Disability Employment Services: The Coordinator s role will be to develop and maintain relationships with employers in order to identify job opportunities and educate employers on the benefits and requirements of employing people with a disability. The Coordinator will have responsibility for setting work priorities, for their own work and the work of the Centacare DES workforce. A crucial component of the role will be to promote the DES program within the local community and support the relationships between the jobseekers, employers and stakeholders. The Coordinator will provide leadership in the workplace by modelling high standards of work performance, positively influencing teams and individuals, negotiating, mediating and resolving issues and clearly communicating the vision and values of Centacare. REPORTING LINES The role will report to the General Manager, Employment Services & Centacare Housing LEVELS OF AUTHORITY Significant decisions will require the approval of the General Manager, Employment Services & Centacare Housing. The extent of financial decision making will be as per the Centacare instrument of delegation. RELATIONSHIPS Internal: The position works directly with the Disability Employment Services team in the Ballarat Region. The position also works under the limited direction of senior employees at Centacare, who include the General Manager Employment Services & Centacare Housing and other members of the Centacare Executive team. External: The position works with a range of job seekers, employers, training and community organisations and community members. Role Specific Duties & Responsibilities Leadership Demonstrate sound leadership to portfolio staff to enable an outcome focused, flexible and responsive service Responsibility for the day-to-day coordination of portfolio activities Provide training to portfolio staff on their DES role, including training on DES Page 2 of 7

3 Role Specific Duties & Responsibilities Program Coordination Operations & Administration Service Quality Job seeker caseload management processes Provide supervision to portfolio staff, including the development of annual individual and program work plans, and performance appraisal Coordinate and monitor staff records, including rosters, time sheets and leave arrangements Nurture respectful team relationships Provide leadership support to other organisational staff as may be required Raise issues impacting upon service delivery within portfolio responsibilities, with thought put into areas for improvement or change Coordinate the delivery of the respective portfolio program, both within Centacare and with collaborating services in accordance with funding body requirements Provide supervisory support to staff with regard to client management issues and in accordance with funding body practice guidelines Together with the General Manager, develop, implement and review key partnership arrangements with relevant stakeholders, including but not limited to, networks, MOUs, service level agreements, protocols Ensure that program objectives, registration standards and budget and target expectations are met Monitor and supervise the maintenance of client records and data recording in accordance with funding body and legislative requirements Provide reports as required by the Service Agreement, to collaborating services, Centacare Management and other stakeholders as required, and as requested by management Represent the organisation at relevant networks as directed Raise issues impacting upon service delivery within portfolio responsibilities, with some thought put into areas for improvement or change Engage in supervision with line manager and participate accordingly Engage with external supervisors as required Participate in ongoing education and training as identified and approved Participate in team, program and organisational meetings as required Support management in the effective operation of portfolio responsibilities Comply with relevant legislation and organisational requirements Comply with DES service plans, contract guidelines and local operating procedures Ensure jobseekers information is recorded according to service standards and practice Ensure reporting requirements for the program are undertaken Participate in an ongoing evaluation process with a focus on jobseekers outcomes Maintain a high level of professional standards Effectively manage a designated caseload of job seekers providing, assistance to move them into sustainable employment Conduct job seeker appointments on an individual basis as per Centacare s DES Service Plan Develop individualised and tailored Job Plans with job seekers, aimed to place them into ongoing employment Page 3 of 7

4 Role Specific Duties & Responsibilities Job seeker service coordination and progress management Contract compliance and administration Performance and outcome targets Conduct face to face and phone interviews with individual job seekers as per their eligibility and personal circumstances Manage diary appointments, ensuring job seeker contacts are conducted within the framework of Centacare s DES Job seekers Service Plan. Conduct regular WorkStar assessments as per the Centacare DES Service Plan Monitor job seekers progress towards employment, reviewing and updating Job Plans as circumstances change and as per the Centacare DES Service Plan Review job seekers progress towards overcoming vocational barriers; identify training and work experience opportunities and other appropriate interventions Co-ordinate case planning for job seekers to address barriers to employment with in-house support services and external agencies Actively promote job seekers to Employers for placements into employment vacancies, work trials, internships and work experience opportunities Actively participate in pre-screening and preparation of job seekers for employment vacancies Assist job seekers to prepare resumes, determine appropriate vacancies and assist with job applications Advise job seekers of labour market opportunities, appropriate job search strategies, training and skills development options, PaTH opportunities where appropriate Utilise the Employment Fund, as appropriate, to enhance job seekers employment prospects, the sustainability of work placements, and/or to address vocational and non-vocational barriers Developing and maintaining relationships with key stakeholders including employers to identify and develop tailored employment opportunities directly with employers Support jobseekers in the workplace to maintain ongoing employment Complete any required IT system training modules and ensure familiarity with the appropriate Guidelines Maintain contracted job seeker appointment schedules Maintain confidential, relevant participant files in the DES IT system and the JobReady file management system Monitor daily Noticeboard and ensure all appointments are attended; job seeker non-attendance (NAR) and participation (PR) reports are submitted; pending job seekers are booked into initial appointments; and job seekers with changed circumstances are reviewed. Actively implement job seeker placement and post placement support strategies to achieve site KPI s for placement and outcome targets. Ensure all job seeker placements are logged into the DES IT system Effectively participate in staff meetings, team planning and strategy development to ensure high performance Page 4 of 7

Ensure your work does not adversely affect any other person. Identify, correct and report any unsafe act, condition or behaviour according to Centacare s policies and procedure. Report any injury or incident by lodging a DINMAR within 24 hours and to the respective funding bodies as per their incident reporting guidelines. Ensure that Centacare s Risk Management Policy, program and the application of sound risk management practices within the workplace and community are adhered to and complied with at all times. Actively champion the organisational reporting system by ensuring all risks, accidents, incidents, and feedback are reported in a timely, responsive and responsible manner. Actively participate in organisational quality and risk management processes including external accreditation requirements. Ensure personal compliance with all legislative requirements and lawful management directions. Ensure understanding and commitment to anti-bullying and anti-harassment legislations and Centacare policies, and ensure all personal interactions in the workplace with employees, clients, customers, student and fellow volunteers do not encompass any element that could be considered bullying or harassment. Be aware of and have an appreciation for the affirmative action and equal employment philosophy of Centacare. Actively support Centacare Catholic Diocese of Ballarat mission, vision and values. Ensure full compliance to Centacare s Code of Ethics and Conduct. Operate within all Centacare policies, procedures and practice guidelines as well as relevant legislative requirements. KEY SKILLS & EXPERIENCE Demonstrated previous experience in supporting job seekers to achieve sustainable employment outcomes, in a similar employment services role Experience in providing effective post placement support to job seekers An understanding of the DES contract and National Standards for Disability Services A demonstrated capacity to implement the DES contract compliance requirements Experience in working proactively with stakeholders including training organisations, support services and employers A strong commitment to social inclusion and to working with a wide range of job seekers Excellent communication and interpersonal skills Well-developed task prioritising and time management skills A proven ability to work as part of a team to achieve team/organisational performance targets Well-developed word processing and data entry skills ESSENTIAL REQUIREMENTS Provision of a satisfactory Police Check A current Working with Children Check A current Australian Drivers Licence (where applicable) Page 5 of 7

7 Attachment One: Information Statement about the Disability Worker Exclusion Scheme Background In order to comply with the requirements of the Privacy and Data Protection Act 2014, Centacare provides this Information Statement for all prospective Disability Workers (as defined). Requirements for employment Centacare is required to provide a person s details to the Disability Worker Exclusion Scheme (DWES) Unit to check if their name is on the List before permitting them to commence work as a Disability Worker. If a prospective disability worker does not agree to participate in the DWES than they cannot be engaged by Centacare or another disability service provider as a Disability Worker. Additional Information Prospective Disability Workers need to be aware of the following information: If, during the recruitment process, information comes to light which, if correct, may satisfy the criteria for a person being registered on the DWES List (the List) of excluded workers, Centacare will be required to notify the DWES Unit. The DWES Unit may also notify other disability service providers or authorised labour hire agencies that currently engage the prospective Disability Worker. The consequence of having your name placed on the Disability Worker Exclusion List is that you will be prevented from being engaged by Centacare or another disability service provider as a Disability Worker in a disability service. The DWES Unit maintains the List and may advise other employers or prospective employers that are disability service providers, if the person is on the List or is the subject of a Notification. Process for checking a prospective Disability Worker against the List A preferred candidate will need to complete and sign a Consent and Acknowledgement Form provided by Centacare which will be forwarded to the DWES Unit to check a person s details against the List. In addition, preferred candidates will need to complete and sign a Statutory Declaration for Disability Workers supplied by Centacare. Page 7 of 7
