1 General Optical Council s Invitation to tender: Study into newly qualified and employer views and perceptions of UK optical education 1. We are the regulator for the optical professions in the UK. Our mission is to protect and promote the health and safety of the public. 2. We use research to help us understand how we can improve as a regulator and fulfil our statutory role in protecting and promoting the public s health and safety. 3. In our Strategic Plan we have committed to delivering and implementing a strategic review of optical education and training to ensure that optical professionals are fit to practise in line with our standards throughout their careers. The Education Strategic Review will be guided by three important principles: it will be evidence based and reflect evolving good practice in education; it will embed professionalism in order to result in producing well rounded healthcare professionals; and it will be forward-looking to ensure the education system we develop takes into account and anticipates how the delivery of eye care is likely to change in the future. 4. We are seeking to appoint a research provider to investigate the views and perceptions about their education and training from newly qualified optometry and dispensing optician practitioners and employers. More about the General Optical Council (GOC) 5. We are one of 12 organisations in the UK known as health and social care regulators. These organisations oversee the health and social care professions by regulating individual professionals. We are the regulator for the optical professions in the UK. We currently register around 30,000 optometrists, dispensing opticians, student opticians and optical businesses. We have four core functions: Setting standards for optical education and training, performance and conduct. Approving qualifications leading to registration. Maintaining a register of individuals who are qualified and fit to practise, train or carry on business as optometrists and dispensing opticians.
2 Investigating and acting where registrants fitness to practise, train or carry on business is impaired. 6. Optometrists examine eyes, test sight and prescribe spectacles or contact lenses for those who need them. They also fit spectacles or contact lenses, give advice on visual problems and detect any ocular disease or abnormality, referring the patient to a medical practitioner if necessary. 7. Dispensing opticians advise on, fit and supply spectacles after taking account of each patient s visual, lifestyle and vocational needs. They also play an important role in advising and dispensing low vision aids to those who are partially sighted, as well as advising on and dispensing to children (where appropriate). A fully qualified dispensing optician can undertake additional specialist training to fit and supply contact lenses. 8. In November 2016 we launched a Call for Evidence as a precursor to our Education Strategic Review, in the context of developments recognised sector-wide in the ongoing and rapid development of technology in optometry and an anticipated increasing demand in the future for eye care services due to a growing older population in the UK. The Review forms a key pillar of our Strategic Plan The Education Strategic Review which has been formally underway since May 2017 has multiple phases and elements, some of which are being delivered concurrently, taking into account and building upon our Call for Evidence feedback. We currently aim to complete the review by 2019 and for its recommendations to be operational around You can find out more about our approach to the Review here: This includes a current open consultation into our potential future approach which closes in mid-march. 11. We expect the Review to mainly focus on undergraduate education and training but it may also have an impact on specialist qualifications and registration and our Continuing Education and Training (CET) requirements (this is subject to a separate review). 12. This research project will provide an important contribution to our evidence base for the Education Strategic Review. 2
3 Approach to this research 13. The purpose of this research is to provide us with an understanding of newly qualified practitioner (optometrist and dispensing optician) and employer views and perceptions of optical education and training in all parts of the UK and how it prepares individuals for professional practice, leading to registration with the GOC from: optical practitioners (optometrists and dispensing opticians) trained in the UK who have joined the GOC s professional register since 2012, (including a representative proportion of those qualifying in independent prescribing) and employers of UK trained practitioners who have joined the GOC s professional register since We anticipate it will be possible to derive a representative sample of newly qualified practitioners from our professional register. We would also seek to facilitate researcher contact, where helpful, with employer bodies, which we would expect to be representative of a range of practice settings e.g. independent and multiple community optometrist practices, hospital eye services etc. 15. This research is focused on evaluating individual perceptions and experiences and not educational institutions. However, we do expect the newly qualified sample to be representative of the various UK training routes to registration with us for optometrists and dispensing opticians, and for analysis of findings to be segmented by routes to registration. Research questions 16. The research will explore and analyse the views and perceptions of newly qualified practitioners, which may strongly lend itself to survey and interview methods, about UK education and training leading to registration with the GOC, including in the following areas: what attracted them to their course of study and whether their expectations were met; what their perceptions as to the strengths and weaknesses of their education and training experience were; the extent to which they believe their experience has and does support them to practise in accordance with the GOC s professional standards; the quality and range of patient experience they obtained during their education and training journey, and how that equipped them for their professional practice; how confident individuals felt about practising autonomously on joining the professional register; 3
4 how they feel the education and training they received has enabled or constrained future career or professional development opportunities; how the education and training has equipped or constrained their practice in particular settings; how it has supported them to adapt to relevant, emerging and new technology; communicate appropriately with patients and the public; and make good clinical decisions. 17. The research will also explore similar areas from the employer s perspective, which may lend itself to interview methods. 18. The research may not be limited to these areas, and we welcome interested parties indicating any additional elements they believe to be relevant to this study. Research Methods 19. We anticipate that the research methods could include quantitative and qualitative elements, including surveys, semi-structured interviews and focus groups. We would welcome suggestions of other relevant research methods from interested parties. 20. We expect the research questions to be addressed as appropriate to newly UK qualified practitioners and employers as set out in paragraph 16 to 18 above. 21. We will be able to provide the successful contractor restricted access to some of our register data, under our information sharing and data protection policies and protocols, in order to derive a representative sample of newly qualified practitioners (GOC registrants). 22. We recognise that participant confidentiality and anonymity will be important to this study. Researchers must ensure their methods comply with any relevant research ethics considerations and approvals. Activities and outputs 23. We require the following deliverables from this project: transparent, robust and justifiable research design based on established research principles and approaches; data collection; (this could include, representative sample surveys, focus groups and in-depth interviews); rigorous analysis of findings and drawing conclusions for the GOC in the context of the Education Strategic Review; 4
5 production of a detailed written report to publishable standards for a diverse expert and generalist audience, including an executive summary, findings, conclusions, and relevant annexes and data tables; preparation and delivery of a presentation of findings and conclusions to GOC staff and/or stakeholders (this may include presentation at a conference-style event); and delivery of all background and foreground data to the GOC on fulfilment of the contract. Indicative timetable 24. We hope to select a successful contractor by early March 2018 and for the work to be undertaken and completed by May The findings will form an important element of our evidence-based approach and we intend that it will inform our ongoing education and quality assurance policy development. They should include: evidence of an understanding of our requirements; details of the proposed research methods and why they are relevant, including any research ethics considerations; an outline of indicative question areas for the survey and expert in-depth interviews; details of the project team (including any proposed sub-contractors), relevant skills and experience (including examples of relevant projects previously conducted) and specific project roles; details of any information or assistance that will be required from the GOC; details of how this project will be delivered, including the project management procedures and a research timetable for the different stages; a comprehensive itemised costs for all aspects of the work and total cost; details of any conflicts of interest and real or perceived research bias, where they occur and how they would be managed and the risks mitigated. 5
6 Selection process 26. Tenders will be assessed with reference to the following criteria: extent to which proposals demonstrate understanding of the brief, and meet its stated objectives in terms of research design, including research ethics; the tenderer having appropriate skills, qualifications and a track record in delivering similar projects; the ability of the tenderer to deliver this project within the specified timescale and at reasonable costs and displaying value for money; management and avoidance of research bias and/or conflicts of interest. 27. The Council reserves the right to pay only for work it deems to be satisfactorily completed. 28. The Council is not bound to accept the lowest offer or any tender. GOC contacts 29.
