Position Identification: A) Title: Wastewater Treatment Facility Supervisor B) Bargaining Unit: First Level Managers C) Customary Work Hours: 7:00 a.m. until 4:00 p.m. D) Customary Work Days: Monday through Friday E) Reports To: Deputy Public Works Director - Utilities F) Directs the Work of: Assigned technical staff and/or contractors on a project by project basis G) Educational and/or Experience Requirements: Any relevant combination of education and experience that would demonstrate the knowledge and skill outlined below is qualifying. A typical way of gaining the skills is: Education: High school diploma or equivalent preferably supplemented with course work from an accredited college/university or trade school in sanitary engineering, chemistry, biology, electronics, public administration or a related field. Additional coursework in supervisory practices is highly desirable. Experience: At least five (5) years of recent, full-time, increasingly responsible work experience in the process control, operation, or maintenance of a wastewater treatment facility, including at least one (1) year of management/supervisory experience as a Chief Plant Operator, Maintenance Supervisor/Superintendent, or equivalent management level experience demonstrated by the applicant and at the sole discretion of the City. H) Licenses and/or Certificates Required: Possession of a valid California driver s license is required. In addition, possession of Wastewater Treatment Plant Operator Grade IV or higher, issued by California State Water Resources Control Board, at the time of appointment. Valid Grade I or higher CWEA Collection Maintenance Certificate will be required within twelve (12) months from the time state or federal mandates require certification.

2 Page 2 of 7 OR Possession of Wastewater Treatment Plant Operator Grade III, issued by California State Water Resources Control Board, at the time of appointment. Incumbents are required to obtain Wastewater Treatment Plant Operator Grade IV license within two (2) years of appointment. Valid Grade I or higher CWEA Collection Maintenance Certificate will be required within twelve (12) months from the time state or federal mandates require certification. II. III. FLSA Status: Non-Exempt Position Summary: Under the general direction from the Deputy Public Works Director- Utilities, the incumbent manages the operation and maintenance of the Wastewater Treatment Facility and other offsite facilities including pumping stations and holding ponds. The Wastewater Treatment Facility Supervisor is a working supervisor at the first level of management. The incumbent has the overall responsibility for the plant and is expected to work independently and supervise and direct the work of subordinate personnel. IV. Essential Functions: Incumbents may be assigned to varying work schedules, weekend work and be called back to work as needed by the City. 1. Responsible for the administration, coordination, and direction of all operational and maintenance activities in the Wastewater Treatment Facility and related facilities including, but not limited to, wastewater collection system lift stations, storm water pump stations and step system pump stations. 2. Assigns and/or directs the activities of operations personnel. 3. Works collaboratively with the maintenance supervisor and maintenance staff to keep all facilities operating in a reliable and efficient manner. 4. Strives to continuously optimize the operation of the Wastewater Treatment Facility. 5. Prepares reports and develops equipment specifications as required. 6. Prepares, reviews and updates standard operating procedures (SOPs). 7. Communicates with regulatory staff concerning the plant s compliance and performance as necessary.

3 Page 3 of 7 8. Prepares budgets for the operation and maintenance of the Wastewater Treatment Facility and related facilities. Monitors and controls expenditures to meet budget guidelines. 9. Reviews schedules, daily plant operations logs, monthly summaries including NPDES report and consults with and advises plant operational staff. Creates the maintenance schedule and develops standard operating procedures. 10. Plans, directs, and provides technical and safety training for Wastewater Treatment Facility personnel. Ensures all safety compliance standards are met. 11. Prepares competitive bids and administers professional service contracts. 12. Responds to customer/citizen complaints and comments both verbally and in writing. 13. Arranges safety training performed by outside consultants. 14. Supervises, evaluates and assigns the work of subordinate personnel. 15. Motivates employees to perform to the best of their abilities, evaluates employee job performance and initiates recognition and disciplinary procedures when appropriate. 16. Has the ability and willingness to foster a team environment relationship within the Utilities Division and with other City employees in the course of daily activities. 17. Responsible for carrying out the mission of the City and the department and the adherence to the City s and departments organizational values. 18. Develops and maintains positive public relations with emphasis on customer service. 19. Committed to staff development and cooperative management practices. 20. Fosters employee empowerment in the delivery of services. 21. Encourages employees to develop entrepreneurial and innovative skills. 22. Provides information to the instrumentation technicians to allow them to maintain and optimize the Supervisory Control and Data Acquisition (SCADA) system. 23. Works in partnership with the laboratory when special tests are required. 24. Accomplishes assignments normally performed by staff when required. 25. Maintains and updates the Wastewater Treatment Facility equipment and pump station equipment asset inventory. 26. Serves as a guide on facility tours. 27. Performs other duties and assumes other responsibilities as apparent or as delegated.

Job Related and Essential Qualifications: Note: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. A. Knowledge of: Modern equipment, methods and developments in wastewater treatment and physical, chemical and bacteriological processes involved in the treatment of wastewater. Team based management and coaching principles. Principles and practices of leadership, motivation, team building and conflict resolution. Principles of supervision, training and performance evaluation. Principles of budget preparation, administration and expenditure systems. General chemical principles, laboratory practices and maintenance techniques. Office management principles, methods and concerns. Principles of preventative maintenance. Maintenance management software. Report writing principles. Requirements of the facility s NPDES discharge permit. Pertinent Federal, State and local law, codes and regulations. SCADA, computers and software for use in process control. Computerized Maintenance Management System (CMMS) software. B. Skills at: Responding quickly and effectively in difficult situations. Effectively working with employees' problems or concerns. Analyzing administrative and organizational problems and making appropriate recommendations. Getting work accomplished through others. Coordinating multiple projects and meeting deadlines. Preparing budget data.

Promoting a customer service focus in forgoing cooperative public relations. Interpreting and complying with provisions of applicable codes, ordinances and regulations enforceable by the City, especially those pertaining to wastewater treatment standards and practices, and interpreting lab data for process control. Applying laws, regulations, codes and departmental policies governing the treatment of wastewater. C. Ability to: Prepare the division budget, assemble, analyze, and draw logical conclusions from financial and statistical data. Analyze and interpret written documents and statistical data. Communicate effectively, both orally and in writing. Carry out policies of the City. Identify with management and City goals and objectives and understand and support City priorities and needs. Establish and maintain cooperative and working relationships with those contacted in the course of work. Maintain discipline and enforce rules, regulations and procedures. Meet the physical, mental and environmental demands of the job. Prepare reports and efficiently maintain accurate records. Demonstrate continuing effectiveness in maintaining the knowledge and skills required of this position. Keep abreast of new and changing technology relevant to this position. Use initiative and exercise sound independent judgment. Train, motivate, supervise and evaluate subordinate personnel. Evaluate alternative solutions and present recommendations. Use a personal computer and job-related software applications including CMMS. Interpret plant records and develop monthly reports and summaries.

Stay abreast of new product and procedures. Maintain regular and predictable attendance. VI. Physical Demands/Qualifications: 1. Requires the ability to work safely outdoors in all weather. 2. Stand, climb and walk for extended periods. 3. Work in confined spaces. 4. Work on slippery and uneven surfaces. 5. Manual dexterity sufficient to use hand held devices without experiencing abnormal hand wrist strain. Strength sufficient to use wrenches and other hand held equipment. 6. Hearing and speech sufficient to communicate and understand conversations, both in person and on the telephone. 7. Includes exposure to chemicals, biohazards, electric shock, drowning, heights, confined spaces, weather exposure, trip/fall hazards, power tools and wild animals. 8. Mobility to work in a standard office environment, and use standard office equipment (computers, scanners, copiers, etc.). 9. Ability to drive a motor vehicle. 10. Ability to lift objects up to 50 pounds without assistance. Working conditions in the office are clean, well lit and free from extremes of temperature and humidity. 2. Working conditions in the field are subject to variations in temperature and may include wind, rain and other elements. 3. Will be required to go outside and into various parts of the wastewater facility, disposal ponds and the Feather River subjecting the incumbent to variations in temperature and humidity. 4. Some parts of the body may occasionally come in contact with oil or grease, wastewater, sludge and other products associated with the treatment of sewage. 5. Some work is done on ladders, scaffolds or other equipment more than twelve (12) feet above the ground. IX.
