1 POSITION DESCRIPTION TITLE: Manager, Emergency Operations & CATEGORY: Professional Planning FLSA STATUS: Exempt GRADE: G JOB SUMMARY: Develop, organize and administer the District Emergency Response Plan. Design and implement the Emergency program from beginning stages to full development. Coordinate with safety and risk management personnel and serve as liaison to federal, state, county, city and District agencies. Coordinate the development of the federally required National Incident Management System (NIMS). ESSENTIAL FUNCTIONS: 1. Serve as a key leader in providing expertise in the District s emergency management programs, contingency planning and continuity of operations for extremely complex situations. 2. Review, analyze, and revise Emergency Management Plans and operating procedures for adequacy and ensure they are understood by all stakeholders; develop effective emergency plans and procedures to be implemented District-wide; interpret and apply local, state, and federal regulations and keep current on changes of laws and regulations that impact the District. 3. Develop, administer, and maintain a comprehensive EPCC District emergency preparedness education program to include specific evacuation plans for all District properties and areas of responsibility; conduct training and public awareness presentations across the District to include faculty, staff, students, and the community. 4. Conduct risk and threat assessments; advise District personnel and all involved agencies of disaster mitigation, response and recovery procedures; conduct site inspections and recommend appropriate corrective action; analyze the District s resources, equipment, and staff available to respond to emergencies. 5. Work with the Police Department and safety and risk management personnel to organize and direct all activities pertinent to the emergency preparedness of the District; provide recommendations to reduce critical operation interruptions in the event of an emergency, disaster, or crisis. 6. Activate and coordinate the emergency notification system with stakeholders and the District s response to actual disasters/emergencies to include logistics with appropriate federal, state, county and local agencies. 7. Develop support, coordination and maintain liaison with city and county emergency management personnel including regular contact with elected officials, agency heads, media, business and industry, school officials and neighboring jurisdictions. Oversee the training of the respective campus management personnel and the formation of an emergency management team, assist and implement all aspects of the District Emergency Management plan; prepare and maintain reports; manage department budget; ensure compliance with short and long term goals; research and assist in completing funding applications and proposals for grants. 9. Complete all required training and professional development sessions required by the position as well as the mandatory training sessions required by the District; regularly utilize best practices in emergency management, planning, safety and exercise programs. 10. Responsible for personnel management activities of assigned staff, including recommendation for employment, supervision, performance evaluation and guidance and support concerning professional development. 11. Maintain inventory of all available staffing, equipment, supplies and resources for all EPCC District emergency situations. 12. Perform other duties as assigned. REPORTING RELATIONSHIP: Chief of Police SUPERVISORY RESPONSIBILITIES: Direct supervision of assigned staff. BUDGET RESPONSIBILITIES: Department Budget ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor s Degree EPERIENCE: Seven (7) years related experience in Emergency Management and Preparedness. CERTIFICATIONS/LICENSURES/TRAINING: International Association of Emergency Managers (IAEM); Certified Emergency Manager (CEM); Associate Emergency Manager (AEM); Certification in the Master Exercise Practitioner Program (MEEP) highly desirable; Completion of L-449 (ICS Train-the-Trainer) highly desirable; completion of NIMS/ICS 100, 200, 700 and 800 preferred, Completion of the FEMA Professional Development Series and ICS courses 300 and 400 highly desirable. Must have a valid driver s license and insurable by the district s auto liability insurance carrier. No major driving/moving violations in the past three years. Special job requirements or physical location may render this position security sensitive, thereby subject to the provisions of Section of the Texas Education Code. Skills/Abilities: Knowledge of the principles of management, organization and administration of emergency management and preparedness programs and activities; Knowledge of local, state, and federal regulations standards and guidelines for emergency preparedness; Ability to handle and manage confidential information with the highest level of professionalism and integrity; Ability to utilize various emergency warning devices; Ability to interpret complex technical manuals; Ability to work independently or with team members; Experience supervising and managing personnel; Experience developing and executing budgets; Ability to work on-call and respond to emergency situations; Experience with the Incident Command System (ICS) and the National Incident Management System (NIMS); Experience with Crisis Information Management Software (CIMS) and Homeland Security Exercise and Evaluation Program (HSEEP); Ability to work in a diverse environment and be sensitive to issues of diversity and inclusion. 2. Equipment Used: Personal Computer and other equipment associated with an office environment. 3. Software Used: A variety of spreadsheet, word-processing, database, , and presentation software.
