3 Welcome Thank you for your interest in joining the Victorian Agency for Health Information. We re a new agency of government dedicated to providing high-quality information on safety, quality and performance of health services in our local community. We provide this information to people right across the health system; to boards, executives and thousands of clincians, to make sure they have meaningful and useful information to support their efforts to stimiulate and drive imporovments in care. We ve already started to establish a small team of very talented individuals and an exciting workplace, but we want more talent people like you people who are interested in working in a very rewarding, challenging and innovative workplace. One of the exciting opportunities we have in our team is the role of Executive Director, Health and System Performance Reporting. We are looking for a role-ready executive who has a fundamental understanding and knowledge of contemporary approaches to measuring, monitoring and evaluating health interventions and health care systems. You will have led (or made a significant contribution to) major cultural change initiatives and driving continuous improvement within a large and complex organisation or health system, with exposure to, or an understanding of, national and global benchmarks in performance information. 4 About us Context - A new paradigm for safety and quality Following the discovery of a cluster of avoidable perinatal deaths, the Minister for Health commissioned a review of hospital safety and quality assurance in Victoria. The result of that review was published in Targeting Zero in October At that time, the Minister released Better, Safer Care and acknowledged that Victoria has one of the most efficient health systems in the world, supported by some of the best doctors, nurses and health workers in the world. However, the review found gaps and failings in our quality and safety systems that have been overlooked, and the actions and leadership required from the department to achieve change and prioritise patient safety has not occurred. Better, Safer Care established a new vision for quality and safety and these reforms are considered to be the most significant overhaul of Victoria s health system in decades. In accepting in principle all the recommendations in the review, the Victorian Government and the Department created a new paradigm for safety and quality. New organisations were established to simplify the current system and better respond to the needs of patients and healthcare workers. In June 2017 the Victorian Agency for Health Information (the Agency) was established as an Administrative Office in relation to the Department under Section 11 of the Public Administration Act 2004 (the Act). It will operate as part of the Victorian Government and, under Section 14(1) of the Act, the Chief Executive Officer is responsible to the Secretary for the general conduct and effective management of the functions and activities of the Administrative Office. Consistent with the recommendations in Targeting Zero, the Agency will perform its functions independently of the Department and with a view to best practice. Organisational background The Agency, newly established within the Victorian Government s health portfolio, will analyse and share information across the health system to ensure everyone has an accurate picture of where the concerns are and where the system is getting it right. Its responsibilities will flow across measurement of patient care and outcomes for three key purposes: public reporting, oversight and clinical improvement. The Victorian Government is deeply committed to delivering on these strategic objectives and outcomes. The investment in health information reporting represents the single largest investment in quality and safety reporting and improvement in Australia in recent time. Agency's annual operating budget is approximately $24.5m with current FTE of around 30, which is expected to grow to over 80 during the next 6 months. The establishment of a rapidly expanding Agency will provide for dynamic leadership opportunities in driving and supporting improved safety and quality in Victorian Health services. A key objective is to close the gap, relative to other jurisdictions and global best practice.. Organisational leadership Dr Diane Watson is the inaugural Chief Executive Officer of the Agency and has been instrumental in establishing the organisational structure. Dr Watson has 20 years of senior management experience in leading organisational change in the healthcare sector in Canada and Australia. 5 Health Performance Authority, which was established by all Australian governments to monitor, and report on, the performance of more than 1000 public and private hospitals and 300 health regions. Dr Watson was also the inaugural Chief Executive Officer of the New South Wales Bureau of Health Information. Organisational strategy The Agency is currently in the process of developing a Corporate Plan to set out its strategic objectives for July 2017 to June 2019 and initiatives for In formulating its plans, the Agency has reflected on the Victorian Government s commitment health reform as described in Better, Safer Care: Delivering a world-leading healthcare system and the recommendations in Targeting Zero: Supporting the Victorian hospital system to eliminate avoidable harm and strengthen quality of care. The Plan will include initiatives assigned to the Agency under the Department of Health and Human Services Strategic Plan and is being designed in consultation with all health services throughout September A copy of the Agency s vision, mission and values can be found at appendix (A). Stakeholders and audiences The Agency independently reports trusted and accurate information intended for: Victorians, particularly patients, their families and carers Those responsible for oversight including the Minister for Health, the Department, SCV, health service boards and chief executives, and regulatory bodies Those responsible for transparency and accountability including the Minister for Health, the Department, the Department of Treasury and Finance, the Commonwealth Government and its agencies Those responsible for driving improvements in safety, quality and outcomes, in particular SCV and its clinical networks, the Victorian Clinical Council and clinical leaders. The Agency will: Collect, analyse and share data so that the community is better informed about health services and health services receive better information about their performance Ensure that boards, health executives and clinicians get the information they need to best serve their communities and provide better, safer care Ensure that patients and carers get meaningful and useful information about care in their local community Improve researcher s access to data to create evidence that informs the provision of better, safer care. To achieve this, it will be vital that the Agency receive the best quality data from public and private providers of health services. Accordingly, the Agency will play a role in data management, standards and integrity. Group The Health and System Performance Reporting group is responsible for leading the production and ensuring optimal use of timely, high quality print and online reports about patient safety, experiences and outcomes information to support public reporting, oversight and clinical improvement. It includes the Clinical Analytics and Outcomes Research and Management and Routine Reporting branches, and the Public and Board Reporting unit. The Clinical Analytics and Outcomes Research branch is responsible for increasing the availability of timely, high quality, relevant clinical information of strategic importance. More specifically, it will oversee select strategic data collections (i.e. safety and quality) and support reporting in relation to: Patient reported experiences with health care and outcomes Safety surveillance, including patient and staff incidents Clinical analytics and registries. The Management and Routine Reporting branch is responsible for reporting to health service boards and executives on issues of access, activity, safety, quality, financial performance and efficiency, as well as routine reporting to community services regarding mental health care. Public and Board Reporting unit is responsible for reporting to patients, carers and Victorians to support transparency about the performance of the health services in local communities. It will also produce reports for boards of health services to meet their evolving needs for oversight and surveillance information. The unit will: Provide reports on topics of interest to patients, carers and Victorians; these will include routine online reports on topics such as wait times, access to care and quality and safety; and other reports where the release of information may not be routine, although it may occur annually or every second year Provide reports to boards to meet their evolving needs for oversight and surveillance information, as defined by board members, health service executives, clinicians and government. 11 Executive Director, Health and System Performance Reporting Victorian Agency for Health Information
