1 TERMS OF REFERENCE Purpose of the Assignment: DOCUMENTATION AND SYSTEMATIZATION OF SANITATION APPROACH AND METHODOLOGY FOR THE AGUASANI PROGRAMME Section Submitting: WASH 1. Purpose and Objective: The Small Towns Water, Sanitation and Hygiene (WASH) Programme in Inhambane Province (AGUASANI) is implemented through a partnership between the Administration of Water Supply and Sanitation Infrastructure (AIAS), the Water Regulatory Board (CRA), the Provincial Directorate of Public Works, Housing and Water Resources (DPOPHRH) of Inhambane, and UNICEF, with financial support from the European Union. Through the implementation of the AGUASANI programme, household level sanitation has been promoted through an adaptation and combination of various approaches Community Approaches for Total Sanitation (CATS), Participação e Educação Comunitária (PEC), Sanitation Marketing, etc. into the small towns context in Mozambique, leading to a noticeable improvement in the access to and quality of sanitation facilities and the reduction of open defecation at community level in the targeted villages. The implementation of the AGUASANI programme has benefited from the learnings of previous WASH interventions in small towns undertaken by UNICEF and other partners since 2012, and as such has adapted and adopted elements on an incremental basis, until reaching its current stage. Notwithstanding that other partners are also implementing sanitation in small towns with similar approaches, the review will also look at one additional small towns outside the AGUASANI programme to collect approaches and tools that are being used within such context. With a view of documenting and systematizing, UNICEF is looking for a Consultant (team of consultants) who can gather technical documentation produced during the implementation of the programme so far, interview relevant stakeholders and produce a synthesis of the approaches and methodologies being used in a series of documents / toolbox that can support the replication of such approach in other villages / small towns in Mozambique. 2. Methodology and Technical Approach: The Consultant will gather information, technical documentation and tools related to the implementation of the following components of the sanitation interventions under implementation in the AGUASANI programme: - Town-wide consultation, prioritization of sanitation issues and development of sanitation plans; - Improvement of coordination at town and neighborhood levels, and engagement of formal and non-formal leaders; - Sanitation and hygiene promotion through community activists, mass-media and inter-personal communication; - Development and strengthening of local capacity for production of sanitation products, supply chain; Page 1 of 7
2 - Promotion / Adoption of community financing mechanisms for sanitation products at household level (i.e. Xitiques) and support for coordination between demand (households) and offer (entrepreneurs) of sanitation products. - Support to local artisans and entrepreneurs for development of business plans (cost effectiveness, price setting) and establishment of sanitation association and its revolving fund (PCR); - Inclusiveness for sanitation at household level through consultation for adaptation of designs and targeted subsidies for families of vulnerable people; - Rewards and recognition for households, neighborhoods and artisans through Sanitation Championships - Increased and regular monitoring of family-led sanitation improvements at household level, including monitoring of savings through community groups, sales of sanitation products by artisans and actual access to sanitation facilities at household level; - Support construction and rehabilitation of WASH facilities at institutions (i.e. schools and health centres) and public spaces (i.e. markets and bus-stops), with an inclusiveness component; In addition, one additional small town within the Inhambane province (i.e. Vilankulos) will be included in the review with the aim of analysing synergies and differences between approaches and activities. The documentation and systematization of the above indicated interventions is expected to be completed through: - Interviews with key stakeholders, partners and beneficiaries - Focus Group Discussions with beneficiary groups (i.e. Xitique groups, community leaders, etc.) - Observation and documentation of activities through site visits - Collection and systematization of documentary information - Production of synthesis documents, human interest stories and electronic library (see deliverables). 3. Activities and Tasks: To collect the necessary information and develop the deliverables within the Constancy, the Consultant is expected to conduct: A. Literature review of existing documents / publications included but not limited to reports from Mozambique and other countries (e.g. reports from other countries, if any, programmes reports (including previous WASH in small towns interventions), implementing partners report, among others. and relevant government documents in the preparation phase of the consultancy would be also useful. B. Interviews with key stakeholders, implementing partners and beneficiaries of the programme, including but not limited to: - Administração das Infraestruturas de Agua e Saneamento (AIAS) - Direcção Nacional de Abastecimento de Agua e Saneamento (DNAAS) - Direcção Provincial das Obras Publicas, Habitação e Recursos Hídricos Inhambane (DPOPHRH-I) - Serviço Distrital de Planificação e Infraestrutura (SDPI) in the targeted districts - PEC implementing partner (DACAL LDA for Jangamo, Morrumbene and Homoine. For Vilankulos to be confirmed) - Instituto de Comunicação Social (ICS, implementing partner for community mobilization) - Associação de Empreendedores de Saneamento de Inhambane (AESI) - WASTE (Sanitation Marketing implementing partner) - Sanitation Groups at district and neighborhood (bairro) level in the targeted district Page 2 of 7
3 - Community leaders - Xitique groups - Beneficiaries (families and individuals) - Staff from other like-minded organizations implementing sanitation interventions in small towns The objective of such interviews would be to collect documentary information, tools, etc. as well as to capture partners perceptions on their role (and others roles) in the implementation of the programme, as well as their lessons learnt and recommendations for improvement. The consultant should develop the necessary tools to collect such information in the form of a questionnaire / guide for the interview. C. Observation and documentation of activities, through site visits to be made during the consultancy. The location for the site visits will be the villages (district capitals) of Jangamo, Morrumbene, Homoine and Vilankulos. For the towns under AGUASANI programme (i.e. Jangamo, Hopmoine and Morrumbene) the objective will be to cover specific activities (e.g. evaluation of sanitation championship, reward ceremonies, etc.) as well as for interaction with partners and beneficiaries during the implementation of regular programme activities (see proposed calendar below). The consultant should also gather information (including visual materials) to communication materials to showcase key learnings of the programme / human interest stories. For Vilankulos, the objective will be to collect information on the implementation approach and activities, to analyse and compare methodologies, implementation approach, and per capita investment. D. Collection and systematization of documentary evidence, including formats, tools, training materials, implementation reports and other documents relevant to the implementation of the sanitation component. The consultant will produce an electronic library organized per component / subject that include a brief description on how these were used (see section 4.1. Deliverables). E. Development of systematization document. Based on an initial structure to be proposed by the Consultant, a summary document will be produced according to the description included in these terms of reference (see section 4.1. Deliverables). F. Consultation with stakeholders for validation of final products. Based on the draft final documents, the Consultant will prepare the necessary materials for a half-a-day consultation / review meeting with partners and stakeholders. The Consultant will also develop the necessary tools to collect feedback during the meeting to enable the final review and presentation of the final document. G. Presentation of final products. The consultant will prepare a 30 minutes presentation summarizing the documentation process and results, and present at a sectoral meeting at the end of the consultancy. 4 Award ceremony for sanitation championship. 25 June. Inhambane province (exact location to be confirmed) 4. Deliverables and Payments: 4.1 Deliverables A. Synthesis / systematization document: As part of the first set of deliverables, the Consultant is expected to develop a proposed structure of the systematization document. Such document should include a description of the following: - Partners and stakeholders involved, their roles and the coordination structures; - Compatibility and complementarity with national sanitation policy/strategy/approach - Elements of the sanitation component, as identified through the earlier phases, including a description on how these were inter-linked; - Step-by-step implementation, including reference to changes made and monitoring mechanisms used; - Analysis of costs by different component - Analysis / comparison with PO35 implementation model based on the information collected from Vilankulos as sample town. - Results achieved so far; - Challenges and lessons learnt; - Way forward and recommendations The document should be written as a guidance note, combining graphic (charts, graphs, pictures, text boxes) and narrative elements, to help the user navigate through its content and should have references to the tools and other materials to be included in the electronic library. The document should be written in Portuguese, with a maximum of 40 pages (font Arial 11, single space, normal margins). B. Electronic library: Using the materials collected through the consultancy, the Consultant should develop a library in which these are organized per type of document and how / by whom these were used as part of the implementation of the programme. With an emphasis on the tools / communication materials that can be replicable, a brief description of each material should be developed, including a description of the material, its objective and who should use it. The consultant should also include a proposal for dissemination and updating of the electronic library. C. Human interest stories: A minimum of four (4) human interest stories should be produced using the materials gathered as part of the observation / site visits undertaken in the Consultancy. The format of the human-interest stories will be provided at the early stage of the Consultancy, each of them no longer than 3 pages. Human interest stories should be written in Portuguese and English. D. Final presentation: A 30 minutes presentation (in Portuguese and English) should be prepared to summarize the documentation process and results. All other materials collected during the consultancy (i.e. pictures, documents, etc.) should be submitted to UNICEF as part of the final deliverable, in electronic copy. Page 4 of 7
5 Besides the above indicated deliverables, the development of other materials may be required as part the development of the information gathering and review processes, as per indicated in these terms of reference Payment schedule Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will make reference to the contract reference and deliverable number. Payments will be approved by the respective section chief. Deliverable 1 (inception): Delivery timeframe: 1 week after start of consultancy Deliverable/product(s): - Proposed workplan and schedule - List of partners and interview tools - Proposed structure of synthesis document Payment: 30% Deliverable 2 (mid-term): Delivery timeframe: 10 weeks after start of consultancy Deliverable/product(s): - Draft synthesis / systematization document, electronic library and human-interest stories to be presented for review / consultation Payment: 30% Deliverable 3 (final): Delivery timeframe: 16 weeks after start of consultancy Deliverable/product(s): - Final synthesis / systematization document, electronic library and human-interest stories and final presentation Payment: 40% 5. Management and Supervision: The consultant will report to the WASH Specialist and manager of the Small Towns WASH programme, in coordination with other members of the team in charge of the implementation. The Consultancy is expected to start on 1 st of May. All activities and products should be delivered no later than 10 th August Qualifications and Specialized Knowledge: - Experience (at least 5 years) in WASH, social sciences and related fields. - Proven experience in documentation of development programmes. - Previous experience in systematization of WASH programmes will be an asset. - Familiarity with the WASH sector in Mozambique and experience working with Government partners - Previous experience in working in WASH in small towns / secondary cities will be an asset. 6 - Fluent in Portuguese and English. 7. In-country Travel. The Consultancy requires travel to Inhambane province to undertake site visits to the targeted villages of Jangamo, Homoine, Morrumbene and Vilankulos, and interviews with partners located in Inhambane city and Maxixe. In total, the Consultant is expected to travel to Inhambane in three (3) rounds for a total of 20 working days, in which the Consultant should be able to cover all necessary site visits and interview with stakeholders. UNICEF will facilitate the coordination with the stakeholders, however the Consultant should be responsible for organizing the logistics for travel, accommodation and transportation during the site visits. Consultant should submit an all-inclusive proposal to cover all costs to be incurred during the consultancy. Amounts for fees and travel should be disaggregated and clearly indicated in the financial proposal. 8. Evaluation Criteria The selection of the consultant will be based on a best value for money principle. Interested candidates should, in addition to submitting their CV and cover letter, indicate their all-inclusive fees (including travel, subsistence costs, etc.) for the services to be provided. The office shall select the individual who quoted the lowest fee from the list of individuals who are deemed technically suitable for achieving all tasks in time.
