Our Purpose Cairns Regional Domestic Violence Service Inc (CRDVS) aims to use its specialist knowledge and skills to prevent domestic and family violence in the community and to empower those affected by it by providing counselling, support, advocacy and education and professional training to all stakeholders. We will at all times strive to uphold high levels of professionalism and accountability. Position Objective The primary responsibility of the Programs Manager is to manage and supervise the delivery of an effective, innovative and quality domestic and family violence service to clients and stakeholders in the Far Northern Region in accordance with the CRDVS vision, purpose and strategic objectives. The secondary responsibility of this position is to develop, implement and lead the Local Support Coordinator Service in Ravenshoe in order to ensure interagency collaboration to work towards a concerted approach for the elimination of domestic and family violence within the region. Hours of Work 38 hours per week. Salary & Conditions In accordance with the Social, Community, Home Care and Disability Services Industry Award 2010 Worker Level 7. All employees are required to comply with the policies and procedures established by the CRDVS. The CRDVS strives to provide safe working conditions for its employees and thus implements a strict non smoking policy on its premises and in its car. Organisational Relationships The Programs Manager is responsible for the day to day management of the CRDVS within the guidelines and authority delegated by the CRDVS Board. The Programs Manager reports directly to the CEO, provides reports to, attends at, resources and contributes to meetings of the Senior Management Team. 1

2 Responsibilities Managing Local Support Coordination Exercise initiative to maintain and further develop links, cooperation and networks with other organisations to implement an effective LSC. Meet regularly with the CEO to review the LSC s outputs to ensure the LSC attains its goals. Work with Ravenshoe, Atherton, Mareeba and Kuranda community/neighbourhood centres to develop DFV support-related service delivery and referral protocols. Facilitate streamlined referral pathways and timely support services. Assist the local service sector in the development of integrated case coordination to high risk groups by the development of MOUs. Ensure timely input of client data into DEX. Ensure timely input of integrated response work on ChilliDB and the OASIS report proforma. Ensure the provision of professional development opportunities (training) in quarter 4 of for the four community/neighbourhood centres. Responsibilities Managing Client Services Provide an effective domestic and family violence service by supervising and motivating staff to perform their best. Coach and support the CRDVS Senior Practitioners. Coordinate the services provided by the Ravenshoe and Atherton direct client worker team. Supervise and debrief the Ravenshoe and Atherton direct client worker team in the context of the case management process. Evaluate employee performance and identify hiring and training needs. Demonstrate knowledge and skills in a variety of modalities appropriate to counselling people as their individual needs and learning styles dictate. Audit individual counselling and group work for women and their children to ensure its relevancy. Ensure the maintenance of appropriate, accurate and confidential records of client work, including risk assessments and case management plans, in line with privacy legislation. Handle complaints from clients as per the CRDVS policy and procedures. Responsibilities Community, Networking, Awareness and Education Assist in enhancing greater community awareness of domestic and family violence and the effects it has on women and children by participation in community education as required by the CEO or CRDVS Board. Exercise initiative to maintain and further develop links, cooperation and networks with other organisations and government departments to provide effective services and improve coordination of service responses. Work with the Senior Practitioners to ensure the development and maintenance of professional and client resources for use in the organisation. Participate in the development, and be actively involved in, events for Domestic and Family Violence Prevention Month. Responsibilities Organisational Development Work with the CEO to develop and maintain a safe and supportive working environment for all staff. Work with the CEO to develop a strong and supportive Senior Management Team for the CRDVS. 2

3 Maintain clear communication across the Senior Management Team. Participate in regular and ongoing consultation with the CEO to discuss issues that may impact on work performance. Participate in the formulation and implementation of the service plan. Participate in support systems within the organisation including staff meetings, team supervision, staff appraisals, and informal contact. Provide and receive peer support as a part of the Senior Management Team. Maintain knowledge of current and emerging trends and practices concerning domestic violence and the delivery of domestic violence services and programs to inform and develop appropriate service delivery to meet identified organisational and community needs. Participate in the monitoring of legislative and policy developments in regard to domestic Ensure cultural appropriateness of services for clients. Participate in regular supervision with an external supervisor. Deputise for the CEO where requested, including representing the service at external forums and public speaking engagements. Responsibilities Administration and Finance Participate in the review, evaluation and policy development of the organisation in conjunction with other staff. Comply with all CRDVS policies and procedures including the Code of Conduct which sets out expectations relating to behaviour and communication. Monitor operating expenditure and resources to ensure compliance with the CRDVS budget and in accordance with delegated financial authority. Contribute significantly to the Annual General Meeting and the publication of the AGM Report. Undertake administrative tasks relevant to the position, including collection and timely reporting of CRDVS statistical data and other data required for research and needs analysis purposes. Undertake other duties as directed by the CEO or CRDVS Board. Qualifications Tertiary qualifications in the behavioural or social sciences. A minimum of five years direct client service delivery experience within a specialist Domestic and Family Violence service or as a Specialist Domestic and Family violence practitioner. A minimum of two years supervisory experience. Class C driving licence. Key Performance Indicators KPI1 Demonstrated high level of skill in providing counselling, advocacy and crisis intervention. KPI2 Demonstrated in-depth knowledge of a range of counselling frameworks underpinning your approach to clients affected by domestic 3

Ability to participate in a staff team in a collaborative and supportive manner, and the capacity to work both independently and as part of a team. An in-depth knowledge and understanding of the effects, causes, social context and responses to domestic violence, including appreciation of cultural differences and needs of diverse groups. Demonstrated computer literacy skills, including Microsoft Office applications. Demonstrated knowledge of legislation impacting on situations of domestic Ability to analyse trends, policies and emerging issues in relation to domestic and family Demonstrated ability to coordinate and review organisational activities directed to the achievement of established goals, including the ability to effectively monitor service budgets and resources. Demonstrated ability to manage personnel in accordance with modern human resource management principles and practices including EEO, occupational health and safety and fair treatment of employees. Demonstrated professional qualities of initiative, strategic thinking, and analytical and problem-solving skills. Additional Information The Programs Manager will be based at our Atherton office, but will travel throughout the Cairns, Tablelands and Mossman/Port Douglas area according to program and staff supervision needs. A CRDVS car will be provided and some private garaging is allowed but may incur Fringe Benefits Tax.
