2 Work Environment Outlook Employment is a division of Outlook (Vic) Inc. and provides assistance to eligible job seekers with disabilities to find and maintain suitable paid employment in mainstream employment. The position is within Outlook Employment. The primary role will be to provide the required management & support to staff and assistance for eligible job seekers to find and retain paid employment. To build skills, address barriers and motivate Participants to enable them to gain suitable employment. Establishing appropriate contacts and relationships with local employers and other agencies will be necessary to achieve successful outcomes. To assist ESM with statistical analysis, star rating and Participant activities. 3 Position profile Key Selection Criteria The position is a Management position based at Outlook s employment services division, Outlook Employment. Outlook Employment provides assistance to people with disabilities to find employment in open market place. This role has prime responsibility for the management of one of Outlook Employments three sites including Participant management, staff management, financial management, and future developments of the service that ensure continued growth in the securing sustainable employment opportunities for job seekers. Selection will be based on assessing an applicant s skills, knowledge, past performance & other personal qualities relevant to the work assignment, as listed below. Mandatory Relevant leadership experience in the human services, business or sales field Demonstrated ability in training, mentoring & coaching staff to ensure their performance meets KPI standards Proven experience in managing staff performance Strong management and team building abilities Ability to work within budgetary frameworks. Develop & implement annual site budgets Effective, constructive problem solving & conflict resolution experience Excellent Communication, Interpersonal and Management skills Demonstrated marketing and promotional skills Demonstrated respect for the dignity and rights of choice of people with disabilities Demonstrated time management skill, the ability to set priorities, meet deadlines and maintain effectiveness under pressure Demonstrated knowledge of issues faced by people with a disability in the workplace Demonstrated ability to achieve specified outcomes & targets within the timeframe allocated Demonstrated ability to assist in operational management tasks Knowledge of DEPARTMENT funding processes and DES contractual requirements Experience in monitoring, auditing and ensuring that job seeker case notes and all other documentation are appropriate & meet contractual standards Effective written and oral communication skills Strong administrative, time management and computing skills e.g. Intermediate Word, Excel, Internet & Desirable Previous experience within a leadership role in the Employment Services industry, ideally DES. Demonstrated knowledge of relevant Disability Acts and Standards Demonstrated understanding of the labour market Tertiary qualification in the human services, business or sales field Knowledge of DSS case based funding processes and its requirements Outlook (Vic) Inc. 4 JOB PROFILE The Team Leader is accountable to the Employment Services Manager for performance in the following Key Result Areas: Staff Management Networking, Marketing and Promotion Participant Support and Job Placement Supervise & support open employment service staff Conduct staff performance appraisals & identify training needs. Allocate job seekers & workers to EC s. Monitor Staffing levels & caseloads Monitor staff employment outcomes. Monitor job search & marketing activity of staff. Interview potential job seekers, with staff if required. Discuss Participant issues with staff as required Assist ESM in the employment process for new staff Team Leader to maintain own Participant case load at level within constraints of other duties. Manage site budgets Develop strategies to identify potential employers and market the services of Outlook Employment Develop marketing strategies to promote Participants to potential employers and the community as a whole Develop effective networking and marketing strategies with business to create and maintain employment options for Participants Develop and maintain effective communications with disability organisations, a wide range of government (DEPARTMENT, Centrelink etc.), community, business, carer and advocacy groups as required Attend promotion events to increase the profile of Outlook Employment to the wider community and stakeholders To attend and represent Outlook Employment at stakeholder, government, business management meetings were required Broker partnerships between Outlook Employment and other service providers, community service providers and/or workplaces when required Work with community groups, other service providers, government and nongovernment bodies etc. to advance the rights of people with disabilities Attend promotion events and become an advocacy for Outlook Employment Participants Promote the rights and abilities of people with disabilities within the workplace Ensure adequate support is provided to each Participant, relative to their need and with the intention of assisting the Participant to find and maintain employment within the open employment market Develop action plans to identify Participant needs Discuss Outlook Employment role in assisting Participants to find employment Assist Participants while they attend training workshops Undertake job search activities for job seekers referred or endorsed Assist in the negotiation of appropriate industrially approved wages and conditions on behalf of Participants Ensure the EC works with employers and Participants to develop appropriate Job Plans that will ensure long term employment outcomes for the Participant Provide appropriate referrals to job seekers requiring alternative assistance Provide on job support & training if required by ESM Outlook (Vic) Inc. 5 To assist other staff with Participant support and advice Assist with enquires of other staff and Participants to increase successful outcomes Ensure appropriate and adequate training is provided to Participants when necessary Ensure the working conditions and rights of the Participant are on par with the rest of the workforce Administration Ensure adequate evidence is collected for all Participant to satisfy DEPARTMENT requirements Maintain & ensure all documentation in ESS, Participant Files and RecruitAbility are detailed & reflects Participant activity Ensure all appointments are resulted and have a future appointment in ESS Ensure all Participants RecruitAbility tabs are completed and updated immediately of changes in corresponding tabs: Participant Details, Disabilities/benefits/JOB PLAN; Vacancies/Placements/Inductions/Journal/Forms to the Participants details Ensure all contact with Participants/employers/stakeholders are entered in detailed clear notes in RecruitAbility Ensure every Participant s JOB PLAN is updated, signed and approved in ESS and then scanned into the Participants file Ensure Barrier management is completed with every JOB PLAN. Complete Skills assessment with every Participant who has gained employment on ESS as well as saved in Participant file Ensure ESM is kept informed of all potential issues facing each Participant and how that will affect sustainable employment outcomes and funding for the organisation Assist with the preparation of reports, submissions, compilation of survey reports and analysis of statistical data as required Ensure confidentiality of Participant information at all times Ensure relevant documentation is completed as required and filed accordingly Attend and Chair staff meetings Assist in when needed in the planning, development, delivery and evaluation of the open employment service within the policy parameters of Outlook Employment and funding bodies Assist ESM of Outlook Employment when required Work cooperatively with colleagues and as part of a team Share relevant information regarding Participants with colleagues with the aim of continuously improving upon the support provided and ensuring services can be provided within the funding constraints Undertake other duties as directed by the ESM Consultation for Case Load Management Assist in managing EC caseloads effectively, in relation to collecting quality assurance and evidence collection Ensures performance targets are met Prioritise and maintain Participant groups to enable up to date marketing opportunities Moves Participants effectively through the various phases to allow for the ability to continuously take on new Participants Moves Participants effectively through the various phases to allow for the ability Outlook (Vic) Inc. Each applicant will be required to complete a pre-existing injury/medical declaration form. Current Victorian Drivers licence.
