1 JOB DESCRIPTION Job Title: Accountable to: Deputy Medical Director Medical Director 1. Purpose of Role The Deputy Medical Director will provide support to the Medical Director in delivering the principle responsibilities of that role. The post holder will deputise for, and be accountable to, the Medical Director for the successful delivery of the principal responsibilities in these areas within the wider remit of the Medical Director. Specifically, the post holder will deputise for the Medical Director at key meetings when he is unable to attend, e.g. Trust Board, Governance and Assurance Committee and Executive Management Team/Board meetings. The Deputy Medical Director will play a key role in the Medical Director s Advisory Group in setting the medical strategies for the organisation and providing close advice and support to the Medical Director. Team working is a key requirement of this post. 2. Key Working Relationships Medical Director and the Medical Director s Advisory Group. Clinical Directors. Chief Operating Officer. Key Responsibilities Demonstrate role model behaviour in line with the Trust values and NHS constitution. Provide professional leadership to all medical staff on standards of practice, performance and associated professional matters through the promotion and development of the highest standards of quality and patient safety, team working, and a culture in which clinical excellence will flourish. 2 Lead specific Care Quality Commission outcomes as well as corporate. Be responsible for medical leadership and engagement in relation to mortality review. Contribute to the development and implementation of the Trust s strategy and clinical developments to ensure that patients receive the highest quality of care. Work with the Medical Director and others in all aspects of Quality and Safety agenda. Ensure serious incidents are managed in a timely fashion, are investigated thoroughly and lessons are learnt to ensure incidents are not repeated. With the Medical Director and the Clinical Directors provide the professional medical leadership for the organisation. Advise the Medical Director on any matters of clinical practice, accreditation standards, medical staffing issues or investment of resources that may influence the Trust s ability to meet its strategic and operational goals or that may affect quality and patient safety issues. Any other duties required by the Medical Director, or on behalf of the Trust Board. To provide managerial and professional leadership for our quality improvement posts (S.I. Lead, Complaints Lead, Audit Lead, Mortality Lead). Ensure that medical staff undertake their duties in line with statutory and mandatory training requirements for doctors. Ensure in conjunction with the Post Graduate Dean/Directors of Post Graduate Medical Education that postgraduate training for trainee medical staff is delivered in accordance with the Learning and Development Agreement. Ensure that the Trust meets all its obligations for the training and education of its medical staff, and complies with Royal College and NHS guidance, regulations and recommendations to provide high quality. 3.1 Corporate Responsibilities Contribute to the overall corporate management of the Trust with specific responsibility for medical advice in relation to operational issues. Buy into trust values; live them and be seen to live them. Demonstrate role model behaviour in line with the Trust values and NHS constitution. Provide visible leadership where necessary when patient stories attract widespread media attention. Work effectively with the Trust s communications team to develop effective messages for the public and on appropriate occasions act as the spokesperson for the Trust. Demonstrate personal leadership in the delivery and continuous improvement of high quality, safe and efficient care. Page 2 of 7
3 Represent the Trust in health economy and other forums, as directed by the Medical Director to develop and maintain productive relationships with all external partners and key stakeholders. Provide appropriate information to enable the Trust Board to fulfil its purpose, particularly in respect of its duties on governance and performance monitoring. Maintain effective communications with other Executive Directors in order to ensure an integrated approach to the delivery of operations. Take part in the Executive on call rota. 4. NHS Standards of Business Conduct and Professional Registration All employees must abide by the guidance set out in the NHS Code of Conduct and Standard Business Conduct for NHS Staff (HSG 93/5), as amended or replaced from time to time. Managers must also comply with the NHS Code of Conduct for Managers. All clinical professionally regulated staff must abide by the codes of conduct issued by their respective regulatory bodies (e.g. NMC, GMC, HPC) and ensure that they maintain updated registration as required by the role. 5. Health and Safety Each staff member has the responsibility to take care of their own personal safety and others whilst at work. In addition, no person shall interfere with, or misuse anything provided in the interests of health, safety and welfare 7. Infection Prevention and Decontamination of Equipment Each staff member has the responsibility to adhere to Trust and Departmental Infection Prevention Policies, including policies for the cleaning and decontamination of equipment, in order to protect their own health and that of other employees, visitors and patients. 8. 4 Each staff member providing services to patients and children has the responsibility to adhere to Trust and Departmental Child Protection and Safeguarding policies including employment checks. 9. Confidentiality Each employee of the Royal Cornwall Hospitals NHS Trust must treat all information, particularly clinical and management information, as confidential. Any employee who wilfully disregards Trust and Departmental policies may be liable to serious disciplinary action including dismissal. Page 4 of 7
5 Person Specification: Deputy Medical Director Headings Essential Desirable Qualifications training required Unblemished registration with GMC. Qualified Medical professional. Undertaken a senior leadership development programme. Postgraduate degree or training. Previous or relevant experience necessary Established and experienced consultant in an acute Trust with significant leadership experience. Able to enthuse, lead and motivate others. In depth understanding of acute clinical services. Experience of service innovation and development. Decisive leader, capable and committed to translating policy and analysis into practical actions. Significant organisational change experience/managing difficult and complex change. Innovative, with strong service focussed approach. A track record of achievement in:- - Introducing robust systems and processes, and - Facilitation of groups and teamwork Undertaking sensitive negotiations. A good understanding of national targets. Developing an organisational culture that promotes clinical engagement in decision making and leading continuous change and improvement in services, encouraging the use of new clinical and service technologies. Experience of organisational development and culture change programmes. Experience of working with external partners to design and implement strategic change. A track record of achievement in:- - Effective performance management Skills Strong communication, interpersonal, negotiating and influencing skills. Strong prioritisation skills with the ability to manage competing demands. Ability to think and act strategically and Knowledge and experience of clinical service delivery in a nonacute setting.
