Background & Methodology Scope of project Round table discussion with employers 20 in-depth qualitative telephone interviews An online quantitative survey 2,100 respondents High level of commentary Fieldwork May/June 2014

Demographics / 1 Job role (mentions 3%+) Full or part-time Base: all responding (2,126) Prefer to.. Base: all responding (1,937) Current working status Base: all responding (1,863) Base: all responding (2,086)

Demographics / 2 Gender Sector organisation operates in Base: all responding (1,556) Base: all responding (1,571 ) Age Region Base: all responding (1,583) Average: 48 Base: all responding (1,574)

Demographics / 3 Client groups work with Areas work in (mentions 20%+) Base: all responding (1,564) Organisation employed by (mentions 3%+) Base: all responding (20%+) (1,575) Base: all responding (1,583)

Preferred working status Q. Why do you say that? Preference: Overall permanent 88% Overall Agency 12% Overall full-time 73% Overall part-time 27% Q. Which do you prefer? Base: all responding (1,973) Base: all responding (1,523)

Reasons for preferring. I have worked as an agency worker for some 7 years but now feel that I want the security of permanent work. I also believe ethically that we should be looking at permanence for workers and better pay so that they will want to work for a LA and stay. Agencies seem to have free rein at the moment to charge whatever they want so restricting LA's in many aspects of the service they provide. Permanent, Full-time (Other Manager, South East) Social work is not a job that can easily be done on a part time basis as Part time employees I know will work on their days off. The young people or families may need support on the workers day off so I don't feel part time is an option. I prefer a permanent contract which offers a pension and sick pay if necessary although I have not had any time off sick in four years, I feel assured that I have the option of sick pay and holiday pay. Permanent, Full-time (Social Worker, North West) Better pay; choice of work and locations; able to avoid 'office politics.. Agency, Full-time (Senior Social worker, South West) Have had 2 long periods of sickness (due to cancer) and now cope better working part time. Permanent, Parttime (Social Worker, Yorkshire) I have the freedom to do my job without the complication of office politics. Working part time gives me peace of mind to know that I am not stressed every day but could increase if I wish Agency, Part-time (Senior Social worker, South East) For financial reasons. If I worked part time, I believe I would still be allocated the same number of cases as a full time worker, which is the experience of some of my colleagues. Less pay for the same stress! Permanent, Full-time (NQSW, Midlands) I am the sole earner in my family and need a full time job that is secure. Permanent, Full-time (Senior Social Worker, Midlands) Because it is my experience that managers discriminate between agency and permanent workers who get priority attention, less cases and less complex cases and are treated with more respect and care. I would rather work in one team and develop my relationship with the other workers and with decent senior management that can provide a good ethos. However, to avoid discrimination, unbearable dynamics, bullying and a bad reference I work as a locum. Permanent, Full-time (Senior Practitioner, South East) Q. Why do you say that? Base: all responding (1,523)

Job seeking status Q. Why are you considering leaving the Social Work profession altogether? Base: all responding (1,968) Q. Which of the following best describes your job seeking status? Base: all responding (133)

Reasons for looking for a job outside social work. I do not feel personally challenged by social work and I resent being driven by resource lead services. I want to feel job satisfaction after a hard week not exhausted as a result of sitting by a computer. (AMHP, Midlands) Trying to move into commissioning, enjoy the strategic thinking. (Head of Department, Midlands) Lack of support within the authority I work for has made me disillusioned with the role I am doing. (Senior Social Worker, Yorkshire) I plan to do training and coaching full time.. (Senior Practitioner, South West) Because I don't think that it is the best way to work with people. I want to be more proactive rather than reactive. (Social Worker, South West) Q. Why are you considering leaving the Social Work professional altogether? And what are you planning to do instead? Base: all responding (133)

Attributes most likely to make respondents consider new job Base: all responding (1,884) Q. Which FIVE of the following would be most likely to tempt you to consider a new social work job?

Attitudes towards aspects of social work recruitment Overall Agreement (90%) (45%) (59%) (37%) (50%) (55%) Base: all responding (various) Q. To what extent do you agree with the following about working as a social worker?

Benefits package includes.. 95% of respondents have benefits included as part of their remuneration package Base: all responding (1,725) Q. Which of the following benefits does your current salary & benefits package include?

Benefit would most like to receive Base: all responding (1,706) Q. And which FIVE of the following benefits would you most like to receive in addition to your current salary package?

Offered new job but subsequently decided to stay with the same employer Q. Why did you decide to stay with the same employer? Base: all responding (1,714) Q. In the last three years, have you been offered another job but subsequently decided to stay with the same employer? Base: all responding who were offered a job but subsequently decided to stay with same employer (436)

Relocating for job Q. What were your reasons for relocating? Base: all responding (1,694) Q. Have you ever relocated for your job? Base: all responding who have ever relocated for job (598)

Reasons for relocating Better job opportunities in region I was relocating to. (NQSW, North West) Got fed up of London and moved back home. (Social Worker, Midlands) Better job with low case loads. (Social Worker, South East) The job had potential security and advancement opportunities. (Social Worker, Midlands) Golden handshake and help with moving costs. (Senior Practitioner, South West) Joint decision with my partner, good employment prospects, attractive location, to be near family. (NQSW, Yorkshire) Q. What were your reasons for relocating? Base: all responding who have ever relocated for job (598)

Consideration of relocating for job in the future Base: all responding (1,670) Q. Would you consider relocating for your job in the future?

Overall employer rating Base: all responding (1,653) Q. How would you rate the quality of your employer overall?

Important factors in deciding which employer to consider Q. If you were to change job, how important would each of the following factors be to you when deciding which employer(s) to consider? Base: All respondents (various 1,537 to 1,584)

Jobseeking Behaviour All scan job s/ websites including: Local Authority/ other employer sites Community Care Guardian Public sector job sites Generic job sites Most receive alerts Many receive proactive calls from agencies Some also hear about jobs via their network/ get asked to consider jobs by people they know Most are looking in a prescribed, commutable area I look online, and get alerts, I have a browse on a pretty regular basis just to see if there s anything out there I had three calls from agencies last week. If you are looking for a job, I don t think you have to look that far There are plenty of places to go to see job ads for social workers I know a lot of people because I ve worked in this area for a long time, more than 20 years, so I do hear about jobs, occasionally people approach me

Jobseeker Behaviour Many examples of interviewees seeking contact with organisations that they have applied for or are planning to apply for They seek to get the inside track on what it s really like to work there Older/ more experienced social workers feel more able to explore/ ask questions at interview and to do prior investigation into a team/ organisation through their networks All of the above can have a significant impact on their decisions I usually know someone who knows someone so I can often pick up the phone and have a chat to find out what s really going on Agency staff talk to each other, that s a really good source of information about the experiences we ve had working in different places I have used Twitter to find social workers who work for the Authority I m interested in, and then asked them some questions about what it s like I m not afraid to ask difficult questions at interview sometimes they are shocked but I want to know the real story of what it s like to work here

Views of job advertising A general sense that job ads : o Use corporate speak o Are not good at communicating the role o Tend to forget the client o Try to gloss over aspects of the job which may be unattractive o Try to present front line jobs which are hard to fill as something else o Are all the same Little really stands out although attractive is: o The ability to talk to staff currently in the team informally o The ability to visit the team/ work-place o Videos of the team discussing the workplace ( noncorporate speak ) o A commitment to training/ development/ career opportunities o Opportunities for variety within the organisation o Flexible working o Good pension terms i.e. longer term benefits o A clear vision/ commitment from the organisation towards social work provision It s a real trawl through some of the job sites. Even if you search and put in your keywords, you still end up having to click on loads of ads to scan them and work out whether they re relevant Well, you have to get through the corporate speak. They all say the same things all the bumf about themselves and how great it is to work there, that s all bullshit, it s the real nuts and bolts of what the job is that s important You have to get into more of the detail to find out of a job is relevant

Experiences of recruitment Recruitment process generally considered to be poor o Poor administration/ losing documents o Time taken (several examples of processes taking 6 months plus) o Rushed interviewing o Lack of information available about the role o Lack of communication/ follow-up o Time taken for ID/ experience checks o Huge variability in quality of interviewing (from a quick minutes through to an hour plus) o Interviewing which doesn t take practical experience into serious consideration o Interviewers unable to answer questions about the work/ environment o Huge variability in sophistication of interview process few examples of proper assessments/ exercises/ testing as part of the recruitment process Several examples of respondents not taking a job because of their experience of recruitment HR often seen as being dysfunctional To be honest, I m a month into this job, and because of the appalling recruitment process I ve started on the wrong foot, I m already thinking about moving on I ve had various interviews, for agency and permanent roles. The agency roles can be just a quick chat, they can be a panel interview, it really varies. The permanent jobs, some of them again are just a short interview. The interview can take different forms, occasionally they may ask for a presentation. There s one more senior job where they say there will be an assessment and some kind of psychometric testing.
